Background
Village Development and Save the Environment Forum (VDSEF Nepal) is a non-profit making local NGO working in Kalikot district for inclusive development, climate resilience, disaster risk reduction, sustainable livelihoods, and strengthening local governance systems.
Under the partnership of the SAHAYATRA-III Project, VDSEF Nepal has been implementing integrated community resilience interventions in Kalikot district focusing on green livelihoods, climate adaptation, disaster risk reduction, child-centered resilience, and GEDSI mainstreaming.
As a local implementing organization, VDSEF Nepal is currently executing multi-sectoral project interventions prioritizing livelihood resilience, DRR, climate change adaptation, child rights governance, local institutional strengthening, and community-based resilience planning. The overall aim is to improve adaptive capacity and resilience of vulnerable communities, especially women, children, Dalits, smallholder farmers, and marginalized households.
This Terms of Reference (ToR) is developed to solicit consultancy support services from qualified consulting firms, institutions, or individual consultants to prepare the Local Adaptation Plan of Action (LAPA) for Subhakalika Rural Municipality, Kalikot, based on the Government of Nepal’s LAPA Framework (2019).
Objective of the Assignment
The overall objective of the assignment is to assess climate risks, vulnerabilities, and local adaptive capacities and prepare a comprehensive Local Adaptation Plan of Action (LAPA) for Subhakalika Rural Municipality.
The assignment will ensure that the LAPA is participatory, inclusive, evidence-based, child-centered, and aligned with GEDSI principles, while integrating local knowledge, scientific climate information, financing strategy, implementation mechanisms, and MEAL framework.

Consultant’s Qualifications
The consultant/firm should possess the following qualifications:
- Minimum Bachelor’s degree in disaster management, climate change, environmental science, or relevant field
- At least five years of professional experience in disaster risk reduction, climate resilience planning, and humanitarian programming
- Proven experience in conducting Climate Vulnerability and Capacity Assessment (CVCA) and similar assessments
- Previous experience in preparation of LAPA, LDCRP, Disaster Preparedness and Response Plans, and resilience plans
- Strong facilitation, consultation, workshop management, and training skills
- Excellent report writing, analytical, and communication skills
- Familiarity with local government planning systems and Nepal’s climate policy framework will be an added advantage

Interested consultants/firms/institutions are requested to submit the following:
- A technical proposal detailing the methodology, work plan, and timeline
- A financial proposal outlining the total consultancy cost with breakdown
- Updated CV(s) of the consultant(s) highlighting relevant experience
- Company registration certificate and PAN/VAT certificate
- Sample of similar previous work undertaken
- Letter of interest
