In close partnership with the Government of Nepal (GoN), civil society, academia, and the private sector, FHI 360 Nepal delivers integrated programs across critical sectors. Our initiatives span essential health services—including HIV, maternal, newborn and child health (MNCH) and nutrition—procurement and supply chain management (PSM) for life-saving drugs, global health security (GHS)—including laboratory strengthening, antimicrobial resistance (AMR), disease surveillance, evidence-based public health messaging and community engagement, and health emergency management—and air quality management.
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. Department of State and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen GHS, including outbreak response; expand tuberculosis detection and treatment, improve MNCH, address malaria; and promote health systems strengthening including PSM.
We request applications from qualified individuals for the positions mentioned below. This positions are currently funded through September 30, 2026. It may be extended based on funding availability.
1. Technical Director, Procurement and Supply Chain Management (PSM)
The Technical Director, PSM is responsible for strengthening procurement and supply chain activities of the Management Division (MD), Department of Health Services (DoHS) at the federal, provincial and local level through targeted technical assistance. The individual in this role will also oversee the procurement of life-saving equipment and commodities across the Meeting Targets and Maintaining Epidemic Control (EpiC) portfolio including essential medicines, test kits and reagents, and medical equipment. The Technical Director will oversee a Senior PSM Coordinator, who will oversee seven provincial focal points housed at provincial health logistics management centers, as well as electronic Logistics Management Information System (eLMIS)/Public Asset Management System (PAMS) Coordinator, and a PSM Specialist. The Technical Director will be required to implement PSM-related activities through various funding streams. The individual in this role will contribute to the design of interventions, work alongside the government, project staff, and local experts to strengthen the health sector’s inventory management system, maintenance and repair of equipment, drug waste and disposal, and other key technical considerations for PSM. The Technical Director will work closely with the EpiC Nepal Project Director and other senior project leaders, the United States Department of State, MD/DoHS officials, and technical backstops in maternal, newborn and child health (MNCH), nutrition, procurement, strategic information, and program management to achieve ambitious results quickly.
Key responsibilities
- Lead the overall implementation of health system strengthening in procurement and supply chain management.
- Oversee the purchasing and distribution of essential medicines, commodities, and equipment, as well as equipment maintenance.
- Provide technical oversight and support to a team of technical specialists in procurement, inventory management, maintenance and repair of medical equipment, PAMS and other procurement management systems, etc.
- Ensure minimum disruptions to PSM during the transition to PAMS.
- Manage a project with ambitious timelines while ensuring sustainable, high-quality interventions.
- Develop and oversee key strategic partnerships with MD/DoHS, and subnational government authorities, the United States Government, other international organizations working in health system strengthening global health security, MNCH, nutrition, HIV, etc.
- Liaise with FHI 360 experts to ensure technical and programmatic excellence.
- Lead the implementation and monitoring of annual work plans and collaborate with finance teams to ensure accurate budget tracking.
- Contribute to the preparation of program reports, monthly updates, other necessary technical and programmatic documents and documentation of successes, lessons learned, and best practices.
- Serve as the primary focal point for EpiC Nepal with the United States Department of State on all PSM-related program elements.
- Provide line management to three team members and supplementary management to their reports including fostering a team environment that can deliver results.
- Represent FHI 360 in external functions at international, national, and subnational events for PSM activities.
- Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
- Coordinate with other EpiC senior leaders including the Associate Director, Strategic Information, Senior Project Manager, Deputy Project Director, HIV, and Technical Directors for MNCH and Nutrition to ensure the strategic alignment and efficient use of resources (financial, human, and relational) across the project.
- Perform other duties as assigned by FHI 360 Country Representative/EpiC Nepal Project Director and/or other supervisors.
Requirements
- Masters’ degree or international equivalent in public health, management, social science or other relevant fields with five to seven years of experience managing large and complex health-related supply chain and logistics projects or bachelor’s degree with seven to ten years of experience in the relevant field.
- Experience working in a non-governmental organization (NGO)/international NGO – preferably with a focus on health system strengthening and PSM. Experience as a senior advisor to government authorities with demonstrable skills establishing buy-in across diverse group of stakeholders in Nepal preferred.
- Experience overseeing all aspects of projects, preferably large donor-funded, including program and financial management, human resources, compliance, and quality assurance.
- Experience guiding programs, technical, financial and administrative teams to complete objectives/activities on time and within budget while meeting high quality standards.
- Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
- Experience using Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) an advantage.

