CBR-Biratnagar, a social development NGO, working in the area of NTDs, Health, physical rehabilitation and inclusive education is looking for experienced and qualified candidates for the following positions for Sankalpa project (proposed to implement in Morang district) in partnership with FAIRMED Foundation Nepal.

1. Position: Community Health Promotor (CHP): (Fixed Term), Full time (100% field based) for Morang

Requirement no: 4 (For Ratuwamai & Sunwarshi – 1, Dhanpalthan & Jahada – 1, Katahari & Gramthan – 1, Kerabari – 1)

The Community Health Promotor must be from targeted Municipality of project areas. Under the guidance of District Project Coordinator (DPC), he/she will work closely with municipalities, HFOMCs, FCHVs/MGs, Schools, and other community level active groups in the community. He/she must be aware of the local health system in the new federal structure. He/she is expected to have basic knowledge about National health system, health policy, strategy, health system strengthening and knowledge about NTDs, MNH, WASH & Disability inclusive development. He/she needs to have commitment and aptitudes to community empowerment through health promotion and community mobilization and group facilitation. Each CHP will implement project activities at Palika level, ward level and community level & ensure effective coordination with Municipality and Ward offices and collaborate with other stakeholders in the working Municipality. He/she will be able to identify left behind communities across different municipalities. CHP will implement and also follow up the previously implemented activities, investments and achievements made in the project areas Morang to make the achievements sustainable through local government and community owned and led initiatives. 

Qualifications and experience:

  • He/she should have at least intermediate level (Health Assistant or Staff nurse) prefer bachelor’s degree in public health
  • 2-3 years working experience in a similar role 
  • Good verbal and written communication skill in Nepali & English 
  • Working experienced at municipality level, skill in health system strengthening and community empowerment 
  • Working experience with the health managers, health workers and female community health volunteers
  • Experience in facilitating community level interaction/awareness program with good skill of maintaining public relations. 
  • Demonstrated basic skill on computer applications (MS-OFFICE Package.) with ability to produce reports in English and Nepali.
  • He/she should be local resident from above listed municipalities

Key responsibilities:

  • Able to provide technical support to Palika and health workers on disease prevention, control, treatment and referral management, mainly on NTDs, MNH, WASH & DID
  • Ability to identify the gaps in local health system and advocacy for improvement or addressing the needs and gaps.
  • Establish good relationships with Palika level elected bodies and engage them in health planning and budgeting.
  • Establish good rapport with municipal health section team and coordinate with them before planning and implementation of activities in the field
  • Ability to mapping of the left behind communities and track changes,activity planning and implementation and document changes regularly.  
  • Empower local community groups like self-help groups, health mother’s groups, forest user groups, water user groups, micro credit groups, cooperative, Schools students/teachers (public/private/Madarsa), local clubs, youth groups/volunteers and other active groups by using proven techniques and tools or own/contextual/local innovative ideas.
  • Ability to identify the possible outbreaks and take immediate action in close coordination with DPC & FAIRMED
  • Work in close coordination with the peripheral health facilities, ward offices, and relevant stakeholders working at Palika level.
  • Follow-up of the community actions and report to district project coordinator 
  • Sensitize and mobilize local leaders (political leaders, religious leaders (Priest, Maulana, and Pastures), traditional healers, traditional practitioners’ (Jhole Dr.), male groups mothers’ groups and adolescents’ groups.
  • Sensitize and mobilize   selected local pharmacy, private clinics, community hospital, school students & teachers (both public & private)
  • Timely collection and reporting of project related data and information to contribute in progress updates and periodic progress reporting.
  • Support in sensitization and mobilization of HFOMC members to promote health governance and quality of health service delivery from health facility and PHC-ORC
  • Able to conduct RDQA, HP-MSS, identify the gaps and find the local solution in close coordination with health section.
  • Ability to conduct HFOMC training, conduct regular meetings and prepare action plans to solve through mobilizing local resources for quality service.
  • Conduct School Health programs mainly awareness raising and screening of NTDs at school & community.
  • Represent at Palika level and establish good collaboration with other stakeholders
  • Documentation of good practices, case stories, success stories from the community & Health Facility including action oriented good quality photographs (before & after)
  • Support in identification of needs and gaps in health facility and advocate with municipality and wards/HFOMC and link to ensure timely supply of logistic materials and proper inventory recording
  • Empower and mobilize Health Mother’s Groups, and support HFOMCs by applying the SATH tools in targeted Communities and Health Facilities 
  • Promote health-seeking behavior and giving up harmful practices by using the IEC/BCC materials in the community that include posters, flex, wall painting, video clips, street drama, FM radio jingle etc.
  • Actively participate in MNH, NTD, WASH and disability related forum at Municipality levels and engage community in different day celebration and stigma reduction activities.
  • Prepare monthly and quarterly work plans under the guidance of district project coordinator and implement timely in field. Ability to prepare monthly reports, event reports, produce case stories, success stories and documentation of best practices.

