Technical Consultant/Sub-Engineer for Inclusive School Infrastructure Improvement in 10 Schools

1. Organizational Background

KOSHISH – National Mental Health Self-Help Organization is a non-governmental organization established in 2008 to promote mental health, psychosocial well-being, and the rights and social inclusion of persons with psychosocial disabilities in Nepal. KOSHISH works with government agencies, development partners, organizations of persons with disabilities (OPDs), and communities to strengthen inclusive systems and promote the meaningful participation of persons with disabilities and marginalized groups.

2. Project Information

With financial support from Felm Nepal, KOSHISH is implementing the Promoting Inclusive Education Project in Darma, Kumakh, and Siddha Kumakh Rural Municipalities of Salyan District, Karnali Province.

The project aims to promote equitable access to quality education by addressing barriers that prevent children with disabilities and other marginalized children from participating fully in school. One of the key interventions is to improve the physical accessibility and inclusiveness of school infrastructure, including disability-friendly toilets, water, sanitation and hygiene (WASH) facilities, ramps, pathways, minor retrofitting, and classroom arrangements.

Under this intervention, KOSHISH intends to engage a qualified Technical Consultant/Sub-Engineer to provide technical assessment, design, cost estimation, and supervision support for infrastructure improvements in 10 selected schools across the three project municipalities.

3. Objectives of the Assignment

The overall objective is to provide technical assistance to ensure that infrastructure improvements in the 10 selected schools are accessible, safe, inclusive, technically appropriate, and cost-effective.

The specific objectives are to:

• Assess existing school infrastructure and identify accessibility gaps affecting children with disabilities and other learners.
• Recommend appropriate improvements to disability-friendly toilets, WASH facilities, ramps, pathways, handrails, and classroom environments.
• Prepare technical specifications, drawings where necessary, bills of quantities (BoQs), and cost estimates for approved improvements.
• Provide technical guidance and periodic supervision during infrastructure improvement works.
• Verify the quality, quantity, safety, and completion of the approved works.
• Promote practical, sustainable, and locally maintainable infrastructure solutions that support inclusive education.
• Ensure that all proposed infrastructure improvements comply with applicable Government of Nepal building codes, accessibility requirements, WASH standards, child-safety requirements, and relevant technical guidelines, applying universal design principles wherever feasible.
• Establish measurable accessibility and quality criteria to verify that improved facilities are safe, functional, usable, and appropriate for children with different disabilities and support needs.

Selection Criteria

Applications will be assessed based on the following criteria:

• Academic and technical qualifications.
• Relevant professional experience in infrastructure assessment, design, cost estimation, and construction supervision.
• Experience in disability-inclusive infrastructure, accessibility, and school improvement works.
• Technical understanding and suitability for the assignment.
• Financial proposal and value for money.

KOSHISH may verify submitted qualifications and professional references before making the final selection. The selection will be conducted in accordance with KOSHISH’s applicable procurement procedures. KOSHISH reserves the right to accept or reject any or all applications in accordance with its procurement policies.

Applications shall be submitted by email to procurement@koshish.org.np The email subject or envelope should clearly state: “Application for Technical Consultant – Inclusive School Infrastructure Improvements”.

The application must reach KOSHISH by 27th October 2026, before COB. Late or incomplete applications may not be considered.
