Digital Broadcast Initiative Equal Access

Digital Broadcast Initiative Equal Access (DBI EA) is a nonprofit, non-government organization established in February 2004 in Nepal with a goal to create positive change by providing critical information using Communication for Development (C4D) approaches. DBI EA aims to accomplish this goal by using the media, state of the art information and communication technology (ICT), effective partnerships and local community engagement. Since its inception in 2004, DBI-EA has implemented projects on an array of thematic areas including media development, health, agriculture and livelihood, human rights and transitional justice, good governance, primary education and early childhood development, gender issues, adolescent issues, and local development among others. DBI-EA creates customized communication and outreach solutions to address the critical issues across Nepal. This is accomplished through close partnerships with community radios and local media, which ensures greater local ownership, impact and sustainability. The communication component includes designing, producing compelling multilingual audio and multimedia content and broadcasting through national and local FM networks. Outreach activities include a wide range of activities like training, orientation, local partnerships, local content, Radio Discussion Groups (RDGs), public hearing, discussion forum, and edutainment fair. All activities are guided by DBI EA’s experiences in Social and Behavior Change Communication (SBCC).

Background

DBI EA aims to accomplish this goal by using the media, state of the art information and communication technology (ICT), effective partnerships and local community engagement. Since its inception in 2004, DBI EA has implemented projects on an array of thematic areas including media development, health, agriculture and livelihood, human rights and transitional justice, good governance, primary education and early childhood development, gender issues, adolescent issues, and local development among others. DBI EA require a competent professional resource person to facilitate the training on conducting public hearing events at the district level.

Objectives:

  • To provide training (two days long residential) to 15 selected journalists to conduct public hearing events at 15 respective districts (Rasuwa, Gorkha, Doti, Baitadi, Bajhang, Bajura, Accham, Surkhet, Rukum, Rolpa, Salyan, Dailekh, Jajarkot, Kapilvastu, Banke).
  • To prepare a manual in Nepali in advance on public hearing event including ethical guidelines and processes. 

I.  Methodology:

DBI EA will hire a competent resource person to provide a training on public hearing to 15 selected journalists for 15 targeted districts. The resource person will be responsible to for preparing session plan, facilitating the training, reviewing the guideline document and incorporate the feedback provided during the meeting.

A detailed session plan will be developed immediately after selection of trainer. The assignment should be finalized within end of December 2022. The trainer will stick to the deadline and ensure the completion of quality work as per the finalized timeline.

II.  Time frame:

The total consultancy work is expected from 23 December 2022 and completed by the end of December 2022 (7 functional days)

III.  Qualification and competency of the resource person

A consolidated CV of the bonafide candidate is expected with following conditions:

  • Over 5 years of experience in writing manual/guideline and process documentation.
  • Master Degree in Social Studies, Mass Communication, Law or other relevant subjects.
  • Candidate with high proficiency in participatory training, good coordination and negotiation skills and strong track record of critical analysis of thematic areas evidences will be given more priority.
  • Sensitive towards caste, religion, gender, culture, social exclusion and respect to the diversity
  • Should have similar work experience with development organization and familiar with Nutrition, Agriculture & Public Health advocacy. 

IV.  Payment Modality

20% of agreed cost will be made available after the signing of contract and remaining amount will be paid after the satisfactory completion of work.

V.  Deliverables:

  • Submission of session-plan of two days 
  • Facilitate two days training program 
  • Develop manual and ethical guidelines for public hearing event and submission.
  • Submission of training report after completion of the task.
