Title: Selection of Organization of person with Disability (OPD) for strengthening their capacity and expertise support in the project “Collective Action for Inclusive Practices” in Mahottari District
1. Background and Rationale
Ratauli Yuwa Club (RYC) is a non-profit organization (NGO) which was established in 2047 BS (1991 AD) in Mahottari District and is affiliated with SWC of Nepal. The NGO is contributing to the socio-economic development of Nepal since its inception in coordination and partnership with government, bilateral, international, and national non-governmental organizations. RYC was established from Ratauli Village Development committee of Mahottari District with a goal to mobilize the youth resources of the rural areas, for economic, social, cultural and physical development of the rural communities, self-reliance, cooperation and ethics based on people's life and commitments to increase in accountability to the people.
RYC has been implementing the Community Based inclusive development project “Collective Action for Inclusive Practices” in Balawa Municipality and Mahottari Rural Municipality of Mahottari District in funding support of CBM Global Disability Inclusion. The project is aiming to improve meaningful participation of persons with disabilities in the local development process and having access to different services such as health, education, social protection, livelihood, inclusive community in order to have dignified live.
2. Project Background:
Ratauli Yuwa Club has been implementing a community based inclusive development project namely “Collective Action for Inclusive Practices” two municipalities of Mahottari district of Madhesh province from 1st of August 2024 with the financial support of CBM Global.
Over a three-year period of the project starting from 1st August 2024 to 30th July 2027, the project seeks to contribute to improve meaningful participation of persons with disabilities in the local development process and at community level and having access to different services in order to have dignified live. The project aiming to break the barriers for participation and inclusion and strengthen the systems through technical support, inclusive and accessible model presentation, advocacy, awareness campaigns, and empowerment of individuals with person with disability, as well as fostering disability movements through SHG and Networks. The partner will work closely as a partnership/ collaborative approach with local government of Balwa Municipality and Mahottari Rural Municipality, service providers, and other organizations to bring the intended project outcomes.
3. Objective:
The primary objective is to collaborate the local or district level OPD for organizational development support and engage them in the project implementation as technical collaborator.
More specifically, the project’s collaboration with OPDs aims to:
- Strengthen the organizational capacity of OPDs: support OPDs to strengthen their organizational policy, guidelines or knowledge and skills on leadership & governance and financial management, proposal and report writing. Organization of Person with disability can effectively represent and advocate for the rights and needs of persons with disabilities within local Project area.
- Engage OPDs in policy influencet: by bringing in OPD expertise to technically support and lobby local government to adapt or localize disability inclusion in their policies, programs, and practices at the municipal and community levels
- Support local OPDs to influence the local government for disability inclusive budget allocation, implementation and reporting.
- Build sustainable networks & linkage and coordination of SHGs (self-help group), municipal structures to OPDs, so disability inclusion becomes embedded in local development systems even beyond the project timeline.
- Foster joint advocacy aligning project interventions with the disability rights movement and strengthening collective advocacy efforts for policy and systemic change.
4. Selection Criteria: OPD will be evaluated based on the following criteria:
- OPD registered B.S. 2075 onward in Mahottari Rural Municipality, Balwa Municipality or in Mahottari District.
- OPDs which are relatively new and seeking organizational development.
- Preference to be given for female with disability led OPD.
- OPDs should have representation of Person with Disability, gender balance, and diversity withing disability.
- Previous experience of working in disability programs (even small level), advocating for disability rights and inclusive practices at local level.
5. Interested to work on community level with SHGs, government and person with disability. Selection Process
- Application Submission: Interested Organization submit applications, including supportive documents and reference as per Guided OPD Selection Standard Form.
- Screening and Shortlisting: screening will be done based on eligibility criteria and review of application and documents submitted.
- Shortlisted OPDs will be informed for the interview and may visit the organization for physical verification.
6. Final Selection and Orientation: Selected OPD organization to receive the an orientation about the organization, project and develop action plan for OPDs organizational development.
7. Roles and Responsibilities of Organization of Person with Disability (OPD)
- Prepare the organizational development plan with tentative budget details.
- Implement the action plan timely and submit the report along with financial reports.
- Provide technical support and guidance for Collective Action for Inclusive Practices project implementation
- Provide technical support to local government of project area for inclusive policies, program development or implementation.
- Support technically in policy advocacy and community initiatives promoting disability inclusion.
- Support to training and awareness sessions facilitation on disability inclusion.
- Monitor and evaluate program activities to ensure inclusive practices.
8. Expected Outcomes
- Organization of Person with Disability (OPD) will be able to lead the advocacy for disability inclusive programming with more knowledge, skills
- Basic organizational documents prepared to smoothly run the OPDs.
- OPDs executive board members strengthen their knowledge and skills on leadership, governance and financial management.
- strengthen the collaboration and learning among RYC, project team and OPDs, foster the localization of disability inclusion policies and programming at local level together with governments and other stakeholders
9. Required Expertise:
The Organization of person with Disability (OPD) most have following minimum Qualification:
- Most have registered Organization at District Administrative Office and Affiliation with Social welfare council.
- Registered in PAN/VAT
- prefer to OPD lead by Women with Disability.
- Have Inclusive Executive committee.
- Experience of collaborating with local, district-level, or national networks or groups on issues related to persons with disabilities.
10. Compliance with RYC and CBM Global Policies:
Organization of Person with Disability (OPD) are required to sign and be bound by the RYC Code of Conduct for Mobilization and CBM Global Safeguarding Policy and Behaviour Code, and CBM Accessibility Policy; unless otherwise, these policies are available with RYC which to be followed by the OPD.