2. Position: District Project Coordinator (DPC) – (Fixed term), Full time (70% time in field)

Requirement no: 1 for Morang district

DPC will be responsible for the overall implementation of project activities in the district. He/she will prepare annual, quarterly & monthly plan and share to focal person of CBRB& FAIRMED. He/she will be responsible for maintaining the coordination and collaboration with local governments, district stakeholders, mainly Health Office, DCC & DAO including collaborative partners. He/she will work closely with Health Coordinators, focal person of health Office while planning and before implementing field activities and will provide technical support in health program planning & implementation. The key role will be advocacy at municipalities level for mainstreaming of Neglected Tropical Diseases (NTDs) agenda to reach the national goal. He/she will provide coaching, guidance and supervision to Community Health Promoters/Facilitators. Similarly, he/she will be responsible for data and documentation of project work and oversee monitoring, reporting of project achievement, case stories, success stories and sharing at different levels. 

Qualifications and experience: 

  • He/she should have at least bachelor’s degree in Health Science or public health, preferably Master’s Degree in Public Health (MPH)
  • Minimum 3 years working experience working with the health system in public health field 
  • Knowledge about National health system, national public health programs such as Neglected Tropical Diseases, Maternal Newborn Health, Disability Inclusive Development (DID) and community empowerment. 
  • Good verbal and written communication skill in Nepali, English and local language.
  • Experience in teamwork, team mobilization, coordination, and networking 
  • Good knowledge about computer applications (Microsoft office package), and any statistical software such as SPSS, STATA & GIS 
  • Ability to produce quality reports in English and Nepali.
  • Some experience in survey, research, disease prevention, control, treatment and referral management
  • Track record of generating innovative ideas and demonstrated creativity

Key responsibilities:

  • He/she will lead the CBRB’s project team in activity planning, implementation, and regular supervision of project activities at the field level.
  • He/she will be responsible for working in close cooperation with the FAIRMED project team.
  • Advocacy with local government for integration of NTDs in primary health care system.
  • Responsible for providing technical support to health workers on NTDs (Leprosy, LF, Dengue, Rabies, Snake bite), MNH & DID through training, onsite coaching, quality of services & referral management. 
  • Provide regular technical support to project teams, government stakeholders and health workers for implementation of projects activities effectively.
  • Provide technical support to DDRC/Health Office on contingency plan, strengthen RRT and ability to response immediately after health emergency 
  • Ensure projects progress data are timely collected, verified, entered and consolidated.
  • Regularly, track all project interventions and make sure that the set quality benchmarks (Log frame set target) have been met and followed during the implementation duration.
  • Sensitize municipal authorities on federal and province government national health sector priorities, international commitments and importance of investing in health sector through mainstreaming into the annual health policy, planning and budgeting generating and utilizing evidences for addressing local health issues and health rights of the citizens. 
  • Organize and facilitate project related workshops, review meetings, orientation and training in the municipalities as well as at the community level
  • Ensure proper and effective use of project resources and assets and their management according to project policy and guidelines.
  • Identify training needs of staff and organize training in collaboration with relevant organizations.
  • Conduct field visits, provide onsite coaching and supportive supervision to the field staff to ensure quality of implementation of project activities. 
  • Supervision and follow up of the project activities as per the work plan
  • Able to conduct Leave No one Behind (LNOB) mapping, program planning and document outcome/changes before and after the intervention
  • Support to strengthen NTDs service (NTDs unit, MMDP support and care center, Self-care corners) in Provincial and municipal hospitals/health facilities and referral linkage between hospital and peripheral health facilities.
  • Identify the gaps in health system through HP-MSS, RDQA, HFOMC strengthening, and advocate with Palikas to full-fill the needs and gaps.
  • Support in capacity building of health workers and FCHVs and facilitate Integration of NTDs and MNH in health service delivery and strengthen recording and reporting system.
  • Provide technical support to organize onsite coaching to birthing center staff, infection prevention, HFOMC training and follow up activities/action plan. 
  • Conduct assessment of Self-care practices among Leprosy & LF and organize self-care training
  • Coordinate and mobilize team and ask for support from FAIRMED to develop IEC/BCC materials to conduct health promotion activities in community /school and have practical skill on community empowerment and tracking of service utilization
  • Prepare quarterly progress updates, and bi-annual progress reports and submit to FAIRMED as per the agreed schedule and template and guidance
  • Empower Organization of persons with disabilities (OPDs) and mobilize them to raise awareness on rights of Person with Disabilities (PWDs) at Palika level
  • Regular dialogue with Disability Coordination Committees on inclusion issues and advocacy on rights of Person with Disabilities
  • Advocacy with relevant stakeholders such as Health Offices, Disability Coordination Committees, District Coordination Committees/Offices, District Administration Office; municipalities, Health Facility Operation and Management Committees.
  • Identify and advocate for resource leverage, collaborative budget and establish synergies with local stakeholders.
  • Provide support in survey, research, monitoring & evaluation as required by the project or national program on NTDs and MNH.
  • Work with finance officers in financial planning, projection, tracking budget expenditure through review of financial reports, and tracking the utilization of budget as per the planned activities. 
  • Regular tracking of data and report through Log-Alto/Kobo tool, document best practices, develop case stories and share timely reports to FAIRMED.
