CFJ NO invites qualified and experienced consulting firms/teams to submit Expressions of Interest to conduct the Midterm External Evaluation of the Securing Access for Education Project (SAFE), implemented in 19 schools across Wards 6, 8, and 10 of Benighat-Rorang Rural Municipality, Dhading district, in partnership with Prayatnashil Community Development Nepal (PRAYAS Nepal).
The evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability in line with OECD/DAC evaluation criteria and will examine midterm achievements against the project’s logical framework. The assignment will generate evidence-based findings and practical, actionable recommendations to enhance project performance, quality, and sustainability. The selected consultant/team will be responsible for undertaking a mixed-methods evaluation, including quantitative surveys, qualitative interviews, focus group discussions, school observations, and document reviews. The evaluation will cover key thematic areas such as child-friendly learning environments, school governance and accountability, disaster risk reduction in schools, community and parental engagement, and inclusion of marginalized and vulnerable children.
Applicants must demonstrate strong experience in education and child-focused evaluations, with proven expertise in mixed-method research, OECD/DAC-based evaluations, and working with children, schools, local governments, and community stakeholders. Prior experience with INGO-led, multi-year education or DRR programs will be considered a strong advantage. The key deliverables include an inception report, finalized and validated data collection tools, field-level debriefing, clean datasets, and a comprehensive midterm evaluation report with clear findings, lessons learned, and short- and long-term recommendations.
