Disaster Readiness Assessment of Communities and Schools – A Midline Assessment

Summary of PurposeThe Disaster Ready Community and School (DRCS) assessment aims to evaluate how well communities/CDMCs, and schools comprehend Disaster Risk Reduction and Management (DRRM), as well as Disaster Preparedness. The focus is on assessing their level of self-organized, their ability to respond to disaster effectively, their knowledge and awareness, and their level of connectivity in comparison with the baseline information generated in January 2024.
Scope of Work of the Consultant

The assessment will be carried out in 20 communities/CDMCs and 12 schools covered by the SAFER Nepal project in Achham and Bajura districts. The overall assignment will include adaptation and finalization of existing tools for data collection, preparing an inception report, conduct fieldwork for primary data collection, data analysis and Assessment Report preparation.

Note: The Community and School Disaster Readiness Assessment tool is predefined by the American Red Cross

Summary of MethodologyThe methodology includes a Key Informant Interview, Focus Group Discussion, KII and Observation complying the standard Community and School Disaster Readiness assessment tool which is predefined by the American Redcross. The existing tool can be adapted in accordance with the local context. The assessment will include a mini survey to increase the credibility of findings generated from the assessment.

BACKGROUND

The SAFER Nepal Project (2023-2025) is currently being implemented in two rural/municipalities each of Achham and Bajura districts. The project is designed to enhance system development of communities, schools, respective local government authorities, and sub-national entities of Nepal Red Cross Society (NRCS) with necessary skills and capacities on Disaster Risks Reduction and Management (DRRM). It aims to enhance their readiness to reduce disaster risks. The SAFER Nepal project initially worked on building lessons and preparedness efforts initiated by the NRCS under Mahakali Inclusive Community Based DRR project (July 2017- Dec 2019) implemented in Kanchanpur and Dadeldhura districts and Paschim Disaster Preparedness Project (2020-2022) implemented in Doti and Baitadi districts. While currently working in Bajura and Achham district, it aims to strengthen disaster management capabilities in the target groups.

Specifically, the project aims to ensure:

  • Individuals and communities build their knowledge of disasters and vulnerabilities, are self-organized, and take individual and collective actions to establish a culture of preparedness and reinforce their networks and connectedness.
  • NRCS’s structures at various levels have mechanisms in place to provide efficient, effective, and timely assistance to affected and at-risk populations.

The overarching objective of the project is to address various hazards/disasters identified in communities by strengthening their local preparedness and response systems. This also involves improving coordination among local actors and enhancing the NRCS's role as a key technical partner to the government in disaster preparedness and response, especially in Rural Municipalities (RM) and Municipalities. The terms of reference (ToR) is designed to carry out a midline disaster-ready assessment of selected 20 communities/CDCMs and 12 schools Achham and Bajura districts.
