Mercy Corps Nepal is managing the “Enhancing Emergency Preparedness and Cash-Based Response in Madhesh Province (Resilience Plus II) project, supported by UK Foreign, Commonwealth & Development Office (FCDO). Resilience Plus II envisages the efficient deployment of emergency cash and voucher assistance by enhancing preparedness capacity of the local government, including civil society organizations and the private sector in Madesh Province.

Scope of Work
Consultancy Service for Developing of Model Local Disaster Response Framework (LDRF)
The Scope of Work (SoW) outlines objectives for acquiring consultants to provide the consultancy service to develop Local Disaster Response Framework (LDRF) Model that can be replicated in other local governments through out the country.
Background
Mercy Corps Nepal is managing the “Enhancing Emergency Preparedness and Cash-Based Response in Madhesh Province (Resilience Plus II) project, supported by UK Foreign, Commonwealth & Development Office (FCDO). Resilience Plus II envisages the efficient deployment of emergency cash and voucher assistance by enhancing preparedness capacity of the local government, including civil society organizations and the private sector in Madesh Province.
For this, the project will engage with the key Federal ministries, Provincial and Local Governments for Capacity Building and System Prepositioning for efficient response capacity in Madesh Province.
As a part of preparedness for emergency response, the project will be closely working with Province, District and Local Levels in strengthening the emergency preparedness and response capacity of Provincial Emergency Operation Centre (PEOC), District Emergency Operation Centres (DEOCs), Local Emergency Operation Centres (LEOCs) in Madesh Province.
In this context, Mercy Corps Nepal plans to closely work with PEOC, DEOCs and LEOCs and technically support the selected LEOCs also including to support by developing model Local Disaster Response Frame work (LDRF) based on the National Disaster Response Framework at the federal level. The draft document will also be shared with related stakeholders to identify possible collaboration and leverages between agencies and stakeholders, if any.
Objectives
The overall objective of the assignment is to develop a model Local Disaster Response Framework (LDRF) in coordination with Ministry of Federal Affair and General Administration (MOFAGA).
The following are the specific objectives of the assignment.
- Analyze the relevant literature and closely work with key GoN/Non Government stakeholders to solicit feedback and draft the model Local Disaster Response Framework for selected Palikas in Madesh.
- Test the draft framework performing stakeholders meeting and simulation exercise and finalize the sample LDRF.
Scope of Work
- Based on a desk review of existing information, and in close coordination with project team develop an inception report which outlines proposed work-plan/field plans, descriptive methodologies with tools/techniques for the assignment.
- Plan and participate in field research for any in-depth interview, consultation or FGDs that requires direct involvement of the consultant.
- Analyze the data and other relevant information obtained through direct field visits and observations and likewise organize meetings & interviews requesting any additional information if need be.
- Develop a model LDRF based on the Table of Contents and methodology agreed upon by MoFAGA and Mercy Corps Nepal team.
- Share findings of the assessment with the key Federal, Provincial and Local governments amd relevant stakeholders
- Incorporate feedback and develop a revised final LDRF report to MoFAGA and Mercy Corps team.

Qualifications and experience (Individuals/Firm):
- The consultant should have an advanced degree in Disaster Management, Development Studies, Social Sciences, or public policy or any other relevant disciplines.
- At least 5 years’ experience of working with federal, Provincial and Local Governments in Nepal in the sector of DRRM, Emergency Response, EOCs, Early Warning Systems (EWS) and Information Management.
- A sound understanding on DRRM policy, governance and disaster response in Nepal including emergency communication.
- Proven experience of undertaking assessments mainly on EOCs, Disaster Risk Reduction and Management (DRRM) and EWS.
- Strong preference given to the applicant with prior experience statistical research and directly participating in field assessment and emergency response & preparedness in Nepal.
- Excellent understanding of DRRM governance, localization and in-depth knowledge of federalization, Provincial and Municipal level Government structures in Nepal.
- Excellent coordination skills along with ability to liaise with Federal, Provincial and Local Government institutions, partners and wide range of stakeholders.
- Abilities to work under pressure and meet deadlines.
- Strong analytical, writing, editing and communication skills.
- Confident use of statistical analysis software and social research methods
- Fluency in both written and spoken Nepali and English
