Bagmati Welfare Society Nepal (BWSN) is non-profit making, non-governmental, non –political, social development organization registered in Sarlahi district. It was established in 1995 AD with the aims to converse natural resource, energy and environment and improve socio-economic and health services for sustainable livelihood of the marginalized and disadvantage community by improving their skill and knowledge, quality and income opportunities. BWSN believes that it has the expertise and experience to implement the project for achieving the best result. BWSN has already partnered (short term and long term) with above 50 different organizations/INGOs/donor and government agencies to implement 50 projects.

BWSN has announced vacancy for World Vision International’s Partnership Project for following Position:

1. Job Title: Livelihood Officer-1

The Livelihood Officer- SRGBV will manage Livelihood project in the respective district/AP ensuring compliance with WVIN’s sectoral and quality standards, Government’s policies and industry norms. The role will be responsible for facilitating/managing the project and monitoring the performance of Filed mobilizer, ensuring that Field mobilizer have access to appropriate technical and functional support, and managing relationships with sectoral key stakeholders including Local Government.

Reports to:

Direct report to Project Coordinator

Major responsibilities

  • Support targeting and verify selection of participating households
  • Supervise and mentor Facilitators so that they can perform their duties effectively
  • Support project coordinator in oversee interventions to ensure effective and timely implementation
  • Oversee participant performance through household spot checks
  • Develop training curriculum and train Facilitators on the Graduation programme objectives, implementation process, and expected outcomes
  • Identify basic services including health, education, safety nets, and community support groups, that participants can be linked with and make a plan of engagement
  • Regularly review monitoring data to ensure programme implementation activities and participants’ progress are on track and report the progress.
  • Liaise regularly with field level staff and senior management about programme progress, challenges, learning, and decisions.

Academic Qualification and Experience:

Bachelor degree in Agriculture Science or relevant discipline with three to five year of experience in related project (preferably Ultra Poor Graduation Model)

Project Management:

  • Good understanding on operation issues like timely and quality delivery of services, good planning and monitoring skill.
  • Good understanding on donor reporting system and capacity to meet the standards
  • Good understanding on the Implementation guideline and able to mentor it to the project staffs
  • Good knowledge on the project management tool
  • Sound knowledge & skill on project risk analysis and management.
  • Good Analytical Skills to analysis project related data and incorporate in the report
  • Good ability in report writing skills for developing the periodic report like monthly, quarterly, semi-annual and annual
  • Sound knowledge on supply chain management and able to manage the risks on time to support the efficient implementation
  • Monthly and quarterly target and expense tracking and review of expenses
  • Monthly budget forecast and planning skills and able to manage the finance efficiently
  • Verification of vouchers and guide to project staffs while support needed
  • Meet financial requirement and deadline as per compliances
  • Good understanding on financial management system like supporting documents for voucher, advance settlement process, managing the under-spends etc

Capacity Building

  • Sound skills in capacity assessment/Training Need Assessment process and tools for staffs and target group

  • Good skills in guiding the process of staff career development plan

Monitoring and Evaluation

  • Sound skills to make periodic Design, Monitoring and Evaluation plan
  • Sound knowledge on monitoring tools and methods
  • Good analysis and presentation skills
  • Skills to incorporate the findings/feedback into programming
  • Project database (such as HH database) establishment monitoring and interpretation skill

Relationship Management:

  • Skills on Stakeholders mapping and mobilization for broader benefit of the project
  • Good skills on facilitation of meeting and proper documentation
  • Capacity to identify local advocacy issues and priorities around protection programming
  • Maintaining the database with the information of Household Level and its update and monitoring
  • Interpretation skill to manage relationship with the Line Agencies and other like-minded organization

2. Job Title: Field Mobilizer/UPG Facilitator-2

Field Mobilizer/UPG Facilitator will assist most vulnerable Households within the AP to develop the skills, behaviors and attitudes necessary to obtain sustainable livelihoods and participate constructively in their communities. Key duties will include; provide strong mentorship, including skills on listening, questioning and reflecting. Good coaches build rapport, have empathy, are solutions-oriented and can help guide participants towards finding their own answers and way .

Reports to: Livelihood Officer

Major responsibilities

  • Support project to the targeting and selection of households.
  • Help to identify household basic needs and guide them to link with appropriate social mechanisms.
  • Monitor participant progress through individual meetings to ensure that they are on track to meet Graduation outcomes
  • Train participants at different points in the programme on key topics including livelihood management, financial literacy, positive savings behavior, positive health seeking behavior, equitable gender norms, life skills (social and health messaging), among others
  • Guide participants through challenges, either related to the programme or communities and their families
  • Mentor participants, boost confidence, and encourage positive world views and coping
  • Mechanisms
  • Link participants with basic services including health, education, safety nets, and community support groups, with the guidance of Project Coordinator/Officer

Academic Qualification and Experience
Intermediate degree in relevant discipline or at least 3 years of extensive experiences on community mobilization and development project particularly on livelihood in similar capacity

  • Strong mentorship and listening skill
  • Solutions-oriented and can help guide participants towards finding their own answers and way .
  • Proven ability to provide community support and understanding of community development and participatory processes.

