Rural Development Centre Nepal

Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in May 2002 with its head office in Rautahat District of Nepal. Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

1. Background

Rural Development Centre (RDC) Nepal is a national, non-governmental, non-profit organization established in 2002, working in humanitarian assistance, climate resilience, sustainable livelihoods, natural resource management, and inclusive community development. RDC Nepal implements development and humanitarian programmes in close coordination with the Government of Nepal, UN agencies, international development partners, and local communities, with a strong focus on marginalized and climate-vulnerable populations.

With financial support from the Department of Foreign Affairs and Trade (DFAT) of the Australian Government through ADRA Australia and led by ADRA Nepal, RDC Nepal is implementing the Paribartan CHANGE Project, a five-year initiative in Chandrapur and Gujara Municipalities of Rautahat District. The project aims to enhance climate-resilient livelihoods of poor and marginalized farming households through climate-smart agriculture, livestock development, market access, financial inclusion, and strengthened local governance and social equity.

As climate variability and extreme weather events increasingly affect agricultural productivity, water availability, and disaster risk, access to localized, reliable, and real-time climate information has become critical. In this context, RDC Nepal intends to establish micro-climate and weather stations at the local level to support evidence-based planning, early warning systems, climate-smart agricultural practices, and community-based adaptation.

2. Rationale

National-level meteorological data often lacks the spatial resolution required for local-level decision-making. Micro-climate and weather stations provide site-specific, real-time data that can significantly improve:

  • Agricultural advisories and crop management decisions.
  • Early warning systems for climate-induced hazards (floods, droughts, heat stress);
  • Climate-resilient planning and budgeting by local governments; and
  • Community-based adaptation and disaster risk reduction initiatives.

The establishment of such stations enhances local access to climate information services, facilitates localization of climate action, and strengthens institutional capacities at both regional and local levels.

3. Objectives of the Assignment

Overall Objective

To establish and operationalize functional micro-climate and weather stations that generate reliable, real-time, and location-specific climate data to support climate-resilient development, early warning systems, and local-level planning.

Specific Objectives

  1. To install and commission standardized micro-climate and weather stations at selected sites.
  2. To enhance early warning and preparedness for climate-induced hazards.
  3. To strengthen the capacity of local governments, technicians, and community representatives in climate data management and utilization.
  4. To facilitate evidence-based climate-resilient planning and policy formulation at the municipal level.

Application Procedure

Interested and eligible consultants/firms are invited to submit a sealed Expression of Interest (EoI) including:

1.Technical proposal.

  • Application for tender submission
  • Detailed Technical Proposal
  • Company registration certificate with renewal
  • PAN/VAT certificate
  • Updated Tax Clearance of 2081/82
  • At least one similar assignment previously completed with the reference letter
  • Signed/ Stamped RDC Nepal’s Bidders COI (attached in annex II)

2. Financial proposal.

  • RFQ duly filled, signed, sealed and stamped
  • Password Protected (in case of online submission)

Applications should clearly mention “Establishment of Micro-Climate and Weather Stations-Paribartan CHANGE Project” in the subject line to the Procurement Department, RDC Nepal, Chandrapur-4, either by email at procurement@rdcnepal.org or in a sealed envelope by hand/courier, no later than 4:00 PM on 18 January 2026.
