Experts For Medium Term Expenditure Framework

The MTEF sets three-year rolling targets for expenditure, result indicators, including estimates of risks, revenue and expenditure and project priorities. MTEF further guides annual and sectoral budgeting to achieve long-term planning goals. Nepal aspires to develop as a welfare state by 2030 as an inclusive, equitable and prosperous middle-income country. The federal, provincial local governments are committed to implement the Sustainable Development Goals (SDGs) for the inclusive and long-term development of the country and they are creating an enabling environment for fulfilling the SDG commitments. Public financial management and practices in Nepal needs better alignment with sustainable development goals and fostering long-term quality spending. The practice of preparing and implementing the Medium-term Expenditure Framework (MTEF) is also increasing in Nepal as an important financial tool to address the problem of disconnection between the periodic plan and the annual budget.

As per the provision in the Intergovernmental Fiscal Management Act 2074, federal, provincial and local governments are required to prepare public expenditure statements in every fiscal year. While preparing the public expenditure statement it is also mandatory for them to prepare the Medium Term Expenditure Framework (MTEF) of three years by highlighting the objective of the project, output and outcome to be achieved, source of expenditure and projection of output and outcome expected to be achieved from the amount expended, expenditure strategy and actual statement of the achievement or non-achievement of targets according to the allocated expenditure of the last fiscal year if the project is ongoing.

In this context, we aim to provide technical assistance to the municipalities to prepare a SDGs Friendly Medium-term Expenditure Framework with SDG budget coding.

For this task we seek, the following candidates:

Team Leader:

National/International Experience in MTEF and financial project
Experience in large size project/program and financial planning and data management
Experience as a team leader at least in two financial project/program planning, budgeting, monitoring and evaluation

Experience and knowledge on local government working procedures and relevant Acts and financial system of the local government
Knowledge on SDG and other development indicators and their importance in MTEF
Ability to guide team members in MTEF preparation and report writing
Ability to write report in Nepali language

MTEF Financial Analyst

Experience in large size project/program and financial planning and data management, financial analyst in two similar project/program planning, budgeting, monitoring and evaluation and knowledge on local government working procedures and relevant Acts
Knowledge on MTEF preparation guidelines, resource book and SDG budget coding guidelines developed by and MTEF preparation, approval and use process in local governments
Knowledge on SDGs and other development indicators and their use in MTEF
Ability to write report in Nepali Language

MTEF Expert Consultants

Experience in sustainable development goals, project and program planning and budgeting in Nepal
Experience with local governments in program/project planning, budgeting, and monitoring and evaluation, knowledge on local government working procedures and relevant Acts and MTEF preparation and approval process and use in local government
Knowledge on MTEF preparation guidelines, resource book and SDG budget coding guidelines developed by MOFGA, and Knowledge to harmonize the SDG and periodic plan development indicators in MTEF
Ability to write report in Nepali language
