Expression of Interest (EOI)

Strengthening Civil Society for Inclusive Democracy and Human Rights in Nepal and the Philippines (SAMA-SAMA) is a 3-year development project managed by the Centre for International Studies and Cooperation (CECI), with the funding support from Global Affairs Canada (GAC). Forum for Protection of Public Interest (Pro Public), established in 1991, a national-level non-governmental organization working in the areas of democracy, good governance, inclusion, gender equality, social justice, and civic engagement, is a national thematic partner for the implementation of this project. The Project aims to strengthen civil society in Nepal to reinforce civic engagement and democratic participation among women and marginalized groups (WMGs).

Pro Public is seeking expression of interests from qualified, experienced, and motivated Nepali Resource Persons/Experts to create a roaster so as to engage them in the following project-related assignments.

1. Resource Person/Expert – To analyze Nepal's constitutional and legal framework, including relevant laws, policies, and codes, as well as the roles of government and non-government actors in promoting inclusive electoral candidate selection within Nepal's democratic process.

Task: Analysis of Nepal's Constitution and relevant laws, policies, strategies, and guidelines governing electoral candidate selection and public appointments through a Gender Equality, Social Inclusion (GESI), and human rights lens.

Topics are:

• Closing Legal Loopholes to Promote Inclusive Electoral Candidate Selection 
• Strengthening Internal Democracy and Inclusive Candidate Selection in Political Parties 
• Enhancing the Election Commission's Role in Promoting Inclusive Representation 
• Advancing Women's Leadership through Electoral and Political Party Reforms 
• Promoting Meaningful Representation of Marginalized Groups in Democratic Institutions 
• Strengthening Transparency and Accountability in Candidate Selection 
• Reforming Public Appointment Systems for Inclusion and Diversity 
• The Role of Civil Society and Media in Promoting Inclusive Democracy

Location: Kathmandu, Nepal

Contract Type: Short-Term Consultancy Agreement

Duration: 10 Man days

Qualification & Experience: A minimum of a Master’s degree in a relevant discipline with at least seven years of intensive and specific experience.

2. Resource Person/Expert – To assess the extent to which local public service delivery systems and local governance processes are gender-responsive, inclusive, accessible, and accountable to women and marginalized groups through a participatory community action research approach.

Task: Conduct community-level participatory action research   

Location: 8 LGUs of Madhesh and Lumbini  

Contract Type: Short-Term Consultancy Agreement

Duration: 30 Man days

Qualification & Experience: A minimum of a Master’s degree in a relevant discipline with at least seven years of intensive and specific experience.
