Heifer Project Nepal (HPN) is a non-profit, humanitarian organization dedicated to ending hunger and poverty and caring for the earth by providing livestock, education, and other resources to help poor families become self-reliant. HPN invites applications from eligible Nepali citizens for the entitled “Promoting Financial Inclusion for Sustainable Partnerships, Empowerment and Resilience for Women and Youth in Nepal (PROSPER)”. Heifer Project Nepal (HPN), in partnership with Heifer Netherlands (HNL) and Toronto Centre (TC), is implementing the PROSPER (Promoting Financial Inclusion for Sustainable Partnerships, Empowerment and Resilience for Women and Youth in Nepal) project with support from Jersey Overseas Aid (JOA). The three-year project aims to strengthen Nepal's rural financial ecosystem so that 31,000 smallholder farmers, particularly women and youth, can improve their financial health and build resilient and sustainable livelihoods by 2029.
The project adopts a market systems development approach based on the Push-Link-Pull framework. On the demand side (Push), PROSPER enhances the financial, business and digital capabilities of smallholder farmers and strengthens cooperative governance and business readiness. Through the Link component, the project connects farmers, cooperatives and financial institutions by deploying Bank Saathis and interoperable digital financial systems. On the supply side (Pull), the project works with banks, financial institutions, regulators and policy actors to develop inclusive, gender-responsive and climate-intentional financial products while strengthening the enabling policy and regulatory environment.
The project will be implemented across seven districts in Lumbini, Karnali and Gandaki Provinces through close collaboration among consortium partners, local governments, cooperatives, banks and financial institutions, fintech companies, insurance providers and other private sector actors. The project includes three outcomes, six outputs and a comprehensive set of strategic interventions designed to achieve sustainable financial inclusion through systemic change.
1. Project Manager Nos. – 1
Function: The Project Manager – PROSPER will lead and coordinate the effective implementation of the PROSPER project.
- Project Management: Lead project setup, planning, implementation, monitoring, evaluation, review, and feedback processes in line with PMD Pro standards.
- Partner Management: Coordinate technical and implementing partners, strengthen partner capacity, promote private-sector engagement, and leverage additional resources.
- People Management: Coach and mentor staff, build team capacity, foster a supportive working environment, solve problems, and make evidence-based decisions to achieve project results.
The Program Manager is responsible for adaptive management of the project in alignment with Heifer International's regenerative program model. The role works to enables cross-functional collaboration and strategic partnerships with the LAGANI Signature Program team, technical partners, implementing partners, farmer organizations, private sector actors, and governments to deliver high-quality, timely, and budget-compliant project outcomes.
The Project Manager is also responsible to strengthen local systems and institutional capacities, promote inclusive market systems and access to finance, support an enabling policy and regulatory environment, and ensures robust planning, monitoring, learning, accountability, and knowledge sharing to achieve sustainable impact and contribute to the broader objectives of the Signature Program.
QUALIFICATION AND SKILLS:
- A bachelor’s degree in business administration, economics, agriculture or a related field with a minimum of five (5) years of managerial experience, or a master’s degree in any of the above fields with at least three (3) years of relevant managerial experience.
- Demonstrated experience in financial inclusion, digital finance, community mobilization, social capital development, institutional development, capacity building, training, smallholder farmers/rural SMEs/co-ops, and base of the pyramid consumers.
- Previous experience in facilitation of investment in agri-enterprises, cooperatives or smallholder farmers, agrifood processing will be considered an added advantage.
- Strong collaboration and relationship management skills.
- Ability to lead, coach and mentor diverse teams to foster an inclusive and collaborative work environment.
- Ability to work independently and take initiative while also having strong team-building skills
- Strong analytical, problem solving, and decision-making skills.
- Fluent in Nepali and English languages (both spoken and written).
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and virtual collaboration tools.

2. Project Officer- Financial Inclusion - Nos. 1
Function: The Financial Inclusion Officer-Financial Inclusion will lead the PROSPER project’s financial inclusion portfolio, providing strategic and technical support to improve farmers’, cooperatives’, and SMEs’ access to appropriate finance, markets, and enterprise-development opportunities. The role will strengthen stakeholder capacity, facilitate partnerships with financial institutions, fintech/agritech firms, buyers, and investors, support farmer-friendly financing initiatives such as FEBL Lite, oversee loan facilitation and repayment performance, and provide timely analysis and recommendations to the Project Manager and thematic leads.
QUALIFICATIONS AND SKILLS
- Bachelor’s degree in economics, management, agriculture/agribusiness, or a related field with (5) five years of relevant experience; or a master’s degree with (3) three years of experience.
- Proven experience in financial inclusion, loan and investment facilitation, field-program monitoring, and engagement with financial institutions and private sector actors.
- Experience in agricultural value chains, market linkages, investment promotion, and agriculture or livestock enterprise development.
- Experience supporting smallholder farmers, cooperatives, agri-enterprises, or agrifood processors, women, person with disability and youth is an advantage.
- Strong leadership, stakeholder management, coaching, teamwork, analytical, and problem-solving skills.
- Ability to work independently, take initiative, and manage diverse teams.
- Fluency in spoken and written Nepali and English.

3. Project Officer-Access to Finance (A2F) – Nos 1
Function: The Project Officer-Access to Finance will be responsible for leading access to finance components by strengthening the capacity of the participating farmers, cooperatives, and partner staff and SMEs across the PROSPER project. This position will provide technical assistance on financial inclusion, market linkage, and enterprise development, including FEBL Lite. The Officer will strengthen cooperatives, farm entrepreneurs, and off-takers; facilitate access to markets, finance, and investment; and coordinate with BFIs, MFIs, and fintech/agri-tech partners to deliver farmer-friendly financial services. The role will also support loan documentation and monitoring and provide timely reports on progress, repayment, market outcomes, and partnerships.

- Bachelor's degree from a recognized university in Economics, Agriculture, Management, Agribusiness, or a related field with three (3) years of relevant work experience. Or a master’s degree in the above subjects, plus at least two (2) years of relevant experience.

4. Project Officer- Digital - Nos 1
Function: The Project Officer–Digital will lead the PROSPER project’s digital initiatives and strengthen the digital capacity of Bank Saathi, cooperatives, partner staff, and SMEs. The Officer will support PROSPER other themes in the assigned location by strengthening cooperatives, partner staff, and SMEs in financial literacy, market linkage, enterprise development, and investment readiness, including through FEBL Lite, while coordinating with stakeholders and reporting key outcomes.

5. Project Officer- Training - Nos 1
Function: The Project Officer–Training will lead the curriculum designing, planning and delivery of training of the PROSPER project and perform other activities under the PROSPER project in the assigned location. The role includes assessing capacity gaps and strengthening cooperatives, partner staff, and SMEs in financial and business literacy, market linkage, enterprise development, and investment readiness, including through initiatives such as FEBL Lite. The Officer will coordinate with project teams, financial institutions, market actors, and technical partners, while documenting training outcomes, lessons, and recommendations for the Project through Project Manager and other relevant team.

6. Associate Project Officer – Nos 1
Function: The Associate Project Officer will primarily support the implementation of the PROSPER project and serve as the liaison between the project and the LAGANI signature program team, coordinating planning, communication, follow-up, and capacity-building support for participating farmers, cooperatives, partner staff, and SMEs.
QUALIFICATIONS AND SKILLS
- Bachelor's degree from a recognized university in Economics, Agriculture, Management, Agribusiness, or a related field with two years of relevant work experience. Or a master’s degree in the above subjects, with at least one year of relevant experience.