3. Job Title: DRR Project Officer-Nepal Disaster Risk Reduction Project- 1

The DRR PO will manage Nepal Disaster Risk Reduction Project in the Sarlahi district by ensuring compliance with WVIN’s sectorial and quality standards, project compliance and government’s policies. The role will be overall responsible for managing the project, technical support to subordinate staffs and monitoring the performance of field social mobilizers, ensuring that social mobilizer have access to appropriate technical and functional support in terms of DRR project implementation, and managing relationships with sectorial key stakeholders including Rural Municipality members mainly Local Disaster Management Committee.

Reports to: Project Coordinator

Major responsibilities

  • Overall responsible for management and implementation of Nepal Disaster Risk Reduction Project;
  • Ensure projects activities are delivered on scope, on time and on budget as per the agreements without compromising the quality;
  • Contribute to prepare detail implementation plan and take a leadership for implementation of it;
  • Identify, assess, and communicate risks associated with the implementation of project, and development of mitigation measures;
  • With technical guidance from Project Coordinator and Field DRR Coordinator- ensure appropriate analysis and project results are on met;
  • Maintain close coordination and linkages with the district and Rural Municipality DRR focal person and authorities to implement planned activities as per project outcome and impacts;
  • In coordination with Field DRR Coordinator, build relationships with government line agencies and facilitate to engage them since project kick off;
  • Provide timely feedback to the project staffs on timely to implement project on its quality and standard.
  • Regularly coordinate and influence to Local Elected Representatives for DRR mainstreaming into development planning process;
  • Facilitate training, workshop and orientation at district and local level;
  • Ensure Planning, Monitoring and Reporting of the project is submitted on timely to Line Manager with high quality.

Academic Qualification and Experience:

Bachelor degree in Disaster Risk Reduction/Environment Science/Social Science or relevant discipline at least two years of experience of project implementation in Disaster Risk Reduction and Humanitarian Response.

Sector Knowledge:

  • Knowledge related on Government’s DRR policy, programme priorities, needs and issues in relation to the sector priorities;
  • Prior knowledge in DRR training development and facilitation to local representatives;
  • Good Knowledge on community based disaster risk management (CBDRM) approaches and Local Disaster Risk and Climate Resilience Plan (LDCRP);
  • In depth knowledge on Local Development Planning Process and Vulnerability and Capacity Analysis (VCA)
  • Knowledge on facilitating and preparation of District Disaster and Response Plan (DPRP) at local level and on district

Project Management:

4. Job Title: Protection Officer

The Project Officer- Protection will manage Protection Technical project in the respective district/ADP ensuring compliance with WVIN’s sectoral and quality standards, Government’s policies and industry norms. The role will be responsible for managing the project and monitoring the performance of staffs, ensuring that project staffs have access to appropriate technical and functional support, and managing relationships with sectoral key stakeholders including Local Governments.

Reports to: Project Coordinator

Major responsibilities

  • Provide management to Protection project and monitor performance of project team in implementation of project ensuring projects are delivered on scope, on time and on budget as per the agreements
  • Identify, assess, and communicate risks associated with the implementation of project, and development of mitigation measures
  • With guidance from Program Coordinator-Protection ensure appropriate analysis and project results, including sharing of results and continuous improvements of project design and implementation
  • Support to lead the district level coordination and initiate different initiatives to align the project impacts with the government strategy and plan
  • In coordination with Field Coordinator-Protection relationships and engagement with government line agencies, other INGOs/NGOs, research institutions and private sector at local and district levels in alignment with project strategy/plan
  • Coordinate organizational processes with which WVIN’s Protection TPs and projects have to be engaged including but not limited to annual planning and budgeting process and audit
  • Provide timely feedback to the project staffs in time to guide the project on its quality and standard.
  • Ensure Planning Monitoring and reporting of the project is on time and with quality

Academic Qualification and Experience:

Bachelor in Social Work or relevant discipline with five year of experience in Child protection related project (preferably system strengthening and life skills projects)

Sector Knowledge:

  • Knowledge related on Government policy, programme priorities, needs and issues in relation to the sector priorities
  • Well informed and disseminate message on WVIN Protection Sector TA, TP and priorities, project model (Child Protection & Advocacy - system strengthening, Life skills)
  • Good Knowledge on child Protection and Gender Based Violence approaches, theory of change for the protection sector
  • Knowledge on child marriage, child labour and gender based violence and systemic approach and ability to analyze context to inform the project

Project Management:

  • Good understanding on operation issues like timely and quality delivery of services, good planning and monitoring skill.
  • Good understanding on donor reporting (for grant project) system and capacity to meet the standards
  • Good understanding on the Implementation guideline and able to mentor it to the project staffs
