1. About Practical Action

2. Objective of the Consultancy

As Practical Action enters its new strategic period (2025-30), we aim to diversify into new funding streams, growing funding from foundations and philanthropists, utilising climate finance, and securing private sources of funding that offer greatest flexibility.

We are seeking a senior professional with significant experience in proposal and grant writing for a diverse range of funders and is a strategic thinker, dynamic, an excellent writer, and results driven. The consultant must be familiar in these areas, but not limited to - Nature and Biodiversity Loss, Green and Inclusive Economy and Urban Resilience.

3. Scope of the Work

  • Develop and review technical concept notes and proposals to ensure all proposals are high quality, complete, clear with logical flow and that they align with the funder requirements and Practical Action strategy.
  • Support in writing to develop a competitive proposal.
  • Drive the co-creation of ambitious, future-focused programmes aligned with Practical Action’s strategy.
  • Integrate frontier thinking—such as circular economy, systems resilience, regenerative design, and social innovation—into program frameworks.
  • Embed digital tools and responsible AI into the programmatic innovation cycle to enhance impact and reach.
  • Identify and cultivate relationships with current and emerging funders across the region—mainly with philanthropic, and private.
  • Anticipate funding trends and proactively position Practical Action to align with funder priorities.

4. Organisational Policies, Safeguarding and Code of Conduct

  • Ensure that the role is delivered in compliance with organisational policies on Safeguarding, Diversity and Dignity at work and the code of conduct.
  • Responsible for gender responsive behaviour in all actions and decisions.
  • Ensure non-discriminative behavior based on gender, age, sex, race, ethnic background, culture, disability, nationality, religion and marital status.
  • Be sensitive and adaptable to gender and social inclusion.

Areas of Expertise and Competencies:

The consultant should have at least master’s degree in an environmental science, climate change, economics or in related subject with considerable experience working in proposal development with a wide variety funder.

  • Experience in coordinating proposal development activities
  • Experience in preparing narratives, designing theories of change, results
  • frameworks, and elaborating on activities governance structures, budgets etc.
  • Excellent proposal writing, editing, and analytical skills
  • Experience in project design and preparation
  • Proven ability to work collaboratively as well as independently, manage multiple priorities, be detail-oriented, and demonstrate initiative

The consultant should have applied with the following documents.

  • The signed updated Curriculum Vitae of the proposed professionals with clearly mentioning their proposed position in this assignment,

      A copy of the PAN/VAT certificate (Obligatory)

6. Duration

This consultancy agreement is for a duration of one year. The specific start and end dates will be outlined in the consultancy contract. The Consultant will provide proposal development services on an as-needed basis, as requested by Practical Action. Payment will be made based on the actual number of days worked, in accordance with a pre-agreed daily rate between the Consultant and Practical Action. The consultant will be engaged on an intermittent basis within a 12-month period. Workdays and deliverables will be mutually agreed upon in advance.

7. Fees:/Budget

The Consultant should provide their per-day consultancy fee rates in NPR, inclusive of applicable taxes.

8. Evaluation of Proposal

All received proposal shall be reviewed following criteria based on sound understanding of the assignment, competent methodology, consistency, coherence and compliance experience of the consultant and proposed budget. All rights of approval of proposal remain with Practical Action and its decision will be considered as final result.

9. Invitation of Proposal

Practical Action Nepal Office requests interested consultants (registered in Pan/ VAT) to submit (i) a letter of interest (1 page) (ii) recently updated CVs, and (iii) a financial proposal of the per day consultation rate to conduct the proposed work to proposals@practicalaction.org.np on or before 17 October 2025 within 17:00 hrs.

All rights of approval or rejection of proposal remain with Practical Action and its decision will be considered a final decision.
