Consultant – To translate National Trafficking in Persons (TIP) report of National Human Right

Committee (NHRC) from Nepali to English.

BACKGROUND:

Trafficking in Persons (TIP) is a global problem that is multidimensional and multisectoral and thus is a complex issue that requires multi-disciplinary solutions with many stakeholders. Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. The 2018 “Walk Free Foundations Global Slavery Index” revealed that two-third out of 40.3 million people around the world who have been living under the modern slavery are in Asia and the Pacific. Out of them 70 percent are women and girls. According to that data 6 percent of total population of Nepal are compelled to live under modern slavery (Walk Free Foundations Global Slavery Index can be accessed here).The Hamro Samman project brings together various stakeholders and implementing partners to reduce the prevalence of trafficking-in-persons in Nepal. It is a five-year program generously supported by the American people through the United States Agency for International Development (USAID) and the British people through UK Aid and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the Government of Nepal (GON), civil society, and private sector to combat human trafficking in Nepal.

OVERVIEW:

National Human Rights Commission (NHRC) of Nepal is an independent and autonomous body entrusted with a constitutional mandate for the protection, promotion, and enforcement of the human rights in Nepal. Since its inception, NHRC has been implementing various interventions, as guided by its strategic documents, to combat human trafficking in Nepal. NHRC recognizes that TIP violates the right to liberty, human dignity, and the right not to be held in slavery or involuntary servitude.

National Human Rights Commission (NHRC) in close collaboration with Hamro Samman Project has prepared a comprehensive Annual TIP report analyzing the situation of Trafficking in Persons (TIP) in Nepal and Nepal's efforts to counter human trafficking at Federal and Sub-national level in line with Nepal's legislative and international obligation. The report focuses on impact of COVID-19 on human trafficking and foreign labor migration sectors. TIP report has assessed the effectiveness of interventions carried out by different Governmental and Non-governmental organizations and examine the implementation status of the recommendations forwarded by the National Human Rights commissions including previous National Reports of NHRC on TIP and other recommendations related to TIP. Hamro Samman aims to provide technical support to NHRC to translate the Nepali annual TIP report in English language for wider dissemination.

Thus, Hamro Samman seeks a consultant to translate Annual National Trafficking in Persons (TIP) report of NHRC from Nepali to English Language.

TASK AND OUTPUT:

The consultant will be required to coordinate with Hamro Samman Program team and NHRC to translate (Nepali to English) final national TIP report of NHRC language. The scope of this assignment covers the translation of the report with maintaining the high accuracy, quality of work and usage of correct terminologies in the target language. The translator may, as necessary, consult the NHRC Team and Hamro Samman particularly for any clarity in terminologies or for any assistance to perform the assigned job.

The consultant will make following deliverables:

• To translate National TIP report from Nepali to English.

To achieve the objective, the consultant is expected to undertake the following tasks:

• To translate final National TIP report of NHRC
• To do copy editing and make the document ready to print.

Timing, Duration and Location:

The duty station is Kathmandu, Nepal. However, the consultant can work from his/her residence. The duration of the assignment is 20 days as per schedule below.

QUALIFICATIONS:

Education:

• Master’s Degree in English or Social Sciences from a recognized institution.
• Knowledge about trafficking related issues will be value added.

Technical:

• Proven ability to apply various translation of valid research reports.
• Able to write high quality analytical English reports in a clear, concise, accurate and persuasive manner.
• General knowledge of human rights conventions related to trafficking, Convention on the Rights of Children, Convention on the Elimination of All Forms of Discrimination against Women.

• An expression of interest, stating suitability for the assignment for which the applicant has worked on one or more samples of previous work.
• A proposal that includes:
  • Brief concept note outlining tentative work plan for assignment with the cost estimate.
  • Financial proposal for the piece of work proposed in the TOR with evidence to support the proposal.
• PAN and/or VAT registration required. For firms, latest tax clearance certificate and company registration is mandated.
