Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in May 2002 with its head office in Rautahat District of Nepal. Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Rural Development Centre (RDC) Nepal (RDC Nepal) is a non-profit, non-political, and non-governmental organization established in May 2002 with its head office in Rautahat District, Madhesh Province, Nepal. RDC Nepal has been implementing humanitarian and long-term development programs focusing on climate resilience, sustainable, disaster risk reduction, natural resource management, livelihoods, child protection, nutrition and social inclusion, particularly for vulnerable and marginalized communities across the Terai region.
World Vision International (WVI) begun its operations in Nepal in 2001 following an agreement with the Government of Nepal. Since then, World Vision International (WVI) Nepal has been implementing long-term development, relief, and rehabilitation programmes across the country. Currently, WVI Nepal operates in 17 districts and aims to improve the well-being of one million vulnerable children during the FY26–FY30 strategic period. The organization focuses on three key child well-being priorities: reducing violence against children, addressing child malnutrition, and improving learning outcomes.
To achieve these objectives, WVI Nepal applies the Integrated Programme Framework (IPF), which seeks to ensure that all children experience an environment of nurturing care for their growth and development, Families are empowered and resilient for the well-being of children, Communities create a safe, learning, and healthy environment for all children and Government systems are functional and are inclusive and accessible at all levels to address child well-being issues.
As part of its commitment to transparency, accountability, and community participation, World Vision International Nepal is implementing the HATEMALO and SIKAI Plus projects in selected communities. The HATEMALO Project is being implemented in partnership with Rural Development Centre (RDC) Nepal, while the SIKAI Plus Project is being implemented in partnership with Rastriya Rojgar Prabardhan Kendra (RRPK) in Rautahat District.
To assess the effectiveness, transparency, accountability, and impact of the project, World Vision seeks to conduct a Social Audit involving project beneficiaries, local communities, local government representatives, and other key stakeholders.
Deliverables:
- Review HATEMALO and SIKAI Plus Project documents, reports, plans, monitoring records, and outcomes. Develop a detailed social audit methodology and implementation plan and present it to World Vision Nepal for review and approval.
- Develop appropriate data collection tools, checklists, questionnaires, and discussion guides.
- Conduct field visits to project intervention areas.
- Observe project activities, infrastructure, services, and resources provided under the project.
- Interview project beneficiaries, community leaders, local government representatives, project staff, and other stakeholders.
- Conduct Focus Group Discussions (FGDs) with relevant stakeholder groups.
- Organize public hearings and community validation meetings as required.
- Analyze quantitative and qualitative data collected during the audit.
- Present preliminary findings to World Vision Nepal and relevant stakeholders.
- Prepare and submit draft and final social audit reports.
Evaluation Criteria:
Technical Proposal: 70%
Financial Proposal: 30%
Technical Proposal shall include, at a minimum:
- Signed TOR;
- Proposed methodology;
- Work plan and implementation schedule;
- Quality assurance measures;
- Risk management strategy;
- CV of key personnel;
- Relevant experience;
- Firm/Company registration certificate with renewal
- PAN/VAT certificate
- Tax clearance certificate for the FY 2082/083
- A duly signed Code of Conduct (CoC) and Conflict of Interest (COI).
Financial Proposal: All costs associated with the assignment shall be included in the financial proposal.
Consultancy Service Timeline: All deliverables should be accomplished by 12 Sept 2026.
Detailed scope of work, deliverables, evaluation criteria and qualification requirements are provided in the attached Terms of Reference (TOR).