2. Technical Director, Nutrition
The Technical Director, Nutrition is responsible for providing leadership and oversight for activities in nutrition under the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Nepal. The Technical Director will be required to implement ambitious work plans to improve nutrition outcomes in Karnali, Lumbini, and Sudurpaschim provinces in partnership with the Ministry of Health and Population (MoHP), especially the Family Welfare Division (FWD), Department of Health Services (DoHS), as well as subnational government authorities. The Technical Director will contribute to the design of interventions, work alongside the government, project staff, and local implementing partners to ensure technical excellence. The individual in this role will collaborate with other team members to ensure the provision of life-saving commodities and equipment align with on-the-ground needs and contribute to monitoring, evaluation, research, and learning activities. Requirements

3. Technical Director, Maternal, Newborn, and Child Health (MNCH)

4. Associate Director, Strategic Information
This position will be responsible for technical leadership of strategic information, including monitoring, evaluation, reporting, and health information systems across the Meeting Targets and Maintaining Epidemic Control (EpiC) project portfolio. This work currently includes HIV, global health security (GHS), nutrition, maternal, newborn, and child health (MNCH), procurement and supply chain management (PSM), and general health system strengthening support. The Associate Director will lead a team of strategic information experts to ensure the project and the Government of Nepal have strong data management protocols and systems, are using data to inform decision making, and report project results to the United States Government, headquarters, and other stakeholders as required. The Associate Director will work closely with the EpiC Nepal Project Director and other senior project leaders, the United States Department of State, senior government officials, and technical backstops in MNCH, nutrition, procurement, strategic information, and program management to achieve ambitious results quickly.
Key Responsibilities
- Oversee two team leads, one in HIV, and the other covering other technical areas, to ensure that these leaders and their staff can meet all project objectives in monitoring and evaluation while working with internal and external focal points to strengthen health information systems.
- Oversee the work of an expert in health information systems to develop and improve information systems and their use across various platforms, including but not limited to: Maternal Perinatal Death Surveillance and Response (MPDSR) system, Minimum Service Standards (MSS), Public Asset Management (PAMS), and District Health Information System II (DHIS2) tracker, Integrated Health Information Management System (IHIMS), as well as those used to conduct zoonotic disease surveillance.
- Strengthen the data management and data quality capabilities of dozens of implementing partners, public and private sector health facilities, and the Government of Nepal at all levels.
- Develop and improve data visualization systems internally, with implementing partners, and with the Government of Nepal.
- Liaise with government focal points in the Ministry of Health and Population, United States Department of State, subnational government leaders, and other international and national nongovernmental organizations working to advance project objectives and ensure efficient and effective implementation.
- Manage annual data quality assurance (DQA) activities in alignment with FHI 360 and Government of Nepal standards, develop and ensure implementation of improvement plans.
- Provide technical assistance for the development, review, and testing of standard operating procedures, quality improvement tools, and job aids.
- Liaise with FHI 360 experts in all technical areas of implementation and strategic information to ensure technical excellence and alignment with FHI 360’s reporting platforms.
- Develop Power BI dashboards to visualize project results, train others to understand and use the dashboards in their work. Document project results in presentations and reports.
- Manage reporting into United States Government management data platforms including Data for Accountability, Transparency and Impact Monitoring (DATIM).
- Work closely with supervisor, direct reports, and FHI 360 finance and operational teams to ensure the project is delivered on time and on budget.
- Lead the implementation of quarterly work plans and collaborate with finance teams to ensure accurate budget tracking. Contribute to the preparation of program reports, monthly updates, other necessary technical documents and documentation of successes, lessons learned and good practice.
- Provide technical expertise in preparation and review of project-related documents.
- Coordinate with the project’s technical experts to ensure seamless integration of data systems within and across project activities.
- Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
- Ability to travel 20-30% outside Kathmandu.

