Strengthen DHM 1155 Toll-Free Weather Information Service through Fintech Platforms

1. Background

Nepal’s Department of Hydrology and Meteorology (DHM) operates the national 1155 toll-free weather and flood information number, a core public service under the Government of Nepal’s multi-hazard Early Warning System (EWS). However, despite investments in hydro-meteorological monitoring and SMS alerts, a critical gap remains in last-mile risk communication.

The RAIN Programme, funded by UK International Development and implemented by People in Need (PIN), is strengthening sub-national forecasting, dissemination and decision-making systems through a Communication Flow Channel linking DHM, NDRRMA, provincial governments and communities. A key RAIN priority is to expand multi-channel dissemination pathways beyond SMS, including IVR, voice, and trusted platforms used daily by communities.

Nepal’s fintech platforms such as Khalti IME Pay, and eSewa reach tens of millions of users, including rural and low-income populations who regularly use them for remittances, social protection payments, utility bills and mobile top-ups. These platforms offer a powerful, trusted, and scalable channel to disseminate DHM-verified weather and flood alerts, promote 1155 usage, and link warnings directly to early action guidance.

This consultancy will design and implement a risk communication campaign that embeds DHM 1155 services inside fintech ecosystems, strengthening the last-mile delivery of early warnings in line with RAIN system-building and localization objectives.

2. Objective

The overall objective is to increase the reach, use, and behavioral impact of DHM’s 1155 weather and flood information service by integrating it into fintech platforms and rolling out a risk-communication campaign.

Specifically, the consultancy will:

  • Increase public awareness and use of DHM 1155 among at-risk populations;
  • Integrate DHM approved weather and flood alerts into Khalti IME pay, and eSewa and others;
  • Deliver multi-lingual, inclusive, and action-oriented risk awareness communication;

  • Financial proposal budget breakdown

  • A copy of tax clearance for the last fiscal year (where applicable)
