1. Introduction

In alignment with this commitment, Heifer International Nepal is seeking proposals from qualified and experienced media houses to host, record, and broadcast a high quality panel discussion on Women’s Empowerment in Nepal. The purpose of this engagement is to promote public dialogue, amplify women’s voices, and raise awareness on key issues affecting women’s socio economic advancement.
The selected media house will be responsible for end to end production and dissemination of the panel discussion through mainstream media channels.
2. Objective of the Assignment
The primary objective of this assignment is to:
- Organize and host a panel discussion in Palpa (venue: TBC) featuring experts, policymakers, women leaders, and civil society representatives.
- Professionally record, edit, and prepare the discussion for broadcast.
- Disseminate the final program through mainstream media platforms to ensure wide public reach.
3. Scope of Work
The media house is expected to undertake the following tasks:
3.1 Pre Production
- Develop a concept outline and program flow in consultation with Heifer Nepal.
- Identify and confirm panelists and a moderator (or coordinate with panelists identified by Heifer Nepal).
- Arrange venue, set design, lighting, sound, and all technical requirements.
- Prepare guiding questions and briefing materials for the moderator.
3.2 Production
- Facilitate and moderate the panel discussion (or provide a professional moderator).
- Ensure high quality audio and video recording using professional equipment.
- Manage event flow and ensure smooth execution.
3.3 Post Production
- Edit the recorded discussion into a broadcast ready format.
- Add titles, subtitles, graphics, and branding as required.
- Produce short promotional clips for social media.
3.4 Broadcasting & Dissemination
Broadcast the final program through mainstream media (TV and digital platforms).
Provide broadcast schedule, links, and viewership data (if available).
Share the final edited video and raw footage with Heifer Nepal.
4. Expected Deliverables
The selected media house will deliver:
- Concept note and program outline
- List of confirmed panelists and moderator
- Raw footage of the panel discussion
- Edited, broadcast ready video
- Promotional clips (1–3 minutes)
- Broadcast schedule and dissemination report
- Final completion report
5. Proposal Requirements
Interested media houses must submit a proposal that includes:
Technical Proposal
- Company profile and relevant experience
- Proposed concept and approach
- Production plan and timeline
- Team composition and roles
- Samples/links to previous similar productions
Financial Proposal
- Detailed budget breakdown, including:
- Pre production
- Production
- Postproduction
- Broadcasting costs
- All prices must be quoted in NPR, inclusive of applicable taxes.
6. Eligibility Criteria
- Legally registered media house in Nepal
- Minimum 10 years of experience in TV/radio/digital media production
- Demonstrated experience producing talk shows, panel discussions, or public interest programs
- Access to professional production equipment and technical team
- Ability to broadcast through mainstream media channels
7. Evaluation Criteria

8. Duration of Assignment
The assignment is expected to be completed within 4–6 weeks from the date of contract signing.