Requirements
- Master's degree in statistics, public health, behavioral and social sciences, or a related field with five to seven years of leadership experience in strategic information for public health programs, or a bachelor's degree with seven to ten eight years of experience as mentioned.
- Experience contributing to national and subnational standards in data management in health (ideally in HIV, nutrition, GHS, and/or MNCH) with a history building the capacity of others.
- Ability to communicate and coordinate with stakeholders.

5. Technical Advisor, Global Health Security
This position will be responsible for the management of all global health security (GHS) activities under the Meeting Targets and Maintaining Epidemic Control (EpiC) portfolio, which primarily focuses on strengthening the Government of Nepal’s ability to prevent, detect and respond to zoonotic disease outbreaks through cross sectoral collaboration at the national and sub-national level. The Technical Advisor will be required to implement ambitious work plans to improve GHS in partnership with the Epidemiology and Disease Control Division (EDCD), Department of Health Services (DoHS), Ministry of Health and Population (MoHP), and Department of Livestock Services (DLS), Ministry of Agriculture and Livestock Development (MoALD). The Technical Advisor will work closely with the EpiC Nepal Project Director, United States Department of State-funded Strengthening Infectious Disease detectiond System (STRIDES) team and the United States Department of State, government officials, and EpiC technical backstops in GHS, strategic information, and program management to achieve an ambitious set of results quickly. This position is based in Kathmandu with frequent field visits (up to 30%) in different parts of Nepal.
Key Responsibilities
- Oversee all technical elements of the GHS project including working closely with the government counterparts including EDCD/DoHS/MoHP, DLS/MoALD, and other respective departments, divisions and centres as well as and other key stakeholders to advance project objectives.
- Provide technical assistance for development, review and testing of contingency plans, standard operating procedures, clinical protocols, joint risk-based surveillance assessment and surveillance plan for zoonotic diseases.
- Develop and improve simulation exercises to support national and subnational preparedness to respond to zoonotic disease outbreaks.
- Provide technical assistance to collect, assemble, and review data related to zoonotic disease outbreaks.
- Provide technical assistance to develop on job training materials on good husbandry practices, farm biosecurity, rational use of antibiotics/drugs, early recognition of notifiable zoonotic diseases, and priority zoonotic diseases.
- Liaise with animal health sector to identify various commodities and drugs required to manage disease outbreaks and epidemics, and support to provide the commodities and drugs as a gap filling measure.
- Facilitate table talks/after action reviews on simulation exercises and emergency responses.
- Engage with multisectoral government structures to ensure strong coordination and facilitate the expansion and operationalization of Federal One Health Action Plan to provinces and districts.
- Liaise with FHI 360 experts in GHS, strategic information, private sector engagement, and more to ensure technical excellence.
- Work closely with local, regional, and headquarters-based staff to ensure the project is delivered on time and on budget.
- Lead the implementation of quarterly and annual work plans and collaborate with finance teams to ensure accurate budget tracking. - Serve as the primary focal point for EpiC Nepal with the United States Department of State on all elements GHS program within EpiC.
- Ensure alignment between EpiC GHS work and other FHI 360 projects focused on GHS.

Requirements
- Bachelor’s degree in public health or other relevant subject with 8 years of experience in animal health/One Health, or a related area or Masters’ degree with 5 years of similar experience is considered equivalent.
- Experience in zoonotic diseases, animal husbandry, biosafety and biosecurity and how to apply principles, experiencing building the capacity of others on these topics preferred.
- Experience managing small donor-funded projects, ideally with funding from the United States Government.
- Experience working with MoHP, MoALD and their respective departments, divisions and centers is desirable.
- Ability to communicate and coordinate with multi-sectoral stakeholders, with strong coordination, communication, and interpersonal aptitudes.
- Ability to work efficiently and effectively in an IT environment.
- This role requires flexibility for domestic travel, up to 30% of the time.
- Ability to work independently to meet ambitious deliverables while collaboratively engaging other technical experts to supplement expertise.
- Proactive in managing multiple tasks and flexible and open to managing time for working with different teams in different time zones as needed.
