Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Terms of Reference (TOR) for Consultant to delivering SRHR training to Persons with Disabilities

Blind Youth Association Nepal (BYAN) is an organization established by Blind and Partially Sighted (BPS) Youth of Nepal, with the vision of "BPS people of Nepal enjoying a dignified life in an inclusive society." Currently, BYAN is working in the areas of policy advocacy, education, employment, disaster risk reduction, political participation, and promotion of SRHR of persons with disabilities in general and BPS in particular.

BYAN is currently carrying out a Project named “Action for Change: An initiative for the promotion of inclusive SRH and FP services for persons with disabilities and strengthened movement" in partnership with CBM Nepal.

This project has been being implemented in Kathmandu, Bara and Surkhet district. One of its  objectives is to enhance the SRHR related knowledge and understanding among the persons with disabilities through peer Education model. The project has envisioned to develop peer-educators (25 in each districts) and reach out to more than 1800 persons with disabilities at community level through one-to-one counseling and group sessions. BYAN has already developed a facilitator’s guide book and training manual. Now, it is going to provide TOT (Training of Trainers) for the persons with disabilities. The participants belong to physical, hearing, visual, intellectual and other disability and parents/care givers of persons with disabilities in few members. The trainings have been proposed to conduct between February to April one training in each district. 

In this context, BYAN announces the call for Expression of Interest (EOI) from experienced and qualified experts to conduct training of Trainers (TOT) in the SRHR for persons with disabilities. Final Deadline for submitting the EOI is 2nd April 2024.

Objective of the Assignment

The objective of the task is to develop peer-educators on SRHR by conducting TOT on SRHR for persons with disabilities at  two districts (Bara and Surkhet). Each TOT will be of four days and one TOT will comprised of maximum 25 participants belonging different disability groups in each district.

Scope of Work

The scope of works may include following but not limited:

  • To finalize the training modality encompassing the diversities of participants based on the training manual developed by the BYAN,
  • To ensure all the training materials are arranged and are made accessible for all in consultation with the BYAN,
  • To develop monitoring/evaluation tools such as pre/post-test questionnaire, observation check-list etc. to measure the knowledge/understanding, skills and competencies of the participants in order to measure the learning outcomes of the participants,
  • To deliver four-day TOT on SRHR for persons with disabilities in each district, in an accessible and inclusive manner,
  • To ensure that the participants have acquired knowledge, skills and competencies to work as the peer-educators at the community level,
  • To prepare comprehensive report on training delivery, along with the detailed assessments/evaluation Metrix   of the participants

Eligibility Criteria

  • Master degree in public health, reproductive health, gender studies, social work, or a related field.
  • Specific knowledge or experience in disability studies, inclusive education, or a related field to ensure a nuanced understanding of the unique needs and challenges faced by persons with disabilities.
  • In-depth knowledge of Sexual and Reproductive Health and Rights, including relevant laws, policies, and best practices, with a focus on inclusivity and accessibility.
  • Proven experience in training design and delivery especially in disability and SRHR.

Service Duration and Location

The consultant will be working in close coordination with BYAN team. The consultant shall be engaged on a daily basis for a maximum of 10 working days, including BYAN chapter in Bara (Madesh Province) and Surkhet (Karnali province). The assignment will immediately be started and completed by the end of April 2024.

BYAN will select the consultant based on their experience and amount proposed for the task.
