Youth Innovation Lab (YI-Lab)  is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. About the project

RAIN has been designed to support and contribute to the overarching early action and climate resilience aims of the British Embassy Kathmandu’s (BEK) Resilience, Adaptation and Inclusion in Nepal (RAIN) program. RAIN, funded by the Foreign, Commonwealth and Development Office (FCDO), is led by People in Need (PIN), co-led by DanChurchAid (DCA), and implemented by a consortium of partners, including Local Initiatives for Biodiversity, Research and Development (LI-BIRD), Community Self-Reliance Centre (CSRC), Youth Innovation Lab (YI-Lab), and Prerana, with technical support from the Red Cross Red Crescent Climate Centre (RCCC) and the United Kingdom Meteorological Office (UK Met Office).

The RAIN project aims to bring significant value and sustainable scale-up to the RAIN program, particularly by reaching the most vulnerable and marginalized communities at risk of multiple hazards. To achieve this, RAIN employs evidence-based approaches tailored to local contexts, promoting systemic resilience building through localization, inclusion, and strategic mobilization of government fiscal resources for climate adaptation. Its two core outcomes focus on 1) enhancing community resilience, and 2) strengthening sub-national government systems for early warning (EW), early action (EA), and adaptation, in line with NDRRMA’s strategic goals and key national frameworks including the National Disaster Risk Financing Strategy (2020), the DRR Policy (2018), and the National Strategic Plan for Action (2018–2030).

RAIN is grounded in long-term, equitable partnerships between international, national, and local organizations, combining technical expertise with deep contextual knowledge. The project will work directly with 35 +grassroots Community-Based Organizations (CBOs) representing marginalized populations in 11 local governments across two provinces in year 1. These CBOs will receive training and sub-grants to actively co-design and implement EW, EA, and adaptation actions in their communities. Together with thematic leads, RAIN Technical Assistance (TA), and other stakeholders, they will also work to hold local and provincial governments accountable while helping unlock public funding for inclusive climate resilience measures. Central to RAIN is the use of science, technology, innovation, and proven best practices to strengthen multi-hazard EWS at the sub-national level, enhance access to risk information for the most at-risk groups, and improve data-driven, inclusive planning and coordination. The insights generated will directly inform DRR and anticipatory action policy frameworks, ensuring that localized, inclusive, and gender-responsive strategies are embedded into government systems and sustained through national fiscal mechanisms.

Youth Innovation Lab (YI-Lab) is a technical partner of RAIN, leading the integration of digital innovation, youth engagement, and risk communication. YI-Lab is responsible for the localization and expansion of the Bipad, enabling local governments and communities to access and use real-time, multi-hazard risk data for timely decision-making. It also leads inclusive communication strategies, such as the use of art, and storytelling, to ensure early warning information is understandable and accessible to all, including youth, women, and marginalized communities. By engaging youth networks and CBOs, YI-Lab empowers young people to actively participate in the design and implementation of early warning, early action, and climate adaptation activities, fostering a generation of climate-resilient leaders and bridging the gap between data, technology, and community act.

1. Consultant-Senior Backend Developer

Required Qualifications

  • Bachelor's degree in computer science, Software Engineering, or a related field (or equivalent professional experience).
  • Minimum 3 years of experience in backend application development
  • Strong experience with Python, Django, Django REST Framework, FastAPI and similar backend technologies
  • Experience designing REST APIs, system integrations and scalable backend architecture
  • Advanced knowledge of PostgreSQL, database design, queries, migrations, backup and performance optimization
  • Knowledge of Redis, caching, background workers, queues and asynchronous processing
  • Experience with authentication, authorization, RBAC and application security
  • Docker, Docker Compose, GitLab/Github and CI/CD experience
  • Linux server, nginx, cloud deployment, monitoring and production support knowledge
  • Experience integrating third-party APIs, payment services, GIS platforms, notification services and external systems
  • Strong troubleshooting, testing, debugging, code review and refactoring skills
  • Excellent communication skills, both verbal and written
  • Willing to learn new frameworks and technologies when needed

Key Duties and Responsibilities

  • Design, develop and maintain secure, scalable and high-performance backend systems
  • Develop REST APIs and services for web, mobile, AI and external platforms
  • Design and manage databases, data models, queries, migrations and backup processes
  • Implement authentication, authorization, access control and data security
  • Integrate third-party APIs, payment gateways, GIS services, notification systems and project platforms
  • Develop background tasks, caching, queues and asynchronous workflows
  • Optimize database queries, API performance and server resource usage
  • Develop automated tests and conduct debugging, code reviews and performance testing
  • Deploy and manage backend applications using Docker, Linux, cloud platforms and CI/CD pipelines
  • Monitor services, logs, errors, security risks and production performance
  • Prepare technical documentation for APIs, databases, architecture and deployment
  • Collaborate with Frontend, AI, DevOps, GIS and Quality Assurance teams
  • Provide technical guidance and mentoring to Mid-level Backend Developers

2. Consultant--Senior Frontend Developer

Required Qualifications

  • Bachelor's degree in computer science, Software Engineering, or a related field (or equivalent professional experience).

  • Strong experience with React, Angular, Vue.js and similar modern frontend frameworks
  • Advanced knowledge of HTML, CSS, JavaScript and TypeScript
  • Experience developing responsive, accessible and user-friendly web applications
  • Knowledge of state management, routing, form handling and frontend architecture
  • Experience integrating REST APIs, AI services, maps, dashboards and third-party platforms

3. Consultant-QA Engineer

Key Duties and Responsibilities

  • Develop and execute test plans, test cases, and testing checklists based on system requirements.
  • Perform functional, regression, integration, usability, compatibility, and performance testing.
  • Test web applications, mobile applications, APIs, dashboards, and other software products.
  • Identify, document, prioritize, and track bugs using issue-tracking tools.
  • Work closely with developers, designers, and project managers to resolve defects.
  • Verify bug fixes and conduct regression testing before software releases.

Requirements and Qualifications

  • At least 2–3 years of experience in software quality assurance or software testing.
  • Good understanding of software development and testing life cycles.
  • Experience in manual testing of web and mobile applications.
  • Knowledge of functional, regression, integration, usability, and performance testing.
  • Familiarity with API testing tools such as Postman or Swagger.
  • Basic knowledge of SQL and database validation.
  • Familiarity with automation tools such as Selenium, Cypress, Playwright, Appium, or similar tools is preferred.
  • Understanding of Agile or Scrum-based software development.
  • Ability to prepare clear test cases, bug reports, and testing documentation.
  • Strong analytical, problem-solving, and attention-to-detail skills.
  • Good communication and teamwork abilities.
  • Ability to manage multiple testing activities and meet release deadlines.
  • Basic understanding of Git, CI/CD pipelines, security testing, and performance testing is an advantage.
