Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Blind Youth Association Nepal (BYAN) is a national organization led by and for youth with visual impairments, advocating for the rights, dignity, and empowerment of persons with disabilities across Nepal. Since its establishment in 2012, BYAN has worked tirelessly to promote the rights and dignity of persons with disabilities, ensuring their meaningful participation in all aspects of society. The organization focuses on key thematic areas, including quality education, employment promotion, disaster risk reduction, political participation, and health with a particular emphasis on Sexual and Reproductive Health and Rights (SRHR). BYAN’s efforts are grounded in a rights-based approach, aiming to dismantle systemic barriers and create an inclusive environment for individuals with disabilities to thrive.

1. Background of the project

The project “Action for Change” (2023-2025) is being carried out by BYAN in partnership with CBM Global Disability Inclusion in three districts: Kathmandu, Surkhet and Bara. The project focuses on promoting the sexual and reproductive health rights of youths with disabilities. Notably, diverse peer educators were developed and organized targeted SRHR training and awareness sessions SRHR. The, government health service providers were sensitized and trained to deliver more inclusive and disability-friendly services. As part of the initiative, model health facilities were also developed to demonstrate good practices in inclusive SRHR service delivery. This endline evaluation aims to assess the impact, effectiveness, and sustainability of these interventions.

As part of the project’s closeout process and to assess its achievements, challenges, and impact, BYAN seeks to engage a qualified consultant or consulting team to document the Action for Change Project Journey, Achievements, and Impact through Booklet and Documentary Video.

2. Objective of the Assignment

The objective of this assignment is to capture and document the journey and achievements of the Action for Change project through:

  • A narrative English booklet (25-30 pages) highlighting the project’s process, outputs, and impact stories.
  • A professionally produced 4-5 minute documentary video showcasing key milestones, field-level impact, and the voices of project participants.

Both outputs will be used for advocacy, donor engagement, institutional memory, and broader awareness.

3. Scope of Work

The selected consultant/firm will undertake the following tasks:

a. For the Booklet

  • Conduct key informant interviews (KIIs) and focus group discussions (FGDs) with project staff, youth participants, chapter leaders, local government representatives, and external partners.
  • Review project reports, publications, policy briefs, and media coverage related to Action for Change.
  • Develop an outline and content structure in consultation with BYAN.
  • Draft and finalize a professionally written English-language booklet (40–50 pages) including:
    • Background of the Action for Change project
    • Project goals, thematic areas, and strategies
    • Advocacy and policy-level milestones
    • Stories of change and beneficiary testimonials
    • Institutional achievements and impacts on youth with disabilities
    • Voices from chapters, communities, and local government stakeholders
    • Key challenges, lessons learned, and sustainability aspects
    • Infographics, timelines, and visual representation of impact
  • Ensure the final version is digitally accessible (screen-reader friendly).
  • Include requirements for editing, translation, and design of supplementary materials.

b. For the Documentary Video

  • Develop a script and storyboard in consultation with BYAN’s focal person(s).
  • Visit project sites (Kathmandu, Bara and Surkhet) chapters for filming.
  • Capture interviews, field visuals, and activities that reflect the diversity and impact of the Action for Change project.
  • Produce a 4-5 minute documentary video in Nepali and English (or subtitled), including:
    • The journey and purpose of Action for Change
    • Voices and stories of beneficiaries and youth leaders
    • Key achievements and field-level outcomes
    • Partner and stakeholder reflections
  • Ensure the video is fully accessible with:
    • Closed captions
    • Audio description
    • Sign language interpretation and define technical standards (format, accessibility features like subtitles, audio description, etc.) along with a clear consent process for participants featured in the video.
  • Submit the final video in high-resolution formats suitable for both web dissemination and event presentations.

5. Required Qualifications
  • Proven expertise in organizational/project documentation, content development, and publication design.
  • At least 5 years’ professional experience in filming, producing, and editing documentary-style videos.
  • Familiarity with disability rights, inclusive development, and youth participation in Nepal.
  • Strong knowledge of accessibility standards in publishing and video production.
  • Prior experience working with OPDs or rights-based civil society organizations will be an asset.

6. Duration of the Assignment

The assignment will be completed within two months from the date of contract signing.

7. Coordination and Reporting

The consultant/firm will report to the BYAN central secretariat and coordinate closely with the designated Action for Change project focal person.

8. Budget and Payment Modality

Payment will be made in two installments based on the satisfactory delivery of outputs as per the deliverables section. The total budget will be finalized based on the technical and financial proposal submitted by the consultant/firm.

9. Application Process
