Public Awareness Campaign Nepal (PAC Nepal), is a service-oriented nonprofit making and non-government organization (NGO) established in 2067 BS. It was initiated by local youths and artist of Janakpur. Its lead by youth and woman Persons.It emphasesawareness raising to Dalit, women, youth, indigenous, people with disability and other backward ethnic groups like elderly people, pregnant and lactating women, and single women through different innovative awareness approaches like community mobilization, mass mobilization, online and print media mobilization; social behavior change campaign, audio/video jingles/programs design, development, and dissemination and capacity development of beneficiaries, stakeholders, and local governments for empowering them and enable them to claim their rights and entitlements. In addition to that, as a pioneer organization, it has been working in the sector of Gender Based Violence, education, child protection, health, safer migration, agriculture, WASH, community kitchen for feeding COVID survivor, emergency support including COVID-19 pandemic and livelihood.

PAC Nepal

PAC Nepal, in partnership with Welthungerhilfe, is implementing the Civil Society for Nature-Based Local Agri-Food Systems (CS4FS) project, focusing on enterprise development, eco-entrepreneurship, and regenerative agriculture in Madhesh Province, Nepal. The project supports the establishment of 90 eco-enterprises and promotes small businesses that provide sustainable agricultural inputs and services to 5,000 marginalized households across three municipalities of Dhanusha District.

PAC Nepal’s activities contribute to strengthening local agri-food systems by empowering youth and women entrepreneurs, promoting circular economy solutions such as bio-fertilizers and bio-pesticides, and enhancing the market linkages for regenerative agricultural produce. The initiative also fosters anticipatory action, disaster preparedness, and climate justice policy localization through close collaboration with municipalities, cooperatives, and community-based organizations.

PAC Nepal is looking for self-motivated, innovative, and committed Nepali citizens for the following positions.

1. Position Title: Enterprise Development Officer (EDO)- (1-Position) 

Location: Janakpur, Dhanusha District, Madhesh Province, Nepal

Reports To: Team Leader

Work closely with: Field staff, Eco-entrepreneurs, Farmer Groups, CBOs, Consortium partners, Local Government, and private sector

Overview:

The Enterprise Development Officer will play a key role in promoting eco-entrepreneurship and market-based solutions under the project “Civil Society for Nature-Based Local Agri-Food Systems (CS4FS).” This position involves supporting eco-enterprises, strengthening value chains, and building sustainable business opportunities for smallholder farmers to enhance their income, resilience, and food security.

Key Responsibilities:

1. Enterprise Development & Market Linkages

  • Support the development and scaling of eco-enterprises (bio-fertilizers, bio-pesticides, seed supply, farm services, etc.).
  • Conduct business plan development, feasibility studies, and market assessments.
  • Facilitate linkages between farmers, cooperatives, and markets for regenerative agricultural products.
  • Provide mentoring and technical support to eco-entrepreneurs and farmer groups.

2. Capacity Building

  • Conduct training sessions and bootcamps on entrepreneurship, business literacy, and cooperative management.
  • Strengthening the capacity of farmer groups and CBOs on enterprise development.
  • Promote youth and women participation in entrepreneurship.

3. Monitoring & Reporting

  • Document success stories, lessons learned, and best practices from eco-enterprises.
  • Support the MEAL team in tracking enterprise development indicators.
  • Prepare periodic reports for internal and external stakeholders.

4. Stakeholder Coordination

  • Collaborate with local governments to integrate eco-entrepreneurship into municipal development plans.
  • Coordinate with market actors, private sector, and cooperatives to expand market access.

Qualifications and Experience:

  • Bachelor’s degree in agriculture, Agribusiness, Business Administration, Rural Development, or related field 
  • Minimum 3 years of experience in enterprise/business development, value chain promotion, or livelihoods.
  • Strong understanding of market systems, entrepreneurship development, and cooperative management.
  • Experience in mentoring entrepreneurs and working with rural communities.
  • Good knowledge of regenerative agriculture and eco-friendly enterprises is an asset.
  • Proficiency in Nepali, English, and local languages (such as Maithili) is highly desirable.

2. Position Title: Behavior Change Communication (BCC) Officer (1-Position)

Location: Janakpur, Dhanusha District, Madhesh Province, Nepal

Reports To: Team Leader

Work closely with: Community groups, CBOs, Consortium partners, Media partners, Local Government, and stakeholders

Overview:

The Behaviour Change Communication Officer will play a central role in designing and implementing awareness, advocacy, and behaviour change communication strategies under the project “Civil Society for Nature-Based Local Agri-Food Systems (CS4FS).” This position involves working with communities, CBOs, and media to promote regenerative agriculture, nutrition, gender equality, and climate resilience.

Key Responsibilities:

1. Communication & Campaigns

  • Design and implement BCC strategies and campaigns on regenerative agriculture, food security, and nutrition.
  • Develop and disseminate IEC/BCC materials (print, audio-visual, and digital).
  • Support CBOs to lead biodiversity fairs, advocacy events, and awareness campaigns.

2. Community Mobilisation & Advocacy

  • Facilitate community meetings, public hearings, and multi-stakeholder dialogues.
  • Strengthening capacity of CBOs and farmer groups on advocacy and communication.
  • Mobilize youth, women, and marginalized groups in social behaviour change activities.

3. Monitoring & Documentation

  • Track and report on BCC activities and their effectiveness.
  • Document success stories, case studies, and lessons learned from campaigns.
  • Support research and evidence generation for advocacy.

4. Stakeholder Engagement

  • Coordinate with local media, government agencies, and private sector for communication campaigns.
  • Advocate for inclusion of BCC in municipal and provincial agricultural and food security plans.

Qualifications and Experience:

  • Bachelor’s degree in social science, Public Health, gender studies or related field.
  • Minimum 3 years of experience in BCC, advocacy, or community mobilisation.
  • Strong skills in participatory communication methods and IEC material design.
  • Experience in awareness campaigns, media coordination, and rights-based advocacy.
  • Familiarity with social issues in Madhesh Province, including gender and inclusion.
  • Proficiency in Nepali, English, and local languages (such as Maithili) is highly desirable.
