Consultancy Service to Develop Training Package on Health Procurement

PHASE Nepal invites applications from qualified and experienced individual consultants/consulting professionals for the provision of consultancy services to develop a comprehensive training package on Health Procurement for health-sector personnel in Nepal.

The training package is expected to strengthen the knowledge and practical capacity of relevant health-system personnel on government procurement processes, particularly in relation to health commodities, medicines, medical supplies, equipment, logistics, and related procurement management.

1. Key Responsibilities

The selected consultant will be responsible for:

• Review existing government policies, laws, acts, rules, regulations, guidelines, standards, and procedures related to public procurement in Nepal.
• Review relevant health-sector procurement and logistics systems, guidelines, and practices.
• Develop a comprehensive “Health Procurement Training Package” in line with the requirements and standards of the National Health Training Center (NHTC).
• Ensure that the training package is practical, participatory, context-specific, and suitable for health-sector personnel at different levels of the government health system.
• Ensure alignment of the training package with the federal health system and the roles and responsibilities of federal, provincial, and local governments.
• Facilitate consultation/review sessions with relevant stakeholders, as required.
• Revise and finalize the training package based on feedback from the organization and relevant stakeholders.
• Provide recommendations for effective delivery, facilitation, and institutionalization of the training package.

2. Required Qualifications and Experience

The consultant should meet the following minimum requirements:

• Master's degree or equivalent in Public Procurement, Public Administration, Management, Health Systems, Public Health, Logistics/Supply Chain Management, or another relevant discipline.
• Excellent knowledge and understanding of Nepal's government/public procurement system, including relevant Acts, Rules, regulations, guidelines, standards, and procedures.
• Demonstrated understanding of government procurement processes and systems in Nepal, particularly within the public sector.
• Excellent knowledge of the Government of Nepal's health system, with particular understanding of health logistics, procurement, supply chain management, medicines, medical supplies, and equipment.
• Demonstrated experience in developing training packages, curricula, manuals, facilitator guides, or similar learning materials.
• Previous experience in developing health-related training packages in accordance with National Health Training Center (NHTC) requirements will be highly desirable.
• Strong understanding of adult learning principles and participatory training methodologies.
• Excellent analytical, writing, editing, and communication skills in English and Nepali.
• Ability to translate complex procurement laws, rules, and procedures into clear, practical, and user-friendly training content.

Priority will be given to candidates who:

• Have substantial practical experience working directly within or closely with the Government of Nepal's procurement system.
• Have previous experience working with government health institutions, health ministry’s/directorates, health offices, health facilities, or health logistics/procurement units.
• Have experience supporting or developing training programs for government health personnel.
• Have experience working with the National Health Training Center (NHTC) or developing training materials following NHTC standards/guidelines.
• Have experience facilitating training, workshops, consultations, or validation events with government stakeholders.
• Have knowledge of health supply chain and logistics management, including forecasting, quantification, procurement planning, inventory management, distribution, and reporting.

3. Expected Deliverables

The consultant is expected to produce, at minimum:

• Review of relevant government procurement and health-sector documents.
• Detailed training curriculum and session plan.
• Facilitator/Trainer's Guide.
• Participant's Training Manual/Handbook.
• PowerPoint presentation/slides for training sessions.
• Practical exercises, case studies, group activities, scenarios, and assessment tools.
• Pre- and post-training assessment tools.
• Training evaluation/feedback tools.
• Final consolidated “Health Procurement Training Package”, incorporating feedback from the organization and relevant stakeholders.
• Soft copies of all editable source files.

4. Duration of Consultancy

The consultancy is expected to be completed within 31st December 2026 from the date of signing the agreement.

The detailed work schedule will be agreed upon with the selected consultant.

5. Application Requirements

• Experience in health-sector procurement and logistics.
• Previous experience developing health-related training packages.
• Experience with NHTC training package requirements and processes.
• Understanding of Nepal's federal health system.
• Proposed methodology and approach.
• Overall value for money.

Priority will be given to individuals with demonstrated practical experience in Nepal's government procurement system and previous experience developing training packages for government health personnel.
