1. INTRODUCTION
Apanga Swabalamban Sanstha Jajarkot (ASSJ) is a non-profit, community-based organization led by and for persons with disabilities in Jajarkot District. It was established in 2075 B.S. through the unification of seven local and ad hoc disability committees. ASSJ is governed by a nine-member executive body representing individuals with diverse disabilities, including physical, intellectual, and visual impairments. Over time, it has evolved into an inclusive, district-level network with representation from all seven municipalities of Jajarkot and advocacy initiative collaboration with Sanibheri Rural Municipality in Rukum West. Although ASSJ lost its office and vital documents, further weakening the local disability movement and advocacy efforts in the recent Barekot-centered earthquake in Jajarkot. Despite this, ASSJ continues to operate from a temporary space, engaging with local government and communities. However, its organizational, institutional, technical, and personnel capacities require substantial strengthening to meaningfully engage in disability-inclusive earthquake recovery, reconstruction and to uphold the rights and dignity of Person with disabilities in Jajarkot and Rukum West districts of Karnali Province with the support of CBM Global.
The organization is committed to supporting the disability movement in Jajarkot and Rukum West through advocacy for disability inclusion, ensuring the rights of persons with disabilities are upheld based on a human rights-based approach. ASSJ collaborates with governments, non-governmental organizations, development partners and civil society in both districts. To strengthen the organization, it must revise its existing constitution and develop new policies that prioritize disability inclusion. This will help transform ASSJ into a more effective institution that can meaningfully support the disability movement in Nepal and serve persons with disabilities in a policy-driven and impactful way.
MAIN OBJECTIVE/ SCOPE OF WORK
1.1 Specific Objectives
The primary goal is to revise the organization’s existing constitution and develop new policies as needed, ensuring they align with the current requirements of donors, funding agencies, and the laws of Nepal, with a strong focus on disability inclusion.
The specific objectives of these businesses are:
- Conduct a comprehensive review of the existing constitution and develop a strategic framework that reflects the organization's key thematic areas.
- Formulate new policies, directives, and guidelines that address the current and future needs of the organization of person with disability, ensuring they are aligned with CRPD and national legislations.
- Include all necessary annexes in the newly developed policies to support the organization’s day-to-day operations effectively.
- Draft and finalize all strategies and policies in both Nepali and English, in consultation with organizational executive board and submit them to ASSJ management for approval.

PROCEDURE TO APPLY
Interested consultants(s) or firms should submit their expression of interest, including a detailed proposal with budget and relevant documents, along with the application and CVs, to Apang Swalamban sanstha (ASSJ), Jajarkot, by 5:00 PM on 29th October 2025.
