1. Background

People Promote Center (PPC), Dhanusha is a nonprofit, non-governmental, and non-political humanitarian and development organization based in Madhesh Province. It is registered in Dhanusha and affiliated with the Social Welfare Council, Nepal. The organization works across several core thematic areas, including Education, WASH, Disaster Risk Reduction (DRR), Health, Governance and Advocacy, and Gender Equality. Its primary target groups include children, girls, adolescents, women, youth, persons with disabilities, and other marginalized communities. PPC collaborates with development partners (I/NGOs), the private sector, and local governments. 

People Promote Center (PPC), in partnership with UNICEF Nepal, is implementing the Community Engagement and Social Mobilization for Modeling Social & Behavior Change and Climate Action Project in Durgabhagwati Rural Municipality of Rautahat district.

The project aims to strengthen climate resilience through inclusive community engagement and behavior change strategies. As part of this initiative, PPC is developing a Child Centered Climate Change Calibrated Risk Management Strategy, informed by the Children’s Climate Risk Index Disaster Risk Model (CCRI-DRM) assessments. This strategy will integrate child rights, climate resilience, and inclusive risk reduction frameworks to ensure that children and youth are meaningfully included in climate adaptation and mitigation planning at the local level.

2. Objective of the Consultancy: 

The main objective of this consultancy is to develop a Child-Centered Climate Change Calibrated Risk Management Strategy that:

  • Integrates child protection, participation, and well-being into sectoral action plans.
  • Aligns with national climate policies, adaptation frameworks, and child rights conventions.
  • Establishes participatory tools and approaches for children’s engagement in climate action and resilience building.
