Expression of Interest (EOI) for Consultancy Services

Working for Access and Creation Nepal (WAC-Nepal), a non-profit civil society organization based in Achham, is implementing the Safe and Enabling Environment for Adolescent Girls and Young Women (SAFE Girls) Project (2024-2027). Funded by KOICA and implemented in partnership with UNFPA, GNI Nepal, and Plan International Nepal, this project aims to empower adolescents and combat Gender-Based Violence (GBV).

WAC-Nepal invites sealed Expressions of Interest (EOI) from qualified independent consultants/service providers for the development of a Comprehensive Sexuality Education (CSE) Curriculum and Local Textbook.

1. Assignment Overview

Objective: To develop a contextualized, age-appropriate, and gender-transformative CSE curriculum and textbook for grades 4 to 8.

Scope: Integration of CSE into the local curriculum framework of Sanfebagar, Kamalbazar, and Mangalsen municipalities in Achham.

Duration: 15 working days, to be completed by the end of March 2026.

2. Key Responsibilities

  • Review existing local education sector plans and identify gaps in current drafting.
  • Conduct stakeholder consultations, KIIs, and FGDs with local governments, teachers, and students.
  • Draft the curriculum and textbook in alignment with the UN International Technical Guidance on Sexuality Education (ITGSE 2018).
  • Facilitate inception and validation workshops with technical working groups and partners.
  • Submit final deliverables in both English and Nepali.

3. Eligibility & Evaluation Criteria

Proposals will be evaluated on a 100-point scale (60 Technical / 40 Financial):

  • Technical (60 points): Experience in CSE curriculum development with national/international organizations, relevant training/certificates, and a robust methodology.
  • Financial (40 points): Cost-effectiveness and value for money.

4. Submission Requirements

Interested candidates must submit the following documents:

  1. Renewed legal documents or Cover Letter and CV highlighting relevant qualifications.
  2. Detailed Approach/Methodology for curriculum and textbook development.
  3. Financial Proposal including consultancy fees and associated costs.
  4. Certificates of previous work and at least two professional references.
