USAID Adolescent Reproductive Health (ARH) project is an adolescent co-led initiative to empower girls and boys, 10-19 years including the most marginalized, to attain their adolescent reproductive health (ARH) rights. The goal of the program is to support adolescents to reach their full potential by; ensuring they receive correct and appropriate reproductive health (RH) information and guidance to decision-making skills, creating an environment conductive in making healthy reproductive health decisions and facilitating translation of these decisions into healthy behaviors.

CARE Nepal hereby invites applications, for the below mentioned positions, from interested Nepalese candidates. (Click on the links below for the more Job details):

1. Family Planning (FP) / Reproductive Health (RH)- Advisor - based in Central Office

The FP/RH Advisor will be under the direct supervision of the Technical Director-ARHSS & Governance and will be responsible for the technical backstopping to the project team and government at all levels on FP/RH. The incumbent will be responsible for compiling and conveying global and national evidence on FP/RH (especially adolescent RH) to the SMT and program team regularly and when required. The incumbent works as the technical focal point for family planning and reproductive health (FP/RH) and informs SMT for any changes in global and government policies, guidelines, and strategies. The incumbent supports coordination with the federal level MoHP and DoHS/FWD, MoEST and partners for planning and implementation with linkages to the province teams along with the technical director and the program management team. The incumbent will coordinate closely with the MEL team and technical team to generate global and national evidence and support/guide province and district teams in terms of technical aspects of FP/RH. Support in facilitation of various technical workshops, planning meetings and review/reflection organized at federal and province levels are other key areas of responsibilities.

2. Partnership & Capacity Building (PCB) Manager- based in Janakpur

The primary role of Partnership & Capacity Building (PCB) Manager is to support and enhance the institutional capacity of district-based partners (Local Non-Governmental Organizations - LNGOs) by providing support and capacity development through training, on-site coaching, mentoring, and technical assistance to all 11 districts, and also involves managing relationships with various stakeholders at the province and district levels. The incumbent will be responsible for ensuring that the LNGOs implement the project activities aligning with the overall strategic direction of USAID ARH and the Government of Nepal, Province Government and Local Level guidelines. Additionally, the role entails overseeing capacity building initiatives within the organization and maintaining partnerships with external collaborators and stakeholders. This position is pivotal in establishing and sustaining robust partnerships that significantly contribute to the program's effectiveness.  The incumbent works as the partnership and capacity building focal point at the province level working closely with CARE’s relevant thematic coordinators/managers, province coordinators and technical specialists based in the province offices. The incumbent supports coordination with province ministries and stakeholders as well as local level authorities and partners for planning and implementation with linkages to cross cutting themes/components. The partnership and capacity building manager will coordinate closely with both the province team and partners to generate concrete evidence and support/guide province and district teams in terms of partnership and capacity building focusing on FP/ARH. Facilitation of various technical workshops, planning meetings and review/reflection meetings organized at province and district levels are other key areas of responsibilities. 3. Finance and  Subgrants Monitoring Officer–  based in Janakpur

The incumbent is responsible for preparing the annual plan for monitoring partners under their portfolio and implementing the plan in close coordination with the supervisor and province coordinator. Rigorous follow up must be done to ensure that the areas of improvement/gaps identified during monitoring visits have been addressed in a timely manner by the management of the sub grantee. The incumbent will assist in the capacity building of partners and ensure/certify that the expenditures incurred and charged to the project are in line with the approved budget and meet all compliance regulations. The incumbent is responsible for supporting partner staff on the preparation of budgets at the time of renewing the partner funding agreement or for any modifications. In addition, the position will make sure that all liquidation of the sub grantees expenditure under the portfolio are entered into the system before the closing deadline and make sure that funds are transferred to the partner in a timely manner to ensure smooth program implementation. This position will also be responsible for managing Accounts Payable (AP) module transactions, including expense verification, record keeping, payments to staff, vendors, and partners, as well as cash flow management and main function is essential for maintaining financial efficiency, compliance, and the effective management of the organization. 4. Finance, Operations and Monitoring Specialist- based in Surkhet

Finance, Operation and Monitoring Specialist under direct supervision of Finance and Administration Manager is responsible for leading day-to-day financial operations, spending, and sub-grants management across the province. The incumbent is responsible to prepare the annual plan for the monitoring of sub grantees under his/her portfolio and get this implemented in close coordination with the supervisor and grant & sub grant specialist. The incumbent will support the capacity building of the partners’ staff and also ensure/certify that the expenditures incurred and charged to the project are in line with the approved budget. Rigorous follow up has to be done to ensure that the areas of improvement/gap identified during monitoring visit have been timely addressed by the management of sub grantee. The incumbent is responsible to support partner staff on preparation of budget at the time of sub grant agreement process/modification. In addition to that the position will make sure that all liquidations of the sub grantees under the portfolio are entered into the system before the closing deadline and make sure that funds are transferred to the partner on timely manner to smoothen the program implementation. The incumbent is responsible to supervise other finance officer positions. Accounts Payable will be responsible for supporting the financial operations in Country office/field office. The incumbent ensures compliance with donor and CARE’s rules and regulations and other relevant policies and procedures.

This position will ensure that all the expenses of the field office are booked into the system on timely manner before closing deadlines and keep a close eye on the grants closing out to make sure that no expenses are left to be booked. This position is also responsible for administration and property management of Lumbini and Karnali Province Office to provide efficient support to project with respect to procurement of office and project materials at field level, vehicle/transport management, and logistical support for air and surface travel, hotel arrangement for workshop seminar.

5. Social Behavior Change  and Health Systems Officer - based in Surkhet

Social Behavior Change and Health Systems Officer under the direct supervision of the Province Coordinator will be a core member of the USAID Adolescent Reproductive Health (ARH) team. The incumbent is responsible for effective and timely implementation of GESI, SBC and health systems strengthening activities while engaging closely with local NGOs across the program districts. In close coordination with the GESI SBC and Social Norms Specialist, Health System Strengthening & Governance Specialist and other thematic specialists in the province ,the incumbent is responsible for providing technical support to the project team and partners for the planning, implementation, monitoring, evaluation, and advocacy of project approaches and activities especially the health Services component and GESI SBC and social norms interventions across project scope of work. Technical support will also be required in designing, field testing and implementation of activities, collecting & documenting case studies and implementation processes to showcase the project’s effectiveness. The incumbent is expected to work in close coordination and maintain good working relationships with the district health office, NGO partners, government line agencies, and other stakeholders in the district for the smooth operation of project activities. The incumbent should have a strong understanding that SRH issues do not have the same impact among everyone the same way eg: adolescents and youth who are gender non confirming and/or with disability are affected differently. The incumbent will be responsible for ensuring the programs are accessible and inclusive of people with disabilities and create space for people with diverse sexual orientation, gender identities and expression (SOGIESC). The incumbent will also feed in USAID ARH project contributions to CARE Nepal and global MEL processes including PIIRS and other MEL/KM initiatives.
