Project Overview

Activity Overview

ACF has been working on access to water in Nepal since 2015. Currently ACF is working on water networks located in two rural municipalities on the right bank of the upper Trishuli river basin- KispangRM in Nuwakot and Aamachhodingmo RM in Rasuwa. In this context, ACF is planning to establish a comprehensive water network from source to HH taps and then wastewater treatment unit. 

ACF is planning to conduct a thorough study for the feasibility of grey waste water treatment plant in the two working RMs where rehabilitation and construction of water supply schemes is ongoing resulting in enhanced operation efficiency, reduction in losses and improvement in environmental standards. Particular attention should be given to the grey wastewater produced from the individual household from our project areas and installment of wastewater treatment unit for the purification of the wastewater before it is mixed in the natural water sources at the bottom of the villages.

In order to conduct a feasibility study for Construction of Grey water treatment plant in Rasuwa and Nuwakot, Action Against Hunger seeks Expression of Interest (EOI) from individual consultants or firms.

OBJECTIVES

The objective of the feasibility study is to provide a comprehensive analysis of the technical, financial, economic, environmental and social viability of the proposed programme, including the assessment of the potential environmental and social impacts of the project. The study needs to be done in six water supply schemes- Maane Gaun WSS, Archale WSS, Purano Gaun WSS in KispangRM, Nuwakot and Gatlang WSS, Brajam WSS, Pajung WSS in Aamachhodingmo RM, Rasuwa where the rehabilitation work is ongoing.

SCOPE OF WORK

The Consultant shall undertake the following tasks:

1. Field observation of 6 sites:

• Observation of the 6 water supply schemes and waste water management facilities and report on its current condition and performance based on the template provided by ACF;

2. Conduct a feasibility study of waste management plant (grey water), building on to the existing information with the ACF and SAHARA team:

• Prepare a comprehensive feasibility study report  that includes the following:
  • Technical feasibility of the proposed programme;
  • Financial and economic viability of the proposed programme;
  • Environmental and social impact assessment of the proposed programme;
  • Risk assessment and mitigation plan;
  • Detailed cost estimates and financing plan;

DELIVERABLES

The Consultant shall deliver the following:

• Brief 2 page inception report that outlines the methodology, work plan, and data collection instruments to be used in the feasibility study;
• Draft observation findings and feasibility study report that includes the technical, financial, economic, environmental and social analysis of the proposed programme;
• Final observation findings and feasibility study report that incorporates comments and feedback from program team (where possible including the communities).

QUALIFICATIONS

The Consultant shall have the following qualifications:

• At least 5 years of experience in the water supply and wastewater management sector;
• Experience in conducting feasibility studies for water supply and wastewater management projects;
• Experience in working in similar rural context;
• Experience in environmental and social impact assessment;
• Experience in procurement and contract management;
• Fluency in English.

APPLICATION PROCESS

The application should include a technical proposal, a budget proposal, CV, and a previous work sample. The budget should present consultancy fees according to the number of expected working days over the entire period, both in totality and as a daily fee. Travel costs should be included.

Applications will be evaluated based on whether the submitted proposal captures an understanding of the main deliverables as per this ToR, a methodology relevant to achieving the results foreseen, and the overall capacity of the consultant to carry out the work (i.e. inclusion of proposed evaluators’ CVs, reference to previous work, etc.). 

Interested consultancy firms/teams or individual consultant should apply to procurement@np-actionagainsthunger.org with subject as “Application for Feasibility Study” by 15 December 2023, 17:00 hours Nepal Standard Time. However, service contract/ consultancy will be awarded on a rolling basis, so applicants are encouraged to submit their applications as soon as possible.

We would appreciate the necessary documents being submitted as separate attachments (proposal, budget, CV, and at least 1 work sample).
