1. Background
The Parent Federation of Persons with Intellectual Disabilities (PFPID) Nepal is an umbrella organization working to promote the rights, inclusion, and dignity of persons with intellectual disabilities and their families across Nepal. Through its network of member organizations, PFPID Nepal supports capacity building, advocacy, and inclusive development initiatives at national and district levels.
District-level organizations play a crucial role in advocating for the rights and needs of persons with intellectual disabilities. However, many of these organizations require structured guidance to develop clear, context-specific advocacy strategies that can effectively influence local policies, services, and community practices.
To address this, PFPID Nepal plans to organize a two-day workshop in Simara (Bara), bringing together board members from Bara and Rautahat districts.
2. Purpose of the Assignment
The primary purpose of this assignment is to facilitate a participatory workshop that supports district-level organizations in developing their own advocacy strategies.
The consultant will guide the process, while ensuring that:
- Board members actively lead the strategy development
- Field officers provide technical and contextual support
- Each district produces a practical and actionable advocacy strategy
At the end of the workshop, two advocacy strategies will be developed:
- One for Bara District
- One for Rautahat District
3. Scope of Work
The consultant will be responsible for the following:
A. Preparation & Design
- Develop a two-day workshop framework and facilitation plan focused on advocacy strategy development
- Design participatory tools and exercises tailored to board members of district organizations
- Prepare training materials, templates, and strategy development tools
- Coordinate with PFPID Nepal and field officers for contextual inputs
B. Workshop Facilitation
- Facilitate the two-day workshop in Simara (Bara).
- Apply participatory, inclusive, and practical facilitation approaches.
- Guide participants through key components of advocacy strategy, including:
- Problem identification and prioritization
- Stakeholder mapping and power analysis
- Advocacy objectives and messaging
- Action planning and timeline development
- Ensure active engagement of all participants
- Support groups (Bara and Rautahat) to draft their respective strategies
C. Documentation & Reporting
Compile the drafted strategies developed during the workshop
Refine and finalize the two district advocacy strategies
Submit a brief report summarizing the process, outputs, and recommendations
4. Expected Deliverables
- Two-day workshop design and facilitation plan
- Training/facilitation materials and strategy templates
- Two district-level advocacy strategies (Bara and Rautahat)
- Workshop report including key outcomes and recommendations
5. Duration & Location
- Duration: 2 days (workshop)
- Location: Simara, Bara (combined workshop for both districts)
- Dates: To be finalized in coordination with PFPID Nepal
6. Required Qualifications of Consultant
- Master’s degree in Social Work, Development Studies, Public Policy, Sociology, or a related field
- Minimum 3–5 years of experience in advocacy, policy engagement, or organizational development
- Proven experience in facilitating workshops on advocacy, strategic planning, or capacity building
- Strong understanding of disability rights and inclusive development (preferred)
- Experience working with Organizations of Persons with Disabilities (OPDs) or community-based organizations
- Excellent facilitation, communication, and documentation skills
- Ability to use participatory and context-sensitive approaches
7. Reporting Line
The consultant will work under the direct supervision of the Project Manager, PFPID Nepal, and coordinate closely with field officers and the project team.
8. Payment Modality
- Payment will be made upon successful completion and approval of all deliverables.
- PFPID Nepal will cover logistical costs including venue, participant support, and materials.

- Technical proposal (approach, methodology, and draft workshop outline)
