About the project:

WLiT, in consortium with Dalit with Disabilities Association Nepal (DDAN), is implementing “Promoting Leadership of Future Generation Peacebuilders and Changemakers in Nepal” (June 2026 - April 2027), funded by UN Women Nepal (PA007563NPL). The programme strengthens the leadership, solidarity, and collective agency of youth with intersecting identities, especially young women, women with disabilities, and male allies, in advancing advocacy for digital safety and security, thereby contributing to sustainable and inclusive peace under the Women, Peace and Security (WPS) agenda. The project builds the digital safety knowledge and advocacy capacity of 300 youth through co-designed workshops and multi-stakeholder dialogues at national level and in Sudurpaschim Province. Delivered over 10 months at the national level and in Sudur Paschim Province, the programme combines leadership development, digital safety and online protection, and youth-led advocacy to build a new generation of inclusive peacebuilders and changemakers.

Position summary

The Consultant will lead the design, development, and implementation of training curriculum and capacity-building activities for the programme. The Consultant will develop and support facilitation of interactive training on digital safety and security, mis/disinformation, and the Women, Peace and Security (WPS) framework, ensuring all content is inclusive, accessible, and grounded in the needs of youth, women with disabilities, and male allies.

The Consultant will conduct stakeholder consultations with organizations of persons with disabilities (OPDs) and youth groups, support a provincial dialogue event, and coordinate with civil society organizations, government agencies, and project partners to strengthen programme impact. The Consultant reports to the Project Lead and Executive Director and works in close collaboration with team members, consultants, trainers, consortium partners, UN Women focal points, and community representatives.

Scope of Work

The consultant will develop the training curriculum that will directly support the workshop series and consecutive activities in the program. 

• Design a comprehensive, inclusive training curriculum and materials covering thematic modules:

  • Digital Safety and Security: personal digital hygiene, platform safety tools, recognising and documenting TFGBV, and safe communication practices

  • Mis- and Disinformation: identifying disinformation, algorithmic literacy, responsible information sharing, and civic media literacy

  • Integration of Women, Peace and Security (WPS) framework: UNSCRs 1325 and subsequent resolutions, Nepal's National Action Plan on WPS, and connecting digital safety to peacebuilding and democratic participation.

• Coordinate with the Consultant (Disability Inclusion, Accessibility and WPS) for module integration and sequencing across the full curriculum

• Produce the training curriculum in English and Nepali in plain language, in multiple formats: printed, large-print, audio-accompanied, and visual/infographic versions; ensure all materials meet the needs of participants with diverse disabilities

• Integrate UN Women's technical inputs and available WPS resources throughout the curriculum.

• Participate in consultation meetings with organisations of persons with disabilities (OPDs), youth groups, and individual women with disabilities and validate content and facilitation approaches

• Document lessons learned, adaptations, and good practices from curriculum development and training delivery. Support the development of participant feedback mechanisms to improve training quality.

• Produce a final, consolidated training curriculum package with all materials, assessment tools, and facilitation guides for institutional handover. Ensure all curriculum, materials, and facilitation methodologies are developed in active consultation with communities

• Contribute to programme learning briefs and knowledge products as required by the project team.

Required Qualifications & Experience

• Bachelor's in Information Technology, Development Studies, Public Policy, Social Work, or a related field, with strong inclination towards technology or relevant studies

• 7+ years of demonstrated experience in information technology, civic technology, digital adaption, digital safety, or digital rights, with a strong civil society and non-profit orientation, with experience in developing the curriculum, leading co-design, delivering training, and knowledge sharing.

• Experience developing training curricula or capacity-building materials for diverse, non-technical audiences; and proven experience in designing and delivering digital capacity building programs

• Track record of managing or contributing to projects funded by UN agencies and international donors, in similar capacities

• Experience with disability-inclusive content design is a strong advantage

• Prior experience working directly in the intersection of gender, women and technology, with women focused NGOs or civil society organisations in Nepal is preferred

Skills & competencies

• Deep understanding of digital safety tools, platform safety mechanisms, algorithmic systems, and civic media literacy, with the ability to communicate these clearly to non-technical audiences.

• Familiarity with Nepal’s digital rights and cybersecurity legal landscape

• Ability to design and develop multilingual, multi-format training materials in Nepali language, including printed, audio, visual, and infographic versions accessible to persons with disabilities.

• Demonstrated capacity to co-design programmes with community organizations, youth groups, and government stakeholders using participatory methodologies

• Strong technical writing, documentation, and analytical reporting skills across formats: curricula, toolkits, policy documents, reports, and learning resources.

• Commitment to feminist digital rights, disability inclusion, intersectionality, and human rights-based approaches to technology and governance.

• Fluency in Nepali and English, able to produce content in plain language accessible to varied literacy levels

Compensation

WLiT will provide compensation on a project basis, commensurate with the level of the required deliverables.
