Project Description

Deloitte Consulting is the implementing partner for the USAID Urja Nepal Project (Urja Nepal) based in Kathmandu. The purpose of Urja Nepal is to create a financially viable electricity sector that provides affordable, reliable, and secure power and enables the entry of private investment into the Nepali market. This is a five-year program and that concludes in late 2025 and is based in Kathmandu.

Objective

The purpose of this role is to support of the creation of a financially viable electricity sector. To this end, the Transaction Advisor Lead will provide strategic advisory services, planning, delivery of technical activities, and advance outcomes. The Transaction Advisor shall leverage his professional experience and networked connections in order to facilitate the technical design, implementation, and delivery of outcomes.

Scope of Work

  1. The main areas of responsibilities will cover project and financing structuring for independent solar power producers and public-private-partnership arrangements.
  2. Provide transaction advisory services to private sector companies for projects deemed priorities for Urja Nepal in order to achieve financial close.
  3. Provide targeted transaction advisory assistance to relevant private sector actors (including, but not limited to, developers, sponsors, suppliers, and investors).
  4. Assist in the preparation and participate in appraisal assessments to collect and analyze all necessary economic, financial, legal, market and technical information/data required to evaluate potential energy projects and inform competitive tender design.
  5. 5Liaise with other development partners in order to identify opportunities for financing and other partnerships.
  6. Participate in the development of strategies, policies, procedures, papers, briefs and various reports relating to the financing of energy projects and competitive procurements.
  7. Conduct investor outreach and education, identifying strategic new private sector and other potential partners.
  8. Support in the preparation of reports: to the Secretary, Ministry of Energy, Water Resources and Irrigation, Department of Electricity Development and Office of the Investment Board, Nepal and other key Government of Nepal institutions.
  9. Other duties as assigned.

Qualifications/Requirements

The Transaction Advisor should have the following qualifications:

  • Minimum Master’s Degree or its equivalent in a relevant field of study (engineering, finance, etc.) supported by a minimum of 6 years professional experience in the energy sector that includes solar experience.
  • Proven track record of processing and executing complex transactions in the energy sector from a private sector standpoint and in particular related to Independent Solar Power Producer investments.
  • Experience implementing power projects with public sector institutions and/or bilateral and multilateral development finance institutions will give an added advantage for this position.
  • Familiarity with project management and project development and transaction cycle in Development Finance Institutions, multilateral organizations.
  • Strong financial modeling expertise.
