Community Development Society (CDS) is a non-profit making, non-governmental social development organization established in September 2001 under the Society Registration Act 1977 of Nepal. CDS has been working with clear vision of Establishment of ‘Self-reliant, Healthy and Equitable society’. CDS has been working in the sector of livelihood, small-scale infrastructure development, health and sanitation, education, renewable energy, peace and good governance for the past 14 years. In this connection, CDS is implementing reconstruction-project in Bijulikot VDC of Ramechhap district named “Housing Reconstruction Assistance Project” in partnership with Medair.

This reconstruction project focuses on improving resilience and safe shelter conditions among earthquake affected households along with sanitation support in Bijulikot VDC of Ramechhap district.It will support in reconstruction of 1263 houses of all 9 wards in Bijulikot VDC based on NRA enrolment. In this regard, CDS is seeking few innovative, self-motivated and dynamic personnel for the following positions: 

Position: Sub Engineer

June 2017-End of May 2018

Key Tasks and Responsibilities

  • Conduct continuous assessments of the level of damage of the houses other physical infrastructure through field visits. 
  • Develop relevant context-specific shelter designs based on availability of local materials and skills in the areas of intervention, maintaining earthquake resistant techniques and other relevant DRR measures. 
  • Develop information material for communities on how to build back better. 
  • Develop and conduct trainings (but also make use of the well-established existing trainings) on earthquake-proof construction methods, disaster risk reduction and building back better, using a participatory approach with high practical involvement of the trainees. 
  • Mentor, coach, monitor and supervise communities throughout the shelter construction process. 
  • Provide technical assistance and mobilisation input to households and masons involved in shelter construction in close collaboration with the technical officers (Medair). 
  • Provide sanitation training to community members for hygiene promotion activities. 
  • Provide day to day supervision of the progress of the work on the field sites. 
  • Assist in community mobilization.
  • Assist the community members with the safe demolition of houses. 
  • Ensure compliance for worker, beneficiary and job-site safety. 
  • Ensure houses as well as toilets are reconstructed according to the national building code and earthquake resistant techniques. 
  • Answer technical questions from the community and masons in an understandable and clear way, but always consult with the CDS project coordinator before making any commitment on behalf of CDS/Medair.
  • Monitor equipment and material used during the program.
  • Follow up any discrepancies with line manager to complete each shelter construction.   
  • To support the technical officers, project manager and project coordinator in programme preparation and implementation. 

Qualification and Experience

  • Diploma in engineer at least one year experience or TSLC with three years experiences.
  • Experience of working in a cross-cultural setting and/or not-for-profit organisation

Key Tasks and Responsibilities

  • Mobilize and engage the community to get their input and to ensure buy-in of intervention, to make sure that the activities of housing recovery and reconstruction project are implemented by the community. 
  • Engage the community in the selection of training members to represent the different wards. 
  • Assist in PASSA, mason’s training and hygiene promotion activities (mobilisation, attendance records, set up of training venue, participant’s pre- and post- test, collection of records and training materials, facilitation of training activities). And facilitate, orient and train community in an interactive and participatory manner. 
  • Ensure follow-up of the PASSA activity plan with the community and PASSA members. 
  • Identify household residences and produce household records, making sure that all groups, castes, and gender are included and recognised. 
  • To facilitate beneficiary participation in the house reconstruction programme. 
  • Assist in the facilitation of discussions with the local authorities to ensure they have a good understanding of Medair/CDS programming and interventions and promote beneficiary accountability 
  • To provide information to the communities, explaining programme timeline and explaining and managing expectations. 
  • To liaise with the community about programme expectations and feedback. 
  • To update the project coordinator (CDS) about all findings from these activities at least weekly. 
  • Keep record of the community feedback and any issues faced – to feedback to project coordinator (CDS)
  • Promote building back better and safer knowledge in community engagement.

Qualification and Experience

  • Intermediate degree or equivalent in social sciences or related area of studies with 2 years of experience in similar position.
  • Working Experience in Disaster Risk Reduction in the field.Familiarity of DRR principles.

NOTE:
