Organizing Facilitators' training on climate change and climate awareness sessions (Jalwayu Shikshya SATRA) with women youth and teachers (ReFLECT) including facilitators book (Flip Book, Flash Cards)

Background: 

CDM-Nepal is a national leading non-governmental development and humanitarian organization having Head Quarter in Butwal, Lumbini Province, Nepal. Established in 2000 in Rupandehi, CDM-Nepal has worked in disaster risk reduction, climate action, water sanitation and hygiene promotion, livelihoods and gender equity and social inclusion including gender-based violence. CDM’s target beneficiaries include marginalised women, children, youth and vulnerable communities. CDM worked in Rupandehi, Nawalparasi, Kapilvastu, Arghakhachi, Gulmi, Palpa, Okhaldhunga, Doti, Dadeldhura, Baitadi, Kathmandu and Achham Districts.


CDM-Nepal was registered with the District Administration Office of Rupandehi in 16 May 2000 with registration number 466-057/058. It is affiliated with the Social Welfare Council of Nepal Government in 2000 with registration number 11639/057. Since its establishment, it has become a member of NGO Federation Nepal, National Disaster Preparedness Network (DPNet) Nepal since 2008 and a founding member of National Network of Community Disaster and Climate Risk Management Committee (NCDMC). District Disaster Management Committee (DDMC) of Rupandehi district has selected CDM-Nepal as the current District Lead Support Agency (DLSA) of Rupandehi district. Since 2017, CDM-Nepal has been providing technical and other support to Lumbini Provincial Government as Province Lead Support Agency (PLSA). 

Background about the Training:

Climate Change is the integral part of capacity enhancement of CDM/KZE/MISEREOR’s Community Resilience Programme. It intends to coordinate and collaborate with local governments and other community actors such as CBOs, Users Committee, school teachers, youth centre, child club (environment management subcommittee) who can play a pivotal role on climate initiatives at local government and community levels. To develop local them as climate champions to drive climate agenda through public awareness and capacity development is the need of the era when climate change has huge effects on lives, and livelihoods of people impacted by climate change (PICC) and gender-based discrimination. 

Nepal is one of the world’s 48 least developed countries and such poor socio-economic conditions make the country extremely vulnerable to the effects of climate change. According to a study conducted by the Department of Hydrology and Meteorology (DHM) on climate trend analysis (2017), the annual maximum temperature trend is increasing by 0.056°C/year and Nepal’s annual average precipitation has declined by 1.3 mm per year over the observed period (i.e., 1971-2014). As per the German Watch Report, Nepal ranked 12th in the Global Climate Risk Index in 2019, and 10th in the period 2000-2019. A rapidly changing climate in Nepal, including in the proposed districts (Rupandehi and Nawalparasi) has led to a range of adverse impacts on the socio-economic, natural, and physical environment. The climate crisis has a devastating impact on women, youth and children’s learning, safety and wellbeing, destroys livelihood options, education services and household food security and income, forcing youth to migrate other countries and children to drop out of school to support their family with domestic duties or work.

Therefore, this consultancy is therefore, proposed to make local government officials capacitated on climate change, green jobs, green schools and ensure that green businesses are established to create employments and schools are made safe, green, resilient and inclusive contributing to country’s sustainable development goals. 

This training will mainly focus on strengthening the capacity of relevant local government officials from the targeted municipalities.  Therefore, CDM Nepal is seeking qualified and experienced consultant to design and deliver practice-based a 2-day training on climate action.  

Background about the Training:

Climate Change Adoption and Climate Advocacy is the integral part of capacity enhancement of CDM/KEZ’s Community Resilience Programme. It intends community level actors such as local teachers, women and Climate Champions who play important role for the advocacy initiatives to local government and at community level. It brings general understanding among the facilitators and help to increase the public awareness on the effects of climate change in common lives and mitigation measures for resilience. 

Based on this, CDM Nepal intends to organize Facilitators’ training (TOT) on Climate Change and Climate Awareness Session with women, youth and teachers through ReFLECT approach including preparation of Facilitators’ book for ReFLECT class.

This training will mainly focus on strengthening the capacity of facilitators selected from implementing Palikas of Nawalparasi and Rupandehi district that include women, teachers and youths. There will be 75 participants: Women, youth and teachers. 

Based on this, CDM Nepal is seeking qualified and experienced consultant to give four days Facilitators’’ Training (TOT) on Climate Change and Climate Awareness Session with women, youth and teachers through ReFLECT approach and preparation of facilitators book for ReFLECT class.  The training should be towards more practical, application and interaction based rather than theory–based presentation.

Objectives of the Consultancy: 

The overall scope of this consulting assignment is to help develop good understanding of Climate Change Adaptation / Climate Action, Global warming, the need of green jobs and green schools and its essence for action at the community actors and local levels. It is also expected that the consultant will also bring in innovative insights in climate change with national and international practices and localization initiatives. 

Objectives of the Consultancy: 

·       To develop a REFLECT Facilitators Guidebook or Flex with all 20 themes, ReFLECT process after consultation with children’s representatives and teachers.

·       To train REFLECT facilitators and capacitate them to organize ReFLECT sessions in schools

·       To build experiential learnings and inter-agency collaboration to develop community action plans and awareness/advocacy related outreach. 

Training Location:

The Training is to be delivered in Bhiarahawa Rupandehi, Nepal as the central and accessible location for all participants.

 

Role or scope of consultant: 

Training will be of 2 days with a full package where the role of the consultant is including the following:

Activities will include, but may not be limited to, the following:

ü  Basics of Climate Change Science: Global Warming, Greenhouse Gases and Consequences; Impacts of Climate Change and vulnerability

ü  Climate change scenarios: International, National and Local level

ü  Responses to Climate Change – Mitigation, Adaptation, climate Justice 

ü  Linkage between climate change and green jobs, green schools and social safetynets

ü  National and international good practices and local efforts to climate action.

ü  Use interactive and inclusive approaches to conduct training.

ü  Submit a training report with key actionable recommendations to be adopted by participants and implementing organization.

The consultant will further refine the agenda methodologies and contents of the training, which will be finalized later after discussions.

Training Location:

The training is to be delivered in 3 locations accessible for all participants.

Approach and methodologies:

A participatory approach will be applied throughout the course and methodologies such as - group discussion, demonstration, practical /mock exercises, brainstorming, and interactive lecturing will be used.

Desk research to develop facilitators handbook related to climate change and environment conservation and green economy targeted to youths, teachers and women.

Interview with key stakeholders’ women and children to verify the proposed themes and refine them accordingly.

Develop climate action plan (CAP) template and guidelines for its implementation 

The methodologies to be sued during facilitation include – 1) silent sitting, 2) storytelling, 3) Group activities, 4) Role play, 5) simulation/drill, 6) case studies, 7) games (snake and ladder, flash card), 8) child/women score card, 9) today’s quotation/topic, 10) Songs/Poem, 11) Photos, 

Develop climate action plan (CAP) template and guidelines for its implementation 

Submit final report and documentation of sessions (key issues, challenges, recommendation and advocacy plan, work plan in coordination with facilitators).

At least 5 years of experience in DRR and CCA; and participation in the development and humanitarian sector with experience working with local communities in different program/projects at the community level.

Experience in conducting CCA, DRR/M and Resilience Training with I/NGOs is considered a plus 

Excellent communication, facilitation, and people management skills.

Master’s degree in Social Science, Environment Science, or any other relevant disciplines.
