FAIRMED is a Swiss development organization dedicated to work with its motto “Health for the Poorest”. The organization plays an important role in providing health care access to the marginalized communities and individuals who are prone to diseases, disability, and poverty. The core focus of FAIRMED's work in Nepal is Neglected Tropical Diseases (NTDs) – Leprosy, Lymphatic Filariasis, Kala Azar, Dengue, etc and Maternal and Neonatal Health (MNH), while it interweaves GESI and Disability Inclusive Development (DID) as cross cutting themes into its programs to strengthen local health system and increase the uptake of basic health services by the communities/population.

Position Requirements:

FAIRMED Nepal is planning to implement Sankalpa project, aiming to improve health and well-being of people affected or at risk of neglected tropical diseases and left behind communities of communities in three districts (Jhapa, Morang, and Sunsari) of Koshi Province and Saptari district of Madhesh Province. The project applies the approach of “leaving no one behind” and plans to strengthen integrated health service delivery and its utilization in the targeted districts. In order to support the project implementation, FAIRMED is looking for a Finance and Admin Officer based in Project office in Biratnagar.

Major job scope

Under the direct supervision of Team Leader, the position is responsible for overall management of project Finance and Administrative matters including logistics and procurement. The specific job responsibilities for the position include:

1. Finance

  • Handle financial transactions and bookkeeping, including voucher preparation and periodic financial reports, in coordination with the Finance Manager.
  • Manage day-to-day financial matters, prepare periodic budget forecasts, and conduct expenditure analysis as required.
  • Monitor financial transactions and budget utilization within FAIRMED and its partner organizations.
  • Provide support to PNGO staff in managing project budgets and expenditures.
  • Guide the project team on government financial regulations, annual budget preparation, and compliance with tax and audit requirements.

2. Admin

  • Develop and implement the annual procurement plan, ensuring timely completion of all procurement.
  • Maintain and regularly update inventory records.
  • Conduct periodic evaluations of suppliers and assess the quality of goods and services delivered.
  • Safeguard and oversee the use of office assets, equipment, vehicles, and motorcycles, ensuring proper security, maintenance, and compliance with insurance and road tax requirements.
  • Manage HR-related functions at the project level.
  • Arrange project logistics, including ticketing, vehicle hire, hotel reservations, and training/workshop venues.

3. Logistics and Procurement

  • Initiate and manage transparent, fair, and efficient procurement and logistics processes, including planning, supplier management, asset/inventory control, and compliance with organizational and government regulations.
  • Support the logistics framework and contribute to improving systems in coordination with the Sr. Admin and Logistics Officer at the Country Office.
  • Oversee logistics operations such as transportation, equipment management, and event arrangements.

Minimum Requirements

  • At least a Bachelor’s degree in business studies/business administration specialized in Accounting/Auditing or finance or semi qualified ACCA or CA with at least 3 years of work experience or, master’s degree with 2 years of work experience in finance, admin, and logistics management.
  • Prior experience in development projects is preferred.
