Consultancy Service for Designing Information, Education and Communication (IEC) Material on Food Safety, Food Security and Market Development
1. Background:
This announcement has been issued under a Project “Improved Food and Nutrition Security through Diversified Income Generation and Empowerment funded by Global Agriculture and Food Security Program (GAFSP)” being implemented in Bardia district in Nepal. In Bardiya, particularly in Badhaiyatal Rural Municipality, Bansgadhi, and Barbardiya Municipalities, many families face persistent food insecurity and malnutrition. The Mukta Kamaiya community, former bonded laborers, are among the most vulnerable, along with women, the Tharu community, and youth. They face significant challenges in economic stability, agricultural productivity, and access to nutritious food, with high levels of food insecurity and limited opportunities for sustainable development. Climate change has worsened the situation, and the economic strain from the COVID-19 pandemic has made food access even more challenging for these groups. This project aligns closely with Nepal’s goals, including the Zero Hunger Challenge and Agriculture Development Strategy, while complementing other development efforts.
Under this project, there are programs being implemented focused on improving food safety, enhancing food and nutrition security, and strengthening market development in targeted communities. Effective information, education and communication (IEC) materials are essential for raising awareness, promoting behavior change and empowering communities with practical knowledge.
To support those, the project requires a qualified consultancy service to design context- specific, culturally appropriate, visually engaging IEC materials targeting community members, farmers, traders, women’s group and local relevant institutions.
2. Objective of the Assignment
The main objective of this assignment is to develop a comprehensive and engaging IEC material, that can effectively communicate key messages to the project beneficiaries and other relevant target audiences. The specific objectives of designing the IEC materials are as follows:
- Improve awareness and increase food safety practices.
- Strengthen understanding and behaviors change to improve food and nutrition security.
- Promote knowledge and skills to increase access to market of the local products.
3. Scope of Work:
The consultant will design IEC materials covering the following subjects and topics:

4. Deliverables:
- Submit inception report consisting of how the consultant will accomplish the assignment within the stipulated timeframe within 1 week of the agreement.
- Submit the draft IEC design materials by 1 month of the agreement.
- Submit the final all the IEC materials incorporating feedback from the project team and professionals by 1.5 month of the agreement.
5. Reporting and Coordination:
The consultant will work under the supervision and guidance of the Project Coordinator / Nutrition Officer of NACCFL and close coordination of NFS Specialist of FAO.
6. Required Qualification and Experience:
- Master’s degree in Nutrition, Public Health, Communication, or related field. For the market development, ensure enough feedback to be received form relevant expert.
- Proven experience in designing IEC/BCC campaigns or materials related to nutrition, health, agriculture or social behavior change.
- Creative and strong understanding of message design for diverse audiences.
- Excellent writing and visualization skills in English and Nepali.
7. Location n of the Assignment:
Home-based with virtual consultation (if necessary, office-based discussion for feedback).
8. Payment Modality:
Lump-sum payment upon satisfactory submission of the final deliverable and approval by the project team.
