for

Consultancy Services to Conduct a Study to Map the Situation of Existing GBV Networks, Referral Mechanisms, and Implementation of SGBV Related Laws, Policies, and Programs in Kapilvastu District (Bijaynagar and Shivraj Municipalities)

WOMEN ACT is national-level, non-profit, women-led organization established in 2007 as a network of women-led NGOs committed to addressing gender inequality and advancing the rights, empowerment, and protection of women and girls in Nepal. Women Act advocates for the elimination of all forms of violence against women and girls, including gender-based violence (GBV), sexual and gender-based violence (SGBV), trafficking, and harmful social norms and practices.

As part of the Plan International supported ‘Breaking the Silence’ project, Women Act intends to conduct an in-depth study in Kapilvastu district, specifically in Bijaynagar Rural Municipality and Shivraj Municipality. Kapilvastu district and the selected local governments face significant challenges, including child marriage, domestic violence, and deeply rooted harmful social norms. While local structures and GBV funds exist, implementation remains fragmented and under-resourced. This study aims to generate critical evidence to hold duty-bearers accountable, improve GBV response budgeting, and strengthen survivor-centered referral pathways. Against this backdrop, WOMEN ACT is issuing this call for Expression of Interest (EOI) from experienced and qualified experts or firms to undertake the study.

The consultant or consulting team will maintain close consultation and coordination with the Women Act Kapilvastu team during all phases of the study. Technical oversight and input for the assignment will be provided by the Project’s Technical Advisor and the Executive President of Women Act.
