CDM-Nepal is a leading non-governmental development and humanitarian organisation of Province 5 of Nepal. Established in 2000 in Butwal, CDM-Nepal has worked in DRM, CCA, WASH, livelihood and GBV. CDM’s programmes have historically been targeted at underprivileged women and children. Origins of CDM-Nepal CDM-Nepal’s origin can be traced back to 1993, the year Rupandehi district experienced one of the devastating floods in its history. Having seen the havoc brought by the disaster, a group of local development professionals joined hands to informally set up “Save the Environment and Rural Development Institute (SERDI)”, which later became CDM-Nepal during official registration in 2000. Re : Terms of Reference (TOR) For Conducting Household Survey for Disaster Risk–informed Planning in Sammarimai Rural Municipality of Rupandehi District in Lumbini Province ३.२.३ विपद् जोखिम डाटा सँग सम्बन्घित घरधुरी सर्वेक्षण गरि तथ्यांक सकंलन गर्ने, सरोकारवाला सँग गोष्ठी General Background CDM-Nepal is a national non-governmental development and humanitarian organization having Head Quarter in Butwal, Lumbini Province, Nepal. Established in 2000 in Rupandehi, CDM-Nepal has worked in disaster risk reduction, climate action, water sanitation and hygiene promotion, livelihoods and gender equity and social inclusion including gender-based violence. CDM’s target beneficiaries include marginalized women, children, youth and vulnerable communities. CDM worked in Rupandehi, Nawalparasi, Kapilvastu, Arghakhachi, Gulmi, Palpa, Okhaldhunga, Doti, Dadeldhura, Baitadi, Kathmandu and Achham Districts. CDM-Nepal was registered with the District Administration Office of Rupandehi in 16 May 2000 with registration number 466-057/058. It is affiliated with the Social Welfare Council of Nepal Government in 2000 with registration number 11639/057. Since its establishment, it has become a member of NGO Federation Nepal, National Disaster Preparedness Network (DPNet) Nepal since 2008 and a founding member of National Network of Community Disaster and Climate Risk Management Committee (NCDMC). District Disaster Management Committee (DDMC) of Rupandehi district has selected CDM-Nepal as the current District Lead Support Agency (DLSA) of Rupandehi district. Since 2017, CDM-Nepal has been providing technical and other support to the Lumbini Provincial Government as the Province Lead Support Agency (PLSA). CDM Nepal has invited eligible individuals with relevant experiences to submit proposals, as Sammarimai Rural Municipality faces a high risk of disasters, including floods and other natural hazards. To mitigate these risks and develop an effective disaster preparedness and response plan, it is critical to understand the vulnerabilities and capacities of the local population. Therefore, CDM Nepal seeks to hire a qualified consultancy firm to conduct a comprehensive household survey and mapping of disaster-affected areas across three wards of Sammarimai Rural Municipality (wards 3, 5, and 7). Sammarimai Rural Municipality has 7,242 households. Among them, Ward No. 3 has 1,257 households, Ward No. 5 has 1,150 households, and Ward No. 7 has 1,075 households. According to data provided by Sammarimai Rural Municipality, the total number of disaster risk households in these three wards is 3,482. Objectives of the Assignment: The objectives of this ToR is build capacity of the municipality to respond to emergencies through; 1) Identifying disaster prone communities conducting household survey for disaster risk-informed planning. Household survey will focus on flood prone wards especially wards 3, 5, and 7 within the municipality. Specific objectives include:
Scope of Services and Tasks and Activities to be completed: The overall scope of this assignment for a consultant /consulting firm include facilitating survey process, identify Red, Yellow and Green HHs. This information shall be used for preparedness work. Specific objectives include: – Designing a survey methodology and data collection tools tailored to assess disaster risks, vulnerabilities, and capacities. – Facilitate conducting household-level survey of all 3, 5 and 7 wards of Sammarimai Rural Municipality. – Collecting GPS-based data to map disaster-affected areas. – Ensuring data quality through proper training of enumerators and supervision during the data collection process. – Analyzing the collected data to identify vulnerabilities, and risk-prone families. – Preparing a comprehensive report with actionable recommendations for households located in Red, Yellow and Green zones for enhancing disaster risk reduction initiatives.
Location of the assignment: Sammarimai Rural Municipalities (wards 3, 5 and 7) of Rupandehi District. Outputs/Deliverables The following deliverables are expected from the consultant in due process of the assignment: 1. Inception report detailing the survey methodology, tools, and work plan. 2. Orientation to enumerators and field team members on data collection techniques supported by submission of the orientation report. 3. Cleaned and verified dataset from the household survey. 4. GIS-based maps highlighting disaster-affected and high-risk areas. 5. Final report with key findings, analysis, and recommendations. Entrepreneurship development training is essential to micro entrepreneurs along with other training and inputs/technical assistance to improve their services and/or assess their efforts against best practice standards. In line with the project objective for resilient income generation, the project will help micro entrepreneurs to start up and revive their businesses.
