Expression of Interest to Hire Resource Person for Training on Capacity Development Support to Key Government Officials and Representatives on Gender Equality and Women’s Empowerment (GEWE), International Women’s Rights Instruments (CEDAW, BPFA, UNSCRs), and Advocacy for the Implementation of Recommendations
Position Title: Consultant / Resource Person
Background
The Women’s Rehabilitation Centre (WOREC), established in 1991, is a leading national NGO working to promote and protect human rights, particularly women’s rights, and to prevent violence against women and marginalized groups. Under its Hamro Sahas Programme, WOREC supports grassroots women-led organizations and strengthens the capacity of key government officials and representatives on Gender Equality and Women’s Empowerment (GEWE).
Nepal has strong constitutional, policy, and international commitments to gender equality, including CEDAW, the Beijing Platform for Action (BPFA), and relevant UN Security Council Resolutions (UNSCRs) on Women, Peace and Security (WPS). However, gaps remain in effective implementation due to limited institutional capacity, coordination, and accountability. This training aims to address these gaps by strengthening knowledge, skills, and advocacy capacity of government officials at federal, provincial, and local levels.
Objective of the Training
To enhance the capacity of key government officials and representatives to effectively promote, integrate, and implement GEWE commitments and women’s rights obligations in line with national frameworks and international instruments.
Specific Objectives
- Enhance understanding of GEWE concepts and national and international legal frameworks
- Strengthen knowledge of Nepal’s obligations under CEDAW, BPFA, and relevant UNSCRs
- Build practical skills to integrate GEWE into policies, plans, budgets, and programmes
- Strengthen advocacy, coordination, monitoring, and accountability mechanisms
- Promote inter-ministerial and multi-stakeholder collaboration on women’s rights
Scope of Work
The Consultant will be responsible for designing, facilitating, and documenting the training. Key tasks include:
- Develop training curriculum, session plans, and materials based on GEWE, CEDAW, BPFA, and UNSCRs
- Facilitate participatory and gender-responsive training sessions
- Deliver inputs on GEWE concepts, national commitments, international obligations, and implementation mechanisms
- Conduct pre- and post-training assessments
- Prepare and submit a concise training report and finalized materials
- Coordinate closely with WOREC and ensure ethical, rights-based approaches
Required Expertise
- Master’s degree or above in Gender Studies, Law, Human Rights, Social Sciences, Development Studies, Public Policy, or related fields
- Minimum 5 years of experience in gender equality and women’s rights, including training facilitation for government officials
- Strong knowledge of Nepal’s gender policies and international frameworks (CEDAW, BPFA, UNSCRs)
- Excellent facilitation, communication, and report-writing skills
- Proficiency in Nepali; strong commitment to gender equality and human rights
Duration
25 January 2026 – 20 February 2026
Final invoices and documents to be submitted by 25 February 2026.

Payment
Payment will be made upon completion of services and submission of deliverables.
15% tax will be deducted as per Nepalese law.
Contractual Conditions (Summary)
- Consultant will act as an independent contractor
- No sub-contracting without written approval from WOREC
- Confidentiality, data protection, and PSEA compliance mandatory
- Contract governed by Nepalese law
- WOREC reserves the right to terminate the contract for non-compliance

- Gender equality and Inclusiveness: The hotel must demonstrate a clear commitment to gender equality and inclusiveness by ensuring that its premises and services are free from all forms of violence, harassment, and discrimination. All staff members and guests must be treated with dignity and equality, regardless of gender, caste, class, ethnicity, religion, geographic origin, language, or any other identity or status.
- PSEAH (Prevention of Sexual Exploitation, Abuse & Harassment): Prevent SEAH, refrain from transactional sex, and maintain high professional conduct.
- Fraud & Anti-Corruption: No bribery, kickbacks, or fraudulent practices; report suspected misconduct.
- AML/Counter-Terrorism: Ensure funds/services are not used for illegal purposes.
- Document Submission Standards: Properly scanned, legible documents—no blurred text, shadows, cropped pages, or hands/fingers/objects visible in scans.
WOREC may reject submissions or terminate agreements for non-compliance with any of the above.
