Social Network for Justice & Development (SNJD)

With the vision of “Growing together for equitable Society” Social Network for Justice and Development (SN-JD), a community-based organization network (CBO Federation) was established in 2008, and is registered at the District Administration Office Jhapa and Social Welfare Council. SNJD working in the Jhapa district. It comprises a network of 10 Community Based Organizations, 7 Cooperatives, 22 Disaster Management Teams, 3 Disabled People’s Organizations which is covered by the SN-JD. There are total 3426 members (579 male and 2847 female), who are placed in 155 groups affiliated with 10 CBOs. Since 2008, SN-JD is dedicated to empowering and uplifting the Disaster affected, poor, vulnerable, socially excluded and marginalized communities. SNJD works for women, people with disability, Dalits, youth, indigenous communities etc. to their equitable access to livelihoods, quality services, protection and social cohesion. SNJD working with the partnership of Lutheran World Federation Nepal as well as close coordination of the Government of Nepal.

Consultancy for Preparation of a Local Disaster and Climate Resilience Framework (LDCRF) for Shivasatakshi Municipality, Jhapa District

Social Network for Justice and Development (SN-JD) invites technical and financial proposals from qualified individual consultants or consulting teams for the Preparation of a Local Disaster and Climate Resilience Framework (LDCRF) for Shivasatakshi Municipality, Jhapa District.

The consultancy aims to prepare a practical, participatory and evidence-based Local Disaster and Climate Resilience Framework for all 11 wards of Shivasatakshi Municipality, in accordance with the Government of Nepal's applicable LDCRF Guidelines. The framework will support the integration of disaster risk reduction, climate change adaptation and resilience-building measures into municipal planning, programmes and budgets.

Key Assignment Details

  • Type of Assignment: Consultancy Service
  • Location: Shivasatakshi Municipality, Jhapa District
  • Coverage: All 11 wards of Shivasatakshi Municipality
  • Duration: 30 working days from the date of contract signing
  • Eligible Applicants: Individual consultant or consulting team
  • Lead Consultant: Minimum Bachelor's/Master's degree in Disaster Risk Management, Environmental Science, Climate Change, Forestry, Development Studies, Social Sciences or related field, with at least 5 years of relevant professional experience
  • GEDSI/Community Facilitation Specialist: Minimum Bachelor's degree in Gender Studies, Sociology, Social Sciences, Development Studies or related field, with at least 3 years of relevant experience
  • Key Areas: Participatory disaster and climate risk assessment, VCA, community consultations, risk profiling, GIS/risk mapping, development of the LDCRF, validation and finalization.

Key Deliverables

The selected consultant/consulting team will be expected to deliver:

  1. Inception report, methodology, assessment tools and detailed work plan;
  2. Municipal orientation and consultation outputs;
  3. Ward-level assessment findings covering all 11 wards;
  4. Consolidated disaster and climate risk profile;
  5. Relevant risk/GIS maps and supporting datasets, where applicable;
  6. Draft Local Disaster and Climate Resilience Framework;
  7. Validation workshop materials and feedback summary;
  8. Final LDCRF incorporating agreed comments and recommendations; and
  9. Editable electronic files, PDF version and relevant supporting documents.

Proposal Submission Requirements

Interested and qualified consultants/consulting teams should submit:

  1. Updated CV(s)/consultant or firm profile;Technical proposal and understanding of the assignment;
  2. Proposed methodology and assessment approach;
  3. Detailed work plan and timeline;
  4. Evidence of relevant experience and similar assignments;
  5. At least two relevant work samples/references;
  6. Proposed team composition and roles, where applicable; and
  7. Detailed financial proposal.

Evaluation

Proposals will be evaluated based on 80% Technical Proposal and 20% Financial Proposal/Value for Money.
