In partnership with One Heart Worldwide (OHW), HOPE Foundation Nepal is implementing the project “Strengthening Maternal Neonatal Health Services in Partnership with the Local Government (SMNHS)” (स्थानीय सरकारको साझेदारीमा मातृ तथा नवजात शिशु स्वास्थ्य सेवा सुदृढिकरण) in Siraha district since 2025.

In this regard, we are seeking a mobile, dynamic, and energetic individual to fill the position of Field Officer – Non Clinical. Duty Station:Lahan Municipality with a minimum of 70% field visits.

Purpose of the Position:

The Field Officer will be responsible to provide technical support to MNH service providers at the Palika, facility level and relevant stakeholders in MNH program planning and implementation. Conduct community awareness-raising activities, health system strengthening and quality improvement activities through MNH status assessment, technical support visit, engagement with stakeholders, planning and monitoring at the facility and community level.

Major Duties and Responsibilities:

Technical: Implementation, Monitoring and Coordinating

  • Plan, and Implement progress on program activities to strengthen local health governance, MNH demand generation, MNH accountability promotion, MNH service quality strengthening activities as per OHW program implementation guideline and in coordination with local government of Siraha District. 
  • Identify & document MNH service gaps, progress made during implementation and provide close and continuous support to implement all OHW supported projects activities as per DIP focusing on capacity building, accountability promotion, health service quality strengthening and transferring health management skills to Health Facility Management and Operational Committee members and Health workers. 
  • Provide technical support to address gaps in MNH service utilization at Health Post, birthing centers through community level advocacy, awareness and communication. 
  • Document and share program gaps identified at HF and Community level to relevant Palika and district stakeholders and support Health section at palika to address those gaps through technical assistance and gap communication.
  • Implementing OHW supported, Palika, health facility and community level training/orientation, interaction, awareness raising activities in the district, rural/urban municipality level and community level
  • Conduct technical support visits to birthing centers, health workers and FCHVs with a special focus on the quality of services and capacity building, HMIS reporting & recording and clinical skills.
  • Support to Develop Palika health profile and ensure its use to develop impactful health programs at Palika level.
  • Conduct monitoring visits, physical and virtual follow up of the palika health section, health facilities, nursing staff, FCHVs, and clients and provide necessary feedback. Support in conflict transformation among HWs at HF, palika and district health office to achieve maximum service utilization on MNH.
  • Develop monthly success and failure stories outline in narrative, photographic and video evidence from health facilities and communities.
  • Develop a network to collect and monitor all maternal deaths in the district and undertake follow-up visits to every household where deaths have occurred to verify the death and identify causes of death.
  • Work together with the supervisor to prepare monthly plans, reports, and update accurate information on MIS, monthly reports and duly filled technical support visit checklist.
  • Support to develop and adapt locally tailored, culturally sensitive content for
  • Any other job assigned by the Supervisor.

Administration/Management:

  • Provide support in building sound relationships with Health Office & other relevant district level offices, urban/rural municipality offices, program focal person, health facility staff, community stakeholders and female community health volunteers in order to maintain program schedule and achieve high quality program deliverables at the field level 
  • High quality compliance with admin and financial procedures, logistics and daily administrative tasks for all program.
  • Participate, represent and co-ordinate at the district, urban/rural municipality, facility level and community level.
  • Contribute to preparing regular progress reports, technical deliverables, presentations, and district work plans
  • Prepare monthly, quarterly and annual progress report.
  • Prepare reports on all maternal/pregnancy-related deaths including causes of death.

Job Specifications (minimum job requirements):

Academic qualifications, affiliation and work experience:

  • Bachelor’s in Public Health (BPH), BSC Nursing.
  • Affiliation in respective health professional council/nursing council is desirable
  • Prior experience working at government Health Post/Hospitals and maternal, and child health fields is preferred.

Skills and abilities

  • Gap documentation (English and Nepali), and Gap communication to stakeholders.
  • Practical experience in facilitation and interaction with target beneficiaries, government counterpart/local stakeholders at all local government of Siraha district, health facilities, and ability to deal with wider stakeholders
  • Knowledge and experience using MS Office packages (MS Word and Excel), email and the internet.
  • Clear ability on verbal communication, impart health knowledge in Maithili language.
  • Ability to function as a self-starter with limited supervision with much attention to detail.
  • Local Candidate who understand district health scenario offer off time commitment are preferred.
  • Valid 2 wheeler driving License to travel within district.
