Background: The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. It collaborates with all levels of government and civil society, focusing on Madhesh, Bagmati, Lumbini, Karnali, and Sudurpashchim Provinces, with presence in 150+ municipalities across 20 districts. 

Required positions: The following four (4) positions are required for the delivery of Institutional Service for Quality Improvement in Emergency Obstetric and Newborn Care (EmONC) and Sick Newborn Care Units (SNCUs) in Lumbini Province. Interested candidates must demonstrate the capacity to field all required personnel.

Position 1: Team Leader (1 Position)

Key Responsibilities

Overall strategic leadership, planning, donor/Government /NHTC coordination, quality oversight, reporting and adaptive management across all phases of Emergency Obstetric and Newborn Care (EmONC) and Sick Newborn Care Units (SNCUs) programme in Lumbini Province. Periodic field visits for supervision and joint monitoring.

Qualifications & Experience

  1. Master’s degree or above in Public Health, Health Systems, medicine, nursing or Social Sciences.
  2. At least 10 years of experience in leading health systems/program management on reproductive maternal, newborn and child health
  3. Proven skills in project management, stakeholder coordination, analysis, and report writing.

Position 2: Technical Specialist – Maternal Health (1 Position) consultant 

  • Conduct rapid needs assessment of 15 hospitals to identify gaps in maternity care
  • Conduct orientation on Labour Care Guide (LCG) (1 day) and PPH Bundle of Care (1 day)
  • Conduct on-site coaching and mentoring in prioritized hospitals
  • Adopt adolescent-responsive respectful maternity care protocols integrated into national EmONC guidelines
  • Scale up maternal mental health services in at least one hospital

Qualifications & Experience

  1. Master's degree in OBGYN, Midwifery, Nursing, or a related field
  2. Minimum 8 years of experience in maternal and newborn health programs, preferably in quality improvement in clinical care
  3. Demonstrated experience with EmONC programs and national health guidelines

Position 3: Technical Specialist – Newborn Health (1 Position) consultant 

Key Responsibilities

  • Conduct 2 batches of mentor's development orientation (3 days each) on SNCU to develop a pool of mentors at the provincial level
  • Conduct on-site SNCU coaching and mentoring (3 days per site) in all hospitals through mobilization of local and provincial mentors
  • Establish infant and family-centred developmental care SNCU demonstration sites (2–3 sites) with mother-baby rooms and family-centred care protocols
  • Conduct Early Childhood Development (ECD) orientation sessions

Qualifications & Experience

  1. Master's degree in Pediatrics, Pediatric Nursing, or a related field
  2. Minimum 8 years of experience in maternal and newborn health programs, preferably in quality improvement in clinical services
  3. Hands-on experience with SNCU operations and newborn care protocols

Position 4: Maternal and Newborn Health Technical Officers – Field-Based (2 Positions)

Key Responsibilities

  • Planning, coordination, and supportive supervision of districts with frequent field visits and meetings with District Health Offices (DHOs)
  • Provide technical assistance and coordination support for district-level planning, orientation/training, implementation, supportive supervision, and monitoring
  • Ensure OTC and ITC are established as per DHO plans and support to strengthen them
  • Provide supportive supervision
  • Ensure community mobilization, sensitization, and outreach activities are carried out
  • Support DHO to conduct Palika orientation, advocacy, and FCHV-level training and refresher orientation

Qualifications & Experience

  1. Bachelor's degree in Medicine, Nursing, or a related field, MPH will prefer 
  2. Minimum 5 years of experience in maternal and newborn health programs, preferably in quality improvement in clinical services
  3. Experience with district-level health system coordination and supportive supervision
