Introduction

Fastenaktion (FA) is a Swiss development organization supporting local NGOs in Nepal since  2002. Grassroots Consulting (GC) is a Nepal based consultancy firm mandated by Fastenaktion to coordinate the Nepal Country Programme (referred to as Programme Coordination Unit  PCU). Fastenaktion works in Nepal to strengthen the food and nutrition security of the most marginalized and vulnerable segments of society by promoting the adoption of agroecological practices, empowering communities, CSOs and NGOs to advocate for inclusive agricultural policies.

We would like to invite audit firms to submit an Expression of Interest (EOI) along with a financial and technical quotation for providing independent audit services for projects implemented by our partner organization. Audit firms will be selected for 3 years of period.

Objectives

As part of FA's commitment to quality assurance, risk monitoring, and capacity development initiatives, partner organizations receiving funds from FA undergo regular assessments. FA  conducts these assessments, including donor audits for each partner organization once during the agreement period.  

The primary objective of this assignment is to conduct an audit of FA's partner organization projects to ensure financial accuracy, compliance with organizational and donor requirements,  effectiveness of internal controls, and transparency in overall project implementation based on the  TOR.  

Scope of work

The scope of the audit services will include:

  • Verify that financial statements/reports are accurate and prepared in accordance with applicable accounting standards.
  • Confirm that expenditures are:
    • Supported by original documents (invoices, bills, contracts, payroll records, etc.).
    • Properly authorized and approved.
    • Recorded in the accounting system.
    • Allocated to the correct budget lines.
  • Check compliance with donor agreement and approved budget.
  • Review procurement processes and compliance with internal and donor policies.
  • Clearly quantify and list all disallowable or ineligible costs, with justification and  reference to the relevant clause.
  • Review any indications of:
    • Conflict of interest
    • Misappropriation of funds
    • Fabricated documents
    • Double payments
    • Inflated procurement costs
  • Report any suspected fraud, irregularities, or weaknesses in internal control systems.
  • Verify that:
    • Activities reported were actually implemented.
    • Costs correspond to reported outputs (e.g., number of events, trainings, beneficiaries).
    • Human resource costs align with actual involvement in project activities.
  • Identify discrepancies between financial spending and reported program outputs.
  • The auditor shall conduct field visits (sample-based) to:
    • Verify existence of project activities and assets.
    • Confirm delivery of goods and services.
    • Conduct sample beneficiary verification where relevant.
    • Review documentation maintained at field level.
    • Assess whether activities reported were actually conducted.

Timeline:

Audit is expected to be conducted from 2nd week of March 2026.

Location of Assignment:

Current assignment will be carried out in 8 partner organization of Karnali (Rukum, Kalikot, Surkhet, Mugu) and Makwanpur.

Project Budget

The total budget of the project to be audited is approx NPR 44500000. Partners can be categorized as a budget of: 1. Below 5 million 2. Between 5-10 million and 3. Above 10 million

Each partner organization will independently enter into a contract with the selected audit firm.

Eligibility Requirements

Interested audit firms are requested to submit the following:

  • Company profile and legal registration documents
  • Valid tax clearance certificate (FY 2081/82)
  • Proposed audit methodology, work plan, and timeline
  • Staff assignments and availability to complete the audit on a timely basis.
    • Participation of senior audit personnel assigned to the engagement and field visit must  be done by the experienced team member.
    • Depth of Technical Resources (CV of the assigned team leader).
  • Experience of your firm in audits for CSO as well as NGOs.
  • Experience of auditing SDC funded projects.
