Job Title: Chief of Party (COP)

Location: Kathmandu, Nepal

Organization: GTA Foundation

GTA Foundation, a local Nepali NGO, seeks applications from qualified candidates for a Chief of Party (COP) position to bid on an anticipated USAID-funded Health Learning; Monitoring, Evaluation, Research, and Learning (MERL) Project.

Anticipated Project Start Date: Early 2024

Project Duration: Five years

Chief of Party, Key Roles, and Responsibilities

The Chief of Party (COP) will be responsible for leading and managing the overall, USAID Health Learning activity and work closely with USAID/Nepal’s Health Office and Health Implementation Partners.

The COP will be responsible for leading and managing the overall activity and ensuring all the contractual obligations are fulfilled. This includes the ability to manage and supervise teams that design and lead surveys, and assessments, and provide overall guidance and supervision to teams undertaking the assignments conducted as part of this contract.

The anticipated roles and responsibilities of the COP include but are not limited to the following:

  • Serve as primary liaison with the Contracting Officer and Contracting Officer Representative (COR).
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
  • Contribute substantially to the design and field testing of the surveys, assessments, and analytical tasks conducted under this contract.
  • Contribute to developing and strengthening knowledge management and learning systems and processes of the USAID/Nepal Health Office and across Health Implementation Partners.
  • Overall responsibility for the quality of the deliverables under this contract.

COP Qualification Requirements Summary:

With the aforementioned roles and responsibilities, we would be looking for candidates with the following qualifications:

  • A minimum of a Master's degree, preferably in the fields of health or education.
  • Substantial and proven experience in providing technical assistance in leadership roles in Nepal and regionally/internationally.
  • Experience in one or more aspects of health learning (Monitoring, Evaluation, Research, and Learning), with a focus on project management and operations in USAID and/or donor-funded projects.
