About the RAIN Project

RAIN has been designed to support and contribute to the overarching early action and climate resilience aims of the British Embassy Kathmandu’s (BEK) Resilience, Adaptation and Inclusion in Nepal (RAIN) programme. The RAIN project aims to bring significant value and sustainable scale-up to the RAIN programme, particularly by reaching the most vulnerable and marginalised communities at risk of multiple hazards. To achieve this, RAIN employs evidence-based approaches tailored to local contexts, promoting systemic resilience building through localisation, inclusion, and strategic mobilisation of government fiscal resources for climate adaptation. Its two core outcomes focus on 1) enhancing community resilience, and 2) strengthening sub-national government systems for early warning (EW), early action (EA), and adaptation, in line with NDRRMA’s strategic goals and key national frameworks including the National Disaster Risk Financing Strategy (2020), the DRR Policy (2018), and the National Strategic Plan for Action (2018–2030).

RAIN is grounded in long-term, equitable partnerships between international, national, and local organisations, combining technical expertise with deep contextual knowledge. The project will work directly with 35 +grassroots Community-Based Organizations (CBOs) representing marginalized populations in 11 local governments across two provinces in year 1. These CBOs will receive training and sub-grants to actively co-design and implement EW, EA, and adaptation actions in their communities. Together with thematic leads, RAIN Technical Assistance (TA), and other stakeholders, they will also work to hold local and provincial governments accountable while helping unlock public funding for inclusive climate resilience measures. Central to RAIN is the use of science, technology, innovation, and proven best practices to strengthen multi-hazard EWS at the sub-national level, enhance access to risk information for the most at-risk groups, and improve data-driven, inclusive planning and coordination. The insights generated will directly inform DRR and anticipatory action policy frameworks, ensuring that localised, inclusive, and gender-responsive strategies are embedded into government systems and sustained through national fiscal mechanisms.

Youth Innovation Lab (YI-Lab) is a technical partner of RAIN, leading the integration of digital innovation, youth engagement, and risk communication. YI-Lab is responsible for the localization and expansion of the Bipad, enabling local governments and communities to access and use real-time, multi-hazard risk data for timely decision-making. It also leads inclusive communication strategies, such as the use of art, and storytelling, to ensure early warning information is understandable and accessible to all, including youth, women, and marginalized communities. By engaging youth networks and CBOs, YI-Lab empowers young people to actively participate in the design and implementation of early warning, early action, and climate adaptation activities, fostering a generation of climate-resilient leaders and bridging the gap between data, technology, and community action.

Overall Job Description

Youth Engagement Coordinator plays a critical role in mobilizing, empowering, and coordinating young people’s participation across all levels of project implementation. This role involves working closely with youth networks, child clubs, and youth-led CBOs to ensure their meaningful involvement in early warning systems (EWS), early action (EA), and climate adaptation initiatives. The coordinator facilitates capacity-building workshops and ensures that youth voices are represented in local planning, decision-making forums, and disaster preparedness activities. Through this role, youth are positioned not only as beneficiaries but as active agents of change, contributing directly to building resilient and inclusive communities across Madhesh and Lumbini, provinces. The position will be based in Madhesh and the candidate will be expected to facilitate cross learning in Lumbini as and when required based upon need and context.

Key Responsibilities

1. Capacity Strengthening and Inclusive Training

• Design and deliver localized training modules on Bipad Portal and its uses, early warning interpretation, and anticipatory action planning for youth, LG officials, and CBOs.
• Ensure GEDSI-sensitive training practices including multilingual content, accessible venues, inclusive facilitation for people with disabilities and low literacy.
• Support digital literacy among youth and local users to increase long-term platform adoption.

2. Technical Coordination and System Integration

• Coordinate closely with YI-Lab’s technical team, DHM, LGs/PGs, and other stakeholders for Bipad Portal integration into local disaster governance.
• Act as a liaison between local youth/CBOs and provincial/national data systems to support data flow, feedback loops, and platform updates.

3. Innovation and Risk Communication

• Co-create youth-led, culturally appropriate communication tools and campaigns that improve understanding of early warning information (e.g., IVR, community theatre, murals, social media).
• Pilot risk communication strategies that reflect local languages, gender norms, and media consumption patterns especially in areas with low literacy or digital access.
• Document and promote innovative practices for broader scaling and replication.

4. Advocacy and Youth Leadership

• Facilitate youth representation in DRR committees, CDMCs, and EWS taskforces at local and provincial levels.
• Empower youth to advocate for inclusive risk governance and equitable resource allocation through Bipad Portal data insights.
• Promote the use of Bipad Portal data in local DRR/AA planning and fiscal decision-making.

5. Trigger Calibration and Early Action Readiness

• Facilitate participatory discussions to identify local hazard thresholds and early action indicators based on lived experiences and scientific forecasts.
• Coordinate with UK Met, Red Cross Climate Centre, DHM, and YI-Lab to test, validate, and update early action triggers embedded in the Bipad Portal.

6. Community Mobilization and Data Collection

• Identify, engage, and train youth networks, CBOs, and community groups (especially from marginalized backgrounds) to contribute data for hazard exposure, vulnerabilities, and local capacities.
• Facilitate participatory risk mapping exercises and community vulnerability profiling.
• Promote citizen science approaches and empower local actors to collect and validate context-specific data (e.g., flash floods, fire, drought).

7. Monitoring, Learning, and Documentation

• Regularly collect and analyze feedback on the usability, accessibility, and impact of Bipad Portal from youth and CBOs.
• Document learnings, innovations, and use cases for national and global sharing, including contributions to adaptive management and policy dialogue.
• Support disaggregated data analysis (age, gender, disability, ethnicity, landlessness, SSA eligibility) for tracking inclusion in the Bipad Portal system.

Qualifications and Experience

• Bachelor’s degree in Environmental Science, Environmental Engineering, Geomatics, Climate Science/Studies, Disaster Risk Management, Geomatics Engineering, Development Studies, Natural Resources, Crisis Management or any other relevant field. Master’s preferred.
• Minimum 3 years of experience working with youth or community engagement in the context of DRR, climate change, or digital development.
• Knowledge of GIS and Bipad Portal
• Working experiences with local governments
• Strong understanding of GEDSI and inclusive approaches to digital literacy and risk communication.
• Proven ability to coordinate across stakeholders including government, NGOs, and grassroots groups.

Key Competencies

• Facilitation and capacity-building skills, especially with youth, local governments, and diverse communities.
• Strong digital and data management skills.
• Excellent interpersonal communication and cross-cultural sensitivity.
• Fluency in Nepali and one or more local languages (e.g., Maithili, Tharu, Bhojpuri).
• Willingness to travel frequently to remote areas and work flexible hours.
• Able to travel and spend time in the project districts and community areas.