Objectives of the Assignment: The objective of this assignment is to impart knowledge and skills to local youth entrepreneurs to make them self-reliant by strengthening/establishing own enterprises through improving their business skills. Specific objective include: · Facilitate the “Start and Improve Your Business (SIYB)” training based on the standard of the International Labour Organisation (ILO) manual for training participants. · Support each youth entrepreneur to develop their Individual Business Plan to establish/strengthen micro enterprises · To monitor and coach /support for further strengthening their enterprises based on their individual business plan
Scope of Services, Tasks, and Activities to be completed: The overall scope of this assignment is to hire a consultant to facilitate the ILO certified entrepreneurship development training called “Start and Improve Your Business-SIYB”. Activities will include, but may not be limited to, the following: – Preparation for the sessions, resources and submission of the session plan to CDM Nepal prior to the training by 15 October 2025. – Develop pre and post-test evaluation questionnaires and submit comparative report for all participants. – Facilitate the training as lead facilitator in all 3 places in October and early November 2025. – Facilitate each individual for the development of Individual Business Plan before providing them with necessary material and motivation support by 15 November 2025 – Monitor participants performance and recommend for material support by 20th November 2025
Location of the assignment: The training will be conducted in Sammarimai, Marchawari, and Siyari Rural Municipalities at their respective local venues. Outputs/Deliverables The following deliverables are expected from the consultant in due process of the assignment: – Submission of training plan including detailed course content that will be focused on green jobs prior to training program. – Submit pre and post-test evaluation questionnaires for review by CDM staff – Submit comparative report (pre vs posttest) for all participants. – Prepare and submit training completion reports by October or early November 2025. – Provide follow up support and ensure each trainee develops and submits Individual Business Plan by 15 November 2025 – Recommendation report based on performance of the trainee for material support by 20th November 2025

Re: Terms of Reference (TOR) for Activity 3.3.1 organizing workshop to develop Green Jobs Strategic Plan of Marchawari Rural Municipality, Rupandehi Introduction about the Consultancy: Climate Change Adoption, Promotion of Green Economy are an integral part of the capacity enhancement of CDM/KZE/MISEREOR’s Community Resilience Programme. It intends to coordinate and collaborate with local governments and other community actors such as CBOs, Users Committee, school teachers, youths, child clubs, and the environment management subcommittee, who can play a pivotal role in environment-friendly initiatives at the local government and community level. To develop them as climate champions to drive climate agenda through public awareness and capacity development is the need of the era when climate change has enormous effects on lives, and livelihoods of people impacted by climate change (PICC) and gender-based discrimination. Nepal is one of the world’s forty-eight least developed countries and such poor socio-economic conditions make the country extremely vulnerable to the effects of climate change. According to a study conducted by the Department of Hydrology and Meteorology (DHM) on climate trend analysis (2017), the annual maximum temperature trend is increasing by 0.056°C/year and Nepal’s average yearly precipitation has declined by 1.3 mm per year over the observed period (i.e., 1971-2014). As per the German Watch Report, Nepal ranked 12th in the Global Climate Risk Index in 2019, and 10th in the period 2000-2019. A rapidly changing climate in Nepal, including in the proposed districts of Rupandehi, has led to a range of adverse impacts on the socio-economic, natural, and physical environment. The climate crisis has a devastating effect on women, youth and children’s learning, safety, and wellbeing, destroys livelihood options, education services and household food security and income, forcing youth to migrate to other countries and children to drop out of school to support their family with domestic duties or work. In this connection, this consultancy aims to raise awareness and encourage Green Jobs/entrepreneurship and its challenges among women youths, local government officials, and elected members of Marchawari Rural Municipality in Rupandehi district, as well as key entrepreneurs involved in green business.
Objective of the Consultancy: Specific objectives include: – Organize a meeting of LPAC to understand green jobs opportunities including formation of a municipal committee to take lead role for the development of Green Jobs Strategic Plan – Identify a list of green jobs (environment and climate-friendly enterprises) that exist in the municipality and explore the possibility of new types of green jobs that are lucrative for local entrepreneurs. – Carry out a value chain analysis of selected top 10 green job enterprises – Organize a two days’ workshop with LPAC members to collate information for the development of strategic plan and share the draft plan with municipal officials – Preparation and finalization of Green Jobs Strategic Plan of the Palika
Event Location: The Green Jobs Strategic Plan/Framework development will take place at Raypur, Marchawari Rural Municipality, Rupandehi.
Role or scope of consultant/Deliverables: – Meeting with Local Project Advisory Committee (LPAC) conducted and Municipal Committee to take lead role for the development of Green Jobs Strategic Plan formed – List of existing green jobs /enterprises and potential green jobs opportunities are explored and recommended – Value chain analysis of selected top 10 green job enterprises included in the GJS plan – Workshop report – Costed green jobs strategic plan drafted and shared with municipal officials via CDM for inputs – Submission of Green Jobs Strategic Plan of the Palika in Nepali – Submission of assignment completion report in English and annexes submitted Approach and methodologies: A participatory approach will be applied throughout the course and methodologies such as - group discussion, demonstration, practical exercises, brainstorming, and interactive lecturing will be used.
