As part of the broader reproductive justice movement, Ipas is working to ensure that abortion and contraceptive care are essential health services and that all people can access them. We seek to expand the availability, quality and sustainability of abortion and related reproductive health services, as well as improve the enabling environment for the services.
Ipas Nepal’s program intervention prioritizes intersectional partnerships that integrates into the broader gender equality and social justice, including gender-based violence prevention and response, and women-led climate justice.
Position: Consultant - " Agency Building and Community Support"
Number of positions: 1 (One)
Location: Surkhet, Nepal
Objective of the Assignment:
The overall objective of this consultancy is to provide technical, coordination, and documentation support for Ipas Nepal’s agency-building and community engagement interventions under its sustainable SRHR and resilient health system programs. The consultant will work closely with the program, community engagement, and field teams to ensure effective implementation, monitoring, and documentation of activities that strengthen community capacity and promote the sustainability of SRHR outcomes at the local level. The consultant will work closely with Ipas Nepal program/community team and the field team to support agency building and community engagement activities. S/he works under the supervision of Program Coordinator (Karnali Province) and assists HoD with organizational documentation related to SWC, as well as tracking the program progress and the budget expenditures
Key Responsibilities:
Program Planning and Implementation:
Support the planning, execution, and tracking of work plan activities and budgets, ensuring alignment with project objectives and timelines. Participate in program orientations, meetings, and training sessions.
Capacity Building and Agency Strengthening:
Assist in organizing and facilitating capacity-building events for communities, Natural Leaders (NLs), PNGOs, and other stakeholders. Support the design and execution of agency-building initiatives that enhance knowledge, confidence, and leadership among women, girls, and marginalized groups.
Community Engagement and Field Support:
Coordinate with field teams, partners, and community stakeholders to conduct engagement activities that promote SRHR awareness, stigma reduction, and local advocacy for SRHR and safe abortion services. Provide field-level support to ensure quality and consistency in implementation.
Monitoring, Tracking, and Documentation:
Review program reports, data, and tracking sheets; support analysis and compilation of reports. Track NLs’ self-mobilization and community engagement activities, documenting key results, outcomes, and success stories.
Guideline and Document Development:
Support the preparation and updating of operational guidelines, frameworks, and tools related to community engagement and agency building.
Research and Learning Support:
Contribute to project-related research and learning activities, assisting in documentation, data collection, and synthesis of findings.
Institutional and Administrative Support:
Assist in preparing organizational documents and reports for the Social Welfare Council (SWC) and other stakeholders. Provide logistical support to the program and field teams as required.
Timeline
The consulting team/consultants should accomplish assigned program activities each month. This assignment is for 7 months (1 December 2025 to 30 June 2026).
Deliverables.
- Submit a detailed program report monthly.
- Submit a timesheet and consultant claim-sheet monthly.
- Submit compiled report and event report tracking sheet as per program needs and requirements.
- Submit a trip report after the field trip.
Qualifications and Skills:
An individual consultant should have at least a bachelor's in public health or other relevant discipline (Master's preferred) with experience in SRHR, especially in community-level programs. Preference will be given to candidates with prior work experience in community engagement and agency building with the Safe Abortion Service, SRHR, gender and resilient health system program.
Qualified women candidates and candidates particularly from disadvantaged and socially excluded/marginalized groups are strongly encouraged to apply.
