WaterAid is an international non-profit organisation with one goal: to change the world through water. Along with decent toilets and good hygiene, a reliable supply of clean water is essential for health, dignity and a life full of opportunity. Childbirth is safer, children get the chance to grow up healthy and strong. Families thrive and whole communities are better prepared for our changing climate and whatever the future holds. We started out in 1981, when UK water companies created a single organisation dedicated to tackling the global water crisis. Today we work alongside communities worldwide setting up entire systems that deliver clean water, decent toilets and good hygiene for millions. And we get the people, policies and money in place to keep these systems working – and the water flowing for good. So that people have safe, reliable services that last. Our work with communities, partners, allies and supporters has already meant millions of people can shape their future with dignity and confidence.

In 2022, WaterAid launched its Global Strategy “Ending the water, sanitation and hygiene crisis together – for everyone, everywhere.” The strategy covers the period from 2022 until 2032. At country level, the 10-year Global Strategy is implemented through two Country Programme Strategy cycles, each covering a 5-year period. Cycle I covers the period from FY23/24 to FY27/28, Cycle II covers the period from FY28/29 to FY32/33. As part of WaterAid UK’s strategic cycle, in FY26/27, WaterAid Nepal (WAN) Country Programme is conducting a strategic review of the current Country Programme Strategy (CPS) and the Programmes through which the strategy is implemented Throughout this document, this will be referred to as Country Strategic Review or CSR. Guided by our CPS (Annex II), WAN has identified two strategic aims (Aim 1and Aim 2) and its corresponding programmes for the CSR. Aim 3 (Climate Resilient WASH) and Aim 4 (Financing) will be treated as cross-cutting priorities and examined through their integration within the programmes under Aim 1 and Aim 2.

Aim 1: Achieve universal, sustainable and safe services in focused geographic areas to influence wider change. 

Aim 2: Prioritise WASH across the health sector to improve public health. 

Aim 3: Strengthen the resilience of WASH to climate change. 

Aim 4: Increase the quantity and quality of financing

Expected Competencies 

The consultant(s)/firm need to have a strong background in the facilitation of participatory processes as well as a track record in facilitating or conducting reviews at a strategic level. As a minimum, the profile of consultant(s)/firm should include the following:

  • Strong background in facilitating participatory processes for reflection and learning.
  • Sound understanding of participatory qualitative data collection methodologies. 
  • Experience in facilitating participatory workshops; and ability to create a safe space for reflection and build consensus.  
  • Track record in facilitating or conducting reviews at strategic level.
  • Understanding of the WASH situation in country and the key players in the WASH sector.
  • Understanding of other sectors that are relevant for the Country Programme Strategy.
  • Strong analytical and synthesis skills, including the ability to review large volumes of information from diverse sources and identify key strategic insights for the review of the Country Strategic Review.
  • Good writing and presentation and communication skills.
  • High proficiency in written and spoken English and Nepali, with a demonstrated ability to produce well-analysed, high-quality reports.
  • Familiarity with WaterAid and the way it works would be an advantage.

WaterAid Nepal (WAN) invites Expression of Interest (EOI), from the qualified consultants and consulting firms to undertake the WaterAid Nepal Country Programme Strategic Review.
