Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Details / requirements:

Oxfam is responding in these areas: Gorkha, Nuwakot, Dhading, Sindhupalchowk, Kathmandu, Bhaktapur and Lalitpur. We are urgently looking for dynamic team players in the following positions for our response programme.

PHP Assistant – Five months (extendable) fixed term contract Sindhupalchowk. 

KEY RESPONSIBILITIES: This position will require to work collaboratively with PHP Officers to carry out  WASH assessments, baseline surveys and continuous gathering of information about community situations in areas covered by the programme, support PHPO to analyze needs and vulnerability data, Support the PHPO in managing the implementation of PHP activities in all phases of emergency WASH from design to monitoring of IEC strategy, Mobilize communities and promote engagement of community members in all stages of programme planning and delivery, Implement  hygiene promotion interventions for specific target groups  e.g. school children, women and men groups, Promote key messages based on high risk practices of communities and school children , Manage and accompany the work of community health volunteers/WASH  Committee or community outreach workers/volunteers. 

Implement the public health promotion activities in conjunction with PHEs as well facilitate distribution of hygiene another NFIs, Ensure effective two way communication between communities and programme staff, Support in developing  clear guidelines of community participation in WASH activities, Adapt SPHERE standards appropriate for the context, 

Support in developing PHP monitoring plan and in the effective monitoring and reporting of key WASH and health indicator including disease monitoring, With supervision, collect and record basic monitoring data from programme beneficiaries. 

Support in implementing PHP/WASH programme learning review, documenting lessons learned and clear recommendations for future intervention, Support in implementing the recovery/transition phase of the emergency WASH programme focusing on promoting the communities resilience to future emergencies, To ensure that the programme take gender, protection issues fully into account. Ensure safe programming approach is undertaken at all stages of programme implementation and always tak into consideration needs of vulnerable groups. And to provide contribution in designing and management and communication of a responsible exit strategy.

REQUIREMENTS:

  • Suitable qualification in any discipline relating to Public Health Promotion is the necessary educational background. Experience could substitute for a formal qualification, but not vice versa. Most importantly, practical experience in appropriate water supplies, sanitation and hygiene promotion, working with communities and mobilizing them for action. It is desirable that some of this should have been in emergency relief programmes. 
  • The post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people. 
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English and Nepali language is essential. 
  • Knowledge of Microsoft word.
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action, and to Oxfam’s equal opportunity and gender policies.
