The access to sustainable and safe abortion comprises of various factors and actors cutting across the standalone health lens. These actors and factors based on the principle of human rights from the onset of programs, policies, and projects formulate a sustainable ecosystem. The introduction of the Human rights-based approach to health aims to realize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health (right to health) and other health-related human rights through the interrelated and essential elements of availability, accessibility, acceptability, and quality (AAAQ).

To contribute for the sustainable abortion access that can be scaled up, replicated, and sustained mainly at local government levels, Ipas is implementing a project called ‘Strengthening the Safe Abortion Ecosystem in Nepal’ from 2020- 2021In this regard, guided by the Ipas Global Strategic Frameworks towards sustainable safe abortion and contraceptive care. Ipas Nepal country strategic plan (2018-23), and the current project aims to attain this through its eight program components/strategies and four cross-cutting components as part of the overarching human rights-based approach (RBA) putting sustainable Women Centered safe abortion care in the center of the ecosystem framework. 

Natural Leaders (NLs) and Champions are key pillars or ecosystem actors for their respective constituencies, envisioned by the project as part of collaborations and partnerships strategy of the framework for sustainable safe abortion ecosystem (as shown above). The project has identified and trained the NLs and mobilized them to create an enabling environment, where women and girls can determine their sexual and reproductive health and rights. NLs together with Champions have also been instrumental to establish SRHR and SAS as an agenda for advocacy at the Palika levels as well as budget allocation and making SRHR in their priority plan and policy. Therefore, these two actors of the project through organized diffusion have been reaching the community to build their agencies on SRHR and amplify the process of engagement at community level organizations and local government bodies.

Objective of Assignment

The Natural Leaders have been trained together with the provision of the review and reflections that are done every six months for continuous support on the capacity development of the NLs. The NLs reach out to the women and girls in their community informally and formally at least conducting two community sessions each month.

The NLs and their mobilization have brought about some change in the project sites too which needs to be captured as the “stories of change”. The change within the NLs is another aspect that we need to capture through the interaction, structured interview, and observing documents/diary of the NLs.

Therefore, Ipas Nepal is looking for a consultant to capture the following-

  • To observe  the process, learnings, and outcomes of some of the community sessions 
  • To observe provincial level virtual conferences to build a base for documentation 
  • To travel to the intervention districts, observe review/reflection meetings to document the qualitative changes in NLs using the developed checklist.
  • To collect case studies and success stories for compilation and development of the “Stories of Change” booklet
  • To draft a process documentation report based on the observation, reflection of NLs, and review of available information/data from the field.

Detail activities of the assignment

I.     Attend selected the review and reflection platforms as an observer participant and document the process and outcome of the platforms

II.    Share the outcomes with the team before documenting 

III.   Prepare consolidated documentation with the individual review reflection meeting reports as the annex

IV.   Observe some community sessions, interview NLsusing the developed checklist to capture their learnings, power changes, and also changes in the community.

V.    Collect case studies and prepare publishable “stories of change” document

VI.   Prepare publishable process documentation of agency building on SRHR

Timeline

The consulting team/consultants should accomplish the whole task within 28 days after signing the agreement for this assignment. The 28 days will spread over two months September and October 2021. Below is the tentative human days (average) allocated for each of the tasks:

  • Develop a report from the checklist (qualitative as well as quantitative aspects) reflecting the internal change and change in power dynamics 

Experience

An individual consultant or a team of consultants/firms is eligible to conduct this assignment. The consulting team should comprise of a Team Leader /or the individual consultant should have proven expertise in documentation and knowledge management with a strong qualitative research background (with strength in both languages).
