TERMS OF REFERENCE (TOR)

Rural Health and Education Service Trust (RHEST) is a national non-government organization. Since its establishment in 1993, RHEST has been working to promote women's and girls’ rights through various programs. STOP Girl Trafficking (SGT) and In Honor of Amar (AMAR) are the largest programs of RHEST in addition to its other smaller programs such as maternal health and nutrition programs.

The primary beneficiaries of SGT and Amar programs are the girls at most risk to trafficking, child labor, unsafe migration, and child marriage because of their vulnerable social and economic condition. Aiming at preventing these girls from trafficking, unsafe migration, child labor, and child marriage, the SGT program, in partnership with American Himalayan Foundation (AHF), provides educational support to girls from Grade 1 till 10.And the girls are further supported for Grade 11 & 12 and Technical Education through Amar Program.

The development hypothesis of the SGT Program is that girls are less likely to be lured or forced into child marriage, child labor, child trafficking, or unsafe migration if they stay in school if they are aware of the risks of trafficking if they have a trusted network to reach out to in times of trouble, and if their communities are empowered to protect girls from being trafficked.  RHEST believes that girls from marginalized and vulnerable groups are more likely to stay in school if school is not a financial burden to their families if they are given help (coaching and tutoring) to do well academically, and if they, their families, and communities see value in educating girls.

Program Goal- Decrease the incidence of social malpractices such as girl trafficking, child labor, early marriage, and unsafe migration;

Program Objectives-

  1. Provide support to the vulnerable girls to continue their education;
  2. Increase partnership with community level protection mechanism to create a safe environment against human trafficking;
  3. Increase capacity of RHEST and its partner organizations to reduce risk of girl trafficking

1. Objectives of the assignment

The purpose of this assignment is to conduct an Endline Survey of the SGT Program in Manthali, Ramechhap to assess the program's performance against the program goal, outcomes, and expected results and collect lessons learned for future programming. The baseline survey was conducted in 2019 in the targeted location among 211 students from 9 schools.

Specific objectives

  1. To assess the impact of education support provided to the beneficiaries; 
  2. To evaluate/compare the Program achievements against the baseline status/ findings, 
  3. To draw key lessons learnt, best practices, and areas of concern for future programming

2. Scope of the assignment

  1. Review of the Program documents and reports, baseline report and other relevant information; 
  2. Develop a detailed survey plan (i.e. inception report) including the potential methodologies, tools, approaches to be used for survey and make presentation to RHEST;
  3. Conduct field level study and validation of the collected information;
  4. Develop the comprehensive report of the survey and present to RHEST for comments, suggestions before finalizing the report;
  5. Prepare and submit final survey report with RHEST.

  2. Finalized version of the survey tools; 
  3. Finalized version of database with verified and clean raw data;
  4. Draft report;
  5. Final Report;

Assignment will commence on March 1, 2023 and the final report to be completed/ submitted by April 9, 2023.

6. Payment Schedule

Payment of 25% of the total agreed consultancy fee will be made on signing of contract, 45% on submission of final inception report and remaining 30% upon successful completion of the assignment and approval of the final report by RHEST.

7. Required Qualifications

  • The team of applicants should have a Master’s Degree in relevant discipline with a minimum of five years of work experience on similar assignments in the fields of girl’s education, unsafe migration, girls trafficking, and child labor. 
  • Demonstrated analytical skills on the current economic, social, educational, and cultural issues and development that link to girl’s empowerment.

8. Evaluation Criteria of the Technical Proposal

Quality and cost-based selection criteria would be adopted to select the vendor. 70% weightage is given to the technical proposal that includes the proposed methodology, the approach of determining the survey population and sampling, tools and approaches of data collection, teamcomposition, the experience of the survey team, and quality control on data collection, analysis,and reporting. The 30% weightage is provided to proposed cost for the survey.

Interested research institutions and NGOs, who meet the above requirements, are requested to send their Expression of Interest (EoI) to procurement@rhest.org  with the subject line ‘Endline Survey of SGT Program" by 5 pm, February 16, 2023. EoI should include-

  1. Concept note (not more than four pages) outlining methodology, technical description, composition of a GESI-friendly research team and their qualifications and experiences, and estimated budget in Nepal Rupees (NPR) to accomplish the tasks as specified in the ToR and research experience in similar thematic areas.
  2. Copy of reports of similar past assignments, 
  3. Organization profile with relevant experiences,
  4. Signed CVs of the Team Leader, Data Analyst and field coordinator/s, 
  5. A copy of company/firm registration with renewal, 
  6. A copy of Tax clearance certificate,
  7. VAT/PAN registration, Audit report,
  8. Any other relevant documents
